MINUTES OF A MEETING OF THE SCHOOL BOARD CITY OF CHESAPEAKE, VIRGINIA June 25, 2018 A meeting of the School Board of the City of Chesapeake, Virginia, was held on Monday, June 25, 2018, at 5:00 p.m. in the Board Room of the School Administration Building. Mr. C. Jeff Bunn, Chairman, presided. The Call to Order Mr. Bunn called the meeting to order. He welcomed visitors to the meeting and informed them that a printed agenda for the meeting was available. Paige Stutz, Assistant Superintendent for Operations; Dr. Alan L. Vaughan, Assistant Superintendent for Human Resources and School Services; Dr. Jean A. Infantino, Executive Director of Administrative Services/Clerk of the Board; and Mr. Robert J. Barry, Attorney. Mrs. Darlene Gorman, Deputy Clerk of the Board, was excused from the meeting. Adoption of the Agenda Dr. Roberts had no amendments to the agenda, but said he would need a closed session for consideration of one student matter, two real estate matters, and one personnel matter. Mrs. Proffitt moved to approve the agenda as presented. Mr. Boone seconded the motion, which passed with all members present voting in favor of the motion. 6178
Closed Session Mr. Bunn asked Ms. Sharon Kerk Reyes, attorney, to prepare the language for the Board to go into closed session. Ms. Reyes stated that the motion should read as follows: The Board should convene in closed session pursuant to Section 2.2-3711 of the Code of Virginia, for consideration of one student matter, two real estate matters, the discussion of which may adversely affect the bargaining position or negotiating strategy of the school division, and one personnel matter. Mrs. Proffitt moved that the Board go into closed session as provided in the Code of Virginia. The motion was seconded by Mrs. Leary and approved, with all Board members present voting yes. Reconvene in Open Meeting The meeting reconvened in open session. Mrs. Proffitt moved the record show that the only items discussed in the closed meeting were those specifically cited in the motion to convene into closed session. Mrs. Leary seconded the motion, which passed with all Board members present voting in favor of the motion. Items Resulting from Closed Session The Superintendent recommended the expulsion of Student #1 under the conditions discussed. Mr. Woods moved to approve the Superintendent s recommendation. The motion was seconded by Mrs. Leary and passed with all Board members present voting in favor of the motion. Dr. Roberts recommended the purchase of 932 Professional Place in the Greenbrier area for $1.4M from Tara Professional Properties LLC with the conditions outlined in the contract for additional administrative office space. Mr. Tayon moved to approve Dr. Roberts recommendation and the motion was seconded by Mrs. Proffitt. The motion passed with all Board members present voting in favor of the motion. Moment of Silence/Pledge of Allegiance to the Flag A moment of silence was observed and Mr. Michael J. Woods led the Pledge of Allegiance to the Flag. Clerk s Items Special Recognitions Valedictorians and Salutatorians: Dr. Michelle K. Porter, director of high school curriculum and instruction, presented a video introducing the valedictorians and salutatorians from the seven Chesapeake high schools. 6179
Special Recognitions Chesapeake Public Schools Outstanding Bus Drivers of the Month: Dr. David Benson, Director of Transportation, recognized six Chesapeake Public Schools Outstanding Bus Drivers of the Month from January through June, 2018. Mr. Bunn asked listeners who might be interested in becoming a bus driver to please visit our website and complete an application. Resolution Honoring the Service of School Board Member Mr. Louis J. Tayon, Jr.: Dr. Infantino advised a Resolution honoring the service of Mr. Louis J. Tayon, Jr., School Board member, had been prepared and presented for approval by the Board. Mrs. Proffitt moved to adopt this resolution. The motion was seconded by Mrs. Leary and approved by all Board members present voting in favor of the motion. Mr. Tayon stated he was honored to work with Board members and the superintendent of Chesapeake Public Schools. He thanked the citizens of Chesapeake for allowing him this opportunity. He has enjoyed his past four years of service as a Board member working for the citizens of Chesapeake and the education of their children. Mr. Bunn thanked Mr. Tayon for his outstanding service to the Board, the school division, and community. Resolutions Honoring the Service of Dr. James T. Roberts: Dr. Infantino advised a Resolution honoring the service of Dr. James T. Roberts, superintendent, had been prepared and presented for approval by the Board. Dr. Roberts is retiring with forty-nine years in public education, twenty-three years of service to Chesapeake Public Schools. A motion was made by Mr. Tayon to adopt this resolution and seconded by Mrs. Proffitt. The motion was approved by all Board members present voting in favor of the motion. Dr. Roberts thanked the Board for allowing him the opportunity to serve as superintendent of Chesapeake Public Schools during the past eight years. He appreciated the knowledge and involvement of the School Board. He felt that this School Board is the smartest in the state of Virginia, as is his current staff. He thanked all employees of our division for their continued hard work and dedication. He showed great appreciation for all of our teachers and regretted not being able to provide them with the salary schedules they deserve. He is hopeful that public officials will recognize the need to increase the funding for public education. Mr. Bunn thanked Dr. Roberts for his many years of service and also for their successful working relationship. Copies of both resolutions are attached to these minutes. Consent Agenda The chairman requested approval of the consent agenda. Items included the following: A. Approval of the Minutes of the Previous Meeting B. Department of Human Resources Personnel Report Mrs. Leary moved to approve the Consent Agenda. The motion was seconded by Mr. Woods and passed with all Board members present voting in favor of the motion. Monthly Financial Report Ms. Lucente presented the financial report for May 2018. A total of $37.7 million has been received. These funds are primarily from the state ($20.9M) and the city of Chesapeake ($16.6M). It is expected that overall revenues will exceed budget. Current estimates indicate a minimum of $800,000 of excess revenues. The potential exists for excess revenues to reach $1M. Federal revenues collections from Department of Defense Supplemental Impact Aid payments could provide additional funds beyond the $1M estimate. Expenditures are in line with historical trends after accounting for interventions put in place to account for the revenue shortfall. Superintendent s Report The Superintendent made the following announcements: 1. Seven very successful graduation ceremonies were held at the Ted Constant Center. Dr. Roberts complemented the audiences, the students, and the division staff for their hard work in making each ceremony a memorable event. A survey is available at cpschools.com for public input and will remain available until July 2. 2. Monday, June 25, 2018, was the first day of summer school for all elementary, middle, and high school students. 3. All schools and offices will be closed July 4 in celebration of the holiday. Due to the holiday, employees will follow regular work hours instead of the summer work hours. 4. Board members were provided a summary of student enrollment information. 5. Board members were provided a proposed meeting schedule for next year to be reviewed prior to the Board meeting scheduled for July 9, 2018, when Board action will be requested. 6. At the request of Mr. Murphy, information regarding emergency alerts from our school division will now be available through the City of Chesapeake Alert System. Information on how to sign up for this alert system is now available on our website. 6181
Board Member Items Mrs. Proffitt enjoyed attending all seven high school graduations and thanked all those who worked so hard to make them successful. She congratulated a rising senior at Hickory High School, Ms. Aubrey Hubel, currently also Miss Hickory and Miss Outstanding Teen of Chesapeake, who represented Chesapeake very well at the Miss Virginia Pageant. She won the teen talent award at the pageant. She thanked Mr. Tayon and Dr. Roberts and extended her best wishes in the future. Mrs. Leary thanked Dr. Roberts for working so tirelessly for the teachers in our division. She appreciated his openness, his availability, and all of his efforts trying to restore proper funding to public education. She thanked Mr. Tayon for his service and appreciated the family atmosphere of Chesapeake Public Schools. She also thanked our bus drivers for their dedication and hard work. She wished all of our graduated seniors much success in their future endeavors. Mr. Boone congratulated all of our graduates and thanked all of their parents and all of our teachers. He also thanked Dr. Roberts for his service and wished him well in his retirement. He thanked Mr. Tayon for his forty-plus years of public service. He expressed his thanks and appreciation to all of those who attended his annual MS Car Show. He thanked Mrs. Katie Collette of WAVY-TV10 for attending and sharing her personal story. He also thanked Mr. Ritchie Babb, Mr. Al Alexander, and Dr. Infantino. He thanked many businesses in the community for their support. Mr. Tayon thanked and congratulated all the valedictorians and salutatorians honored at the Board meeting. He thanked Dr. Porter and her army of helpers in organizing successful graduation ceremonies. He thanked all of his running mates and appreciated the time he served on the School Board. He also thanked Dr. Roberts for his service and for his excellent staff who always keeps the Board informed on all issues. Mr. Bunn congratulated the Class of 2018 and wished them well.
