BROOME COUNTY LEGISLATURE SPECIAL SESSION July 18, 1994 The Legislature convened at 4:11 P.M. as a COMMITTEE OF THE WHOLE with a call to order by the Chairman, Arthur J. Shafer. The Clerk, Richard R. Blythe, called the Attendance roll: Present- 15, Absent-4 (Mr. Brown, Mrs. Coffey, Mr. Pazzaglini & Mrs. Wagstaff). Mrs. Coffey arrived shortly after 5:00 P.M. The Legislature acting as a Committee of the Whole reviewed the Center for Governmental Research report with regards to various Broome County Departments. Following this review, the Legislature continued in Special Session starting shortly after 7:01 P.M. with a call to order by the Chairman, Arthur J. Shafer. The Clerk, Richard R. Blythe, called the Attendance roll: Present-15, Absent-4 (Mr. Brown, Mr. Pasquale, Mr. Pazzaglini & Mrs. Wagstaff). Mr. Pasquale having been present during the Committee of the Whole and following a short break returned during the Special Session. The Chairman, Mr. Shafer, led the members of the Legislature in the Pledge of Allegiance to the Flag, followed by a moment of silent meditation. The following resolution was tabled to a Committee of the Whole at the previous special session of June 30, 1994. Following that action, the Chairman arranged for a Special Session to present the resolution for consideration. RESOLUTION NO. 294 by County Administration, Economic Development & Planning Seconded by Mr. Augostini RESOLUTION ACCEPTING THE CENTER FOR GOVERNMENTAL RESEARCH STUDY OF SELECTED BROOME COUNTY DEPARTMENTS AND RECOMMENDING IMPLEMENTATION OF THE REPORT'S 271

RECOMMENDATIONS WHEREAS, the Broome County Legislature by Resolution No. 328 of 1993 authorized an agreement with the Center For Governmental Research, Inc. (CGR) for the purpose of conducting an efficiency and cost-savings study of selected aspects of Broome County Government, and WHEREAS, the CGR Report indicating cost-savings of between $1.6 and $1.9 million dollars, concerning the following areas: PUBLIC SAFETY FACILITIES and PROPERTIES MAINTENANCE, SERVICES and PLANNING HEALTH, is now complete, and has been filed with the Clerk of the County Legislature, and WHEREAS, the CGR Report has been reviewed by the appropriate committees of this Legislature for the purpose of recommending implementation of all or parts of the report, and WHEREAS, this recommendation will be forwarded to the County Executive and the Budget Office with the request that the proposals contained in the CGR Report (except those items noted in Exhibit A) be included in the County Executive's Proposed 1995 Budget for implementation in 1995, now therefore be it RESOLVED, that this County Legislature, having reviewed the CGR Report noted above does hereby receive said report and does recommend to the County Executive and Budget Office that all proposals, except those noted in Exhibit A, be included in the County Executive's Proposed 1995 Budget for implementation in 1995. The Chair directed that the report be considered using Exhibit A as a base document. Items voted on for consideration were placed in the exhibit by the appropriate review committee.
