COMMISSIONERS AGENDA MEETING OCTOBER 3, 2018 The Greene County Commissioners Agenda meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first-floor meeting room of the County office building. MINUTES Commissioners Trader made the motion and Commissioner Coder the second to approve the minutes from September 19, 2018. Vote PROCLAMATIONS second to place on the agenda a Proclamation for Domestic Violence Awareness Month October 2018. Vote FIANCE AND ADMINISTRATION second to place on the agenda to declare an emergency due to a power line that was struck at the Greene County Airport on Monday, September 24, 2018. Vote second to authorize Blair Zimmerman to be signatory and Jeff Marshall to attest all documents for the Pennsylvania Infrastructure Bank loan dated August 16, 2018. TAX CLAIMS second to place on the agenda in accordance with the Real Estate Tax sale (Act of July 7, 1947, P.L. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of five thousand twenty-four dollars and 81/100 ($5,024.81), plus fees, has been received and approved by the Tax Claim Bureau,

Laurel Mountain Midstream Operating, LLC providing notice they have applied to the Pennsylvania Department of Environmental Protection to modify a plan approval for the existing Brown Compressor Station located in Greensboro. 2. CNX Gas Company, LLC is applying for a permit to drill and operate a gas well located in Morris Township. 3. CNX Midstream Operating Company, LLC is submitting a request to the Pennsylvania Department of Environmental Protection Air Quality Program to modify the existing operation general plan approval and operating permit (GP-5) for the natural gas compressor station located in Center Township. 4. CNX Resources Corporation is applying for coverage under the processing or treatment operations, or transmission facilities from the Pennsylvania Department of Environmental Protection located in Richhill Township. 5. plan approval and operating permit (GP-5a) for their new natural gas well pad (MOR-40) located in Richhill Township. 6. Rice Midstream Holdings, LLC is applying for coverage under the processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection in addition registering for a chapter 105 (GP-8) temporary road crossing for associated construction activities located in Aleppo and Richhill Townships. 7. Wallace Pancher application being reviewed by the Pennsylvania Department of Environmental Protection for the installation of 24 gob ventilation boreholes in the Cumberland Mine #1 located in Center Township. 8. Kiewit Engineering Group, Inc. is applying to the Pennsylvania Department of Environmental Protection and the Greene County Conservation District for barge unloading ramp to support the transportation and offloading of heavy equipment to the Hill Top Energy Center located in Cumberland Township. 9. PennDOT District 12-0 is applying for a water obstruction and encroachment permit to the Pennsylvania Department of Environmental Protection for rehabilitation work on a bridge located in Richhill Township. 10. The Pennsylvania Department of Environmental Protection has received a water management plan revision request dated August 28, 2018 for the Southwest District filed by Rice Drilling B, LLC. 11. CONSOL Pennsylvania Coal Company, LLC is applying to the Pennsylvania Department of Environmental Protection for coverage under a Bureau of Waterways, Engineering and Wetland general permit 08 (BWEW-GP-08) for the purpose of installing one temporary PEM wetland crossing and one perennial stream floodway located in Morris Township. 12. Contura Pennsylvania Land, LLC, formerly Coal Gas Recovery II, LLC, 158 Portal Road, Waynesburg, PA 15370 owns and operates a natural gas pipeline system in Greene County emergency contact number (866) 434-7827.
13. EQT Production Company is applying to the Pennsylvania Department of Environmental Protection for a water quality permit under the clean streams law, erosion and sediment control general permit (ESCGP-2) and chapter 105 general permit application (GP-5 & GP-8) located in Morris Township. 14. Rice Poseidon Midstream, LLC is applying for coverage under the processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also for a chapter 105 general permit (GP-5) utility line stream crossing and (GP-8) temporary road crossing for associated construction activities located in Aleppo and Springhill Townships. PUBLIC COMMENT Commissioner Zimmerman announced that there will be a CDBG meeting directly after this meeting.
