The JPB Citizens Advisory Committee meets regularly on the third Wednesday of the month at 5:40 p.m. at the same location. Date, time and place may change as necessary. Public Comment If you wish to address the Committee, please fill out a speaker s card located on the agenda table and hand it to the Assistant District Secretary. McKenna Chair Bruce Jenkins called the meeting to order at 5:47 p.m. Kevin Gardiner led the Pledge of Allegiance. Approval of Minutes A motion (Wilfley/Tucker) to approve the minutes of November 16, 2011 was approved. Public Comment Jack Doyle, San Francisco, said parking meters will be installed around the 22 nd Street Caltrain Station in San Francisco and is going to impact a lot of people. He has passed out flyers to Caltrain commuters to gain support for opposing the plan. The plan is still being refined, but includes meters in operation from 9 a.m. to 6 p.m. Monday through Saturday. The proposed hourly rate has been reduced from $1 per hour to $0.25 per hour, but at that rate commuters will have to pay $2.25 per day. This may be enough to tip the scale for Caltrain commuters to get back into their cars. Nick Damiano, San Francisco, said he is against the parking meters around the 22 nd Street Caltrain Station and this plan will also affect the area around the Fourth and King Caltrain Station. As a commuter, there is no other option to get to the station except driving. Under this plan the default meter rate could increase over time. John Hronowski asked when the meters will be installed. Mr. Doyle said there will be a public hearing in January, go before the San Francisco Municipal Transportation Authority Board in February and installed in 2012. Jeff Carter, Millbrae, said he has used the 22 nd Street Caltrain Station for years and the ridership is very high. He hopes these parking meters are not installed or hurt ridership at the station. Brian Wilfley said Caltrain definitely has an interest in the 22 nd Street parking issue and would be good to hear what Caltrain would prefer from the point of view of its riders and what influence or input does Caltrain have on this issue. JPB CAC Meeting Minutes December 14, 2011 Chairperson s Report Bruce Jenkins Certificate of Appreciation to Sepi Richardson Chair Jenkins read the Certificate of Appreciation to outgoing CAC member Sepi Richardson. Director of Rail Transportation Michelle Bouchard said Ms. Richardson was unable to make the meeting so staff will mail it to her. A motion (Graham/Hronowski) to approve the Certificate of Appreciation was approved by all. Report from the Nominating Committee Election of 2012 Officers Mr. Hronowski said the nominating committee of Mr. Wilfley, Jerry Graham and himself met and nominates Paul Bendix for 2012 chair. A motion (Wilfley/Jenkins) to approve the nomination of Mr. Bendix for chair was approved. Mr. Hronowski said the committee nominates Scott Klemmer for 2012 vice chair. A motion (Tucker/Graham) to approve the nomination of Mr. Klemmer for vice chair was approved. Presentation: Year-end Review Ms. Bouchard said she will be combining her staff report and year-end review presentation into one report. Congratulated Mr. Bendix on his election as chair and thanked Chair Jenkins for his service this year. Wished the CAC a safe and happy holiday. November performance: o Monthly ridership was up 9.8 percent. o Average weekday ridership is over 40,000. o Fare revenue was $4.5 million and farebox revenue is tracking very high. o Fare revenue is up 23.7 percent over last November and for the year is up 23.9 percent. o On-time performance is 93.7 percent. 2011 service highlights: o Weekday trains were reduced from 90 to 86 in January. o Four weekend Baby Bullet trains were added to the Saturday and Sunday schedules. o The zone fares were increased from $1.75 to $2 on January 1 and the base fares were increased from $2.50 to $2.75 on July 1. o The monthly and 8-ride passes were moved to Clipper in March. o Giants service carried an additional 481,000 extra riders this season. o There were approximately 20 special event trains. Civil improvements: o An additional 11,000 feet of fencing was installed along the right of way. o The parking lot improvements at South San Francisco were completed in June. o Jerrold Street Bridge and San Mateo Bridge projects were recently completed. o Construction began in March for the San Bruno Grade Separation project. JPB CAC Meeting Minutes December 14, 2011 o Station improvements at Santa Clara and San Jose Diridon are nearing completion with ribbon cuttings in January. System improvements: o Installation of close circuit television at the Centralized Equipment Maintenance Operations Facility. o Cameras have been installed on half of the fleet. o Bollards were installed at San Francisco, Millbrae and Diridon stations. o The Rail Operations Control System and Predictive Arrival System are being procured and hope to have system integration in the spring/summer of 2012. o Awarded a design-build contract for the Federal Railroad Administration mandated Communications Based Overlay Signal System/Positive Train Control System. Bike accommodations: o Ten gallery cars were converted to accommodate 80 bikes and Bombardier sets have capacity for 48 bikes. There are now two bike cars on each train. o Staff is in discussions for the operation of the San Francisco bike facility. o The Bicycle Advisory Committee commenced August 2010. High Speed Rail (HSR): o Staff from California High Speed Rail Authority and Caltrain worked together to see if a blended system is feasible to operate HSR and Caltrain within the existing right of way. The analysis showed this was operationally feasible. o Throughput Capacity Analysis results were presented to cities and organizations. New contract operator: o Awarded contract for operation, maintenance and support to TransitAmerica Services in September. o The transition is scheduled for fourth quarter FY2012 o Caltrain employees jobs will be protected. Budget: o The FY2012 budget was balanced without major service cuts. o The budget framework is in place for FY2013. o At the February 2, 2012 Board meeting there will be public hearing to increase paper fares and parking fees effective July 1, 2012 and make changes to the Codified Tariff. o Budget highlights for FY2014 and beyond include: Revision to cost sharing formulas is being considered. Santa Clara Valley Transportation Authority to restore payment obligations toward Gilroy service is being considered. Mr. Graham asked what increasing paper fares mean in the public hearing. Ms. Bouchard said part of the change to Clipper is to try to influence customer behavior to use Clipper instead of using paper ticket out of the ticket vending machine. Mr. Hronowski asked if the external cameras on trains are to record what is happening on the right of way and fatalities. Ms. Bouchard said the cameras will be used to see what is going around the train and aid in investigations. Page 3 of 4

JPB CAC Meeting Minutes December 14, 2011 Mr. Hronowski asked if Warm Planet bike facility is planning to close. Ms. Bouchard said she doesn t anticipate a break in service. Cat Tucker asked if the CAC, as an advisory committee, can write a letter against the parking meters at the 22 nd Street Caltrain Station. Ms. Bouchard said she will speak with staff for their recommendation. Ms. Tucker asked if there could be a discussion on the Clipper card in the future. Ms. Bouchard said there are many frustrations with the Clipper Card and the Metropolitan Transportation Commission sees the Clipper Card as the card of the future. Ms. Tucker asked how people can be pushed to use the Clipper Card when there are so many problems. Ms. Bouchard some of the issues are correctable and some issues are not rising to the level of importance. Mr. Wilfley said transit is becoming more convenient in the Bay Area and the Clipper Card does help with transit choices. Public Comment Andy Chow, Redwood City, said there are a lot of changes ahead. Weekend ridership is picking up with the introduction of the Baby Bullet. Clipper issues are very important and currently there is no way to load values on Clipper except on-line which is not instantly available or go to a Walgreens. He looks forward to the public hearing on the fare change and what it does to the revenue stream. Doug DeLong, Mountain View, said the addition of express trains on weekends will add more revenue and would like to see the addition of limited stop and express trains on the weekend as it is clearly something the public wants. The lighting improvements at San Jose Diridon are great but the ends of the canopies are very bright and may be a safety issue for the engineer. Clipper is an interesting situation and MTC did not do a good job on the implementation of it. Jeff Carter, Millbrae, said he is not a big fan of Clipper and it was not implemented very well. Clipper might make it easier for the passenger, but not cheaper for the passenger who is using multiple systems. He hopes a dedicated funding can be found. Committee Comments Mr. Bendix said he witnessed a serious near miss at the Redwood City Caltrain station with the loading of a passenger in a wheelchair. He would like to meet with someone to discuss this safety issue. Ms. Tucker said she would like to see weekend service to Gilroy. AGENDA ITEM #7 Section 2. The CAC meetings are subject to the Ralph M. Brown Act, Government Code Section 54950, et. seq. Section 3. Attendance being of prime importance to maintain contact between constituents and committee, attendance of members is required at all meetings. Should a member be unable to attend a meeting they should notify the Clerk to the Committee before the meeting. Should any member have more than two (2) unexcused absences the Chair shall send the member a reminder of the attendance policy. Any member who is absent for four (4) of any twelve (12) regularly scheduled consecutive meetings shall automatically be terminated. Any resulting vacancy shall be filled for the duration of the departing member s term. Section 4. Any Committee member can have an item placed on the agenda by notifying the Clerk to the Committee seventy-two (72) hours prior to the meeting. ARTICLE IV SUBCOMMITTEES Section 1. Subcommittees and Ad Hoc Committees may be established by the Chairperson as necessary. Section 2. Each subcommittee shall consist of at least three (3) CAC members, one (1) delegate from each county, appointed by the CAC Chairperson. ARTICLE V PARLIAMENTARY AUTHORITY Section 1. The rules contained within the current edition of Robert's Rules of Order (Newly Revised) shall govern the CAC in all cases to which they are applicable
