146.000 Background and Purpose Youth Council Ordinance The Tribal Council adopts this Ordinance to establish a Tribal Youth Council ( Youth Council ) to promote Tribal youth involvement in Tribal government, create opportunities for Tribal youth to gain leadership skills and learn more about tribal government and culture. The Tribal Council has determined that it is appropriate to adopt this Ordinance so that the function, powers and duties of the Youth Council are established as a matter of Tribal law. 146.050 Jurisdiction The Tribal Council adopts this Ordinance under the authority of (CITC Chapter 120) and the Tribal Constitution. 146.100 Establishment of Tribal Youth Council The Tribal Council establishes the Youth Council subject to the provisions of this Ordinance. 146.120 Compensation The Youth Council may receive a stipend in an amount approved and appropriated by the Tribal Council and as set forth in the Youth Council Bylaws. 146.150 Composition; Appointment of Chair; Terms; Removal 1. The Youth Council shall initially have seven members. Youth Council membership criteria, including procedures to change the number of Youth Council members, shall be as described in the Youth Council Bylaws. The Tribal Council will also appoint two alternate members to serve on the Youth Council. Alternate Youth Council members may attend all Youth Council meetings but will only participate as voting members when needed to ensure a quorum and in such cases shall be allowed to vote as a normal appointed Youth Council member. 2. Youth Council members will be appointed by the Tribal Council. The Tribal Council will also appoint a Chairperson who will preside over the election of any remaining Youth Council Officers. The Tribal Council will also appoint a Vice-Chairperson to act in place of an absent or unavailable Chairperson. By motion or resolution, the Tribal Council may remove the office of Youth Council Chairperson or Vice-Chairperson and designate another Youth Council member as Chairperson or Vice-Chairperson. 3. Youth Council members will be appointed to serve for a term of two years, unless otherwise appointed by Tribal Council, or until they no longer meet membership requirements as outlined in the Tribal Youth Council Bylaws. Tribal Council shall have discretion to appoint Youth Council members for a term of less than two years, as needed, to comply with Chapter 146 3 Coquille Indian Tribe

membership requirements, complete partial terms, and to meet the continuity needs of the Youth Council. 4. A Youth Council member may be removed for conduct that discredits the Youth Council or that adversely affects the Youth Council s ability to meet its responsibilities, including unexcused absences from at least three consecutive meetings. A recommendation for removal may be made by a majority vote of the Youth Council. Youth Council members will be removed from the Youth Council only by Tribal Council motion or resolution. 5. In order to serve on the Tribal Youth Council all members must have parental consent. 146.200 Purpose The purpose of the Youth Council is: 1. To represent the interests and desires of all Tribal youth. 2. To provide Tribal youth with an opportunity to develop leadership skills through education and hands-on experience by participating in the youth council 3. To encourage a firm sense of Coquille Tribal cultural identity within Tribal youth 146.250 Meetings Meeting times, procedures and requirements will be set forth in the Youth Council Bylaws. 146.300 Voting 1. Each Youth Council member may cast one (1) vote on each matter being voted upon. No proxies or absentee ballots shall be permitted. Youth Council members present via telephone or other electronic device as described in CITC 146.250(4) shall be permitted to vote. Decisions will be made by majority vote. 2. A majority (Quorum) of the voting Youth Council members must be present, in person, telephonically or electronically, in order to conduct business or approve official actions. 3. The Youth Council Bylaws may set forth other voting procedures and obligations. 146.330 Bylaws The Youth Council s governance will be subject to Youth Council Bylaws ( Bylaws ). The initial adoption of Bylaws, and any amendments to, or repeal of them, must be approved by Tribal Council resolution. In addition to any other topics referenced in this Ordinance, the Youth Council Bylaws may set forth: Chapter 146 4 Coquille Indian Tribe

1 Duties and Powers of the Youth Council; 2. Provisions regarding the Use of Tribal Facilities; 3. Provisions regarding compensation; 4. Provisions regarding technical assistance from the Tribal Administration; and 5. Provisions regarding the preparation of minutes. 146.500 Financial Accountability 1. The Youth Council may receive an annual budget appropriation approved by the Tribal Council. All use of this appropriation must comply with applicable Tribal law and policy before any funds may be disbursed. The Youth Council Chairperson and Treasurer (if any) will be primarily responsible for the financial accountability. 2. All donations to the Youth Council or funding raised must be handled and accounted for in accordance with the Tribal Fiscal Management Ordinance, CITC 160. 146.600 Severability If any provision of this Ordinance is held invalid by a court of competent jurisdiction, the invalid portion will be severed and the remaining provisions shall continue in full force and effect.
