McShan - Secretary, Molly Alexander, Jessica Bega, Sue Brashar & Cody Mauck I. Call to Order II. Approval of Minutes from the July 12, 2016 EEDC Board Meeting III. Public Comments - No discussion or action will occur beyond what is allowed by Texas Open Meetings Act IV. Financial Report 1. Monthly Summary. V. Discussion and Possible Action to approve Job Creation Grant for ATX Jerky, Gregg Brown, 107 N Main St. ATX Jerky will be creating 6 jobs for the purposes of the grant. VI. Discussion and Possible Action to review site plans for property being sold in the Elgin Business Park to Barry Barker. VII. Executive Session - The Elgin Economic Development Corporation Board of Directors will meet in a closed/executive session pursuant to the Texas Government Code, Chapter 551, to discuss the following: Section 551.072 - Deliberation about real property and/or potential sales, acquisitions, exchanges, leases, dispositions, incentives or values of real property. Possible relocation/reorganization of EEDC office. Section 551.074 Personnel Matters. VIII. Reconvene - The Elgin Economic Development Corporation Board of Directors will reconvene into Open Session to discuss, consider and/or take any action necessary related to the executive session noted herein, or regular agenda items, noted above, and/or related items. IX. Announcements. 1. Registration for 2016 Economic Development Sales Tax Training on Friday, December 9, 8 am to 4 pm. 2. Community Blood Drive August 31 st, noon to 6 pm, Fleming Center 3. Dine Elgin First, weekly drawings grand prize drawing August 22. 4. Light Up Elgin, fundraiser to purchase holiday lights and displays. X. MEETING MINUTES Tuesday, July 12, 2016, 6:30 p.m. City Hall Annex, 310 North Main Street, Elgin, Texas 78621 Board Members: Jeff Carter - President, Bryan Bracewell Vice President, S.H. McShan - Secretary, Molly Alexander - absent, Jessica Bega, Sue Brashar 6:53 & Cody Mauck - absent I. Call to Order The meeting was called to order at 6:30 pm by Jeff Carter. II. Approval of Minutes from the June 14, 2016 EEDC Board Meeting. Bryan Bracewell moved to approve the minutes. S.H. McShan seconded the motion, the motion passed unanimously. III. Public Comments - No discussion or action will occur beyond what is allowed by Texas Open Meetings Act. IV. Financial Report 1. Monthly Summary was reviewed. V. Discussion and Possible Action to consider payment for a Mega Grant for Allan Tolbert, for improvements to be performed at 112-114 N. Main Street, in the amount of $25,000. Jessica Bega moved to approve payment of $25,000 grant to Allan Tolbert. Bryan Bracewell seconded the motion, the motion passed unanimously. VI. Discussion and Possible Action to adopt revision to the Job Creation Grant Program. Bryan Bracewell moved to adopt the revision to the Job Creation Grant Program. S.H. McShan seconded the motion, the motion passed unanimously. VII. Discussion and Possible Action to approve ongoing negotiations with Barry Barker for property located in the Elgin Business Park. Jessica Bega moved to approve ongoing negotiations with Barry Barker for sale of the property in the Elgin Business Park. S.H. McShan seconded the motion, the motion passed unanimously. The Board entered into Executive Session at 6:42 pm. VIII. Executive Session - The Elgin Economic Development Corporation Board of Directors will meet in a closed/executive session pursuant to the Texas Government Code, Chapter 551, to discuss the following: Section 551.072 - Deliberation about real property and/or potential sales, acquisitions, exchanges, leases, dispositions, incentives or values of real property. Registration Rate: $175 The Economic Development Sales Tax Workshop are designed specifically for EDC Board Members and local elected officials and include information about economic and community development in general, and changes to the Economic Development Sales Tax Law. The workshops will include a discussion of changes to the Economic Development Sales Tax law that occurred during the 84th session of the Texas Legislature. Workshop attendees will receive Open Meetings Act and Public Information Act certification as a part of this course. Attendees of the Economic Development Sales Tax Workshop will be provided training materials, a light breakfast, and lunch. Elgin, Texas The Dine Elgin First program was launched the week of June 18th to invite the local community to sample more local restaurants. With every local dining experience they can enter a weekly drawing to win gift cards for participating Elgin restaurants. A grand prize drawing will be held August 22 resulting in over $800 in local dining gift cards during the promotion! The Elgin Economic Development Corporation, the Chamber of Commerce and the Main Street Board are working together to encourage the community to shop and dine in Elgin. The Dine Elgin First Program is an expansion of the Shop Elgin First program. Every time you choose to make purchases in Elgin rather than in some other community, whether that s filling the car with gas, buying groceries, eating at a local restaurant or stopping at the hardware store, you are making a positive impact on the place where you live! Local businesses pay property taxes and sales taxes that directly benefit the services and programs in Elgin and Bastrop County. They create local jobs, provide training for their employees, and support other business with their own business to business purchases. Local businesses are the ones supporting the fundraising dinners, benefit silent auctions, donations for raffles, sponsorship's for sports teams, youth groups etc. and who send volunteers to community events. In short, local businesses are at the heart of everything that makes Elgin a great place to live. Customers will enter the Dine Elgin First drawing at participating restaurants by sharing their name and email address on entry forms to be placed in red gift bags at the cash register or other central location in the restaurant. Volunteers and staff will collect the entries once per week and an official drawing will be held to select the weekly winner. All entries will be included in the grand prize drawing on August 22nd. Customers will also be encouraged to check in at restaurants and share reviews on social media. ################
