Joint Efforts to Act as Ballast Stone for the Global Village Hao Yeli China Institute for Innovation & Development Strategy

Observe cyber trends Keep up with the time Seek extensive partnerships Contribute to global governance

The Global Village Vessel Ballast Stone The world today is featured by two things: change and chaos The Fourth Industrial Revolution has got the world connected by the Internet and turned it into a global village. The Internet and globalization together set off giant waves huge changes. Admit it or not, people across the world are now on the same boat. What will happen to the Global Village vessel if we are physically off onto the sea but mentally still in the jungle age? Facing uncertainties and instabilities, we find the previous "ballast stone" that has kept the relationships among big powers stable trade already shattered. We must make move from the Cold War mentality to cogovernance. Mankind designs and builds a new ballast stone by nurturing insights and wisdom in a new civilization.

Create a New Ballast Stone A world view based on a shared future A multidimensional methodology Guide Stability Balance Implementation Seek common ground while reserving differences Correcting mechanism A governance-oriented Problem Tree Conflicts and stability of cyberspace Tendency and impact of cyberspace fragmentation Predicament of and approaches to cyber crime control

A World view based on a shared future In an era of the Internet and globalization, everyone woven into a big web of interests, connected, linked, and counterbalanced, with less room for arbitrariness and isolation. This is the new world order and new form of existence in the cyber world. The world is smaller but we need a broader mind. It takes wisdom and a world view based on a shared future for us to live in this global village in harmony. Patriotism without consideration of the overall interests of mankind will result in beggar-thy-neighbor policies and even wars. Rise to see a bigger picture and try to understand others while bearing in mind that we all have a shared future. See one country as only part of the world. See the world as a whole. Love not only your motherland, but also the world and mankind.

Wrap Up: Balance and Stability of the Ballast Stone Time Space Geography Between East and West Geography The openness of the Internet determines that history will move only towards synergy and that civilizations should not collide and fight. We should get rid of the competing values of the East and the West to reach a consensus on a new, global culture that upholds harmony despite disparities. Between Virtual World and Real World Space The Internet is more than just a virtual world. It fully reflects the real world and it amplifies, shrinks, distorts, and folds it the physical world, with a significant butterfly effect to add to its instabilities and uncertainties. We should understand and leverage the special features of cyberspace to take hold of a good balance and the turning point between the two worlds. Strive for a balance between technology and people. Our mentality must keep up with the progress of society and technologies. Time Between Present and Future Balance between short-term and long-term interests. Going after only immediate interests will lead to an unbalanced world pattern, undermine the shared future interests of mankind and let no one win. In the Internet age, all parties should seek and expand common ground, and overthrow the primitive philosophy of competition and survival.
