Doc 9734B-AN/959 SAFETY OVERSIGHT MANUAL Part B FIRST EDITION 2006 The Establishment and Management of a Regional Safety Oversight System www.icao.int/fsix 1
OBJECTIVES Regional Safety Oversight Systems Reinforce the duties and responsibilities of States and regions to establish and manage safety oversight capabilities The Safety Oversight Manual Doc 9734/B provides one RSOO format, are there others? The ICAO and Development (ISD) Branch has resources to support States and RSOOs 2
Article 12 Each contracting State undertakes to keep its own regulations in these respects uniform, to the greatest possible extent, with those established from time to time under this Convention. 3
Article 37 Each contracting State undertakes to collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures, and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. 4
State Oversight Responsibility Annexes allocate responsibility for aviation safety oversight to individual States If States are organized regionally, they may have a better opportunity to overcome safety oversight shortcomings by pooling staff, experience and financial resources 5
Advantages of Regional Safety Oversight Systems Supports National Aviation Safety Programme Reduces duplication of effort, economy of scale Pools resources to attract, recruit and retain qualified and experienced personnel for sustainability Enables harmonization of legislation, regulations, policy, technical guidance material, and enforcement provisions Provides a legal status and structure to better attract donor financial support 6
8 Critical Elements 1. Primary aviation legislation 2. Specific operating regulations 3. State civil aviation system and safety oversight functions 4. Technical personnel qualification and training 5. Technical guidance, tools and provisions of safety critical information 6. Licensing, certification, authorization and/or approval obligations 7. State Safety Oversight Dilemma States with insufficient resources to achieve a valid CAA contribute to the establishment of a RSOO and the State retains sovereignty and cost of CAA States are reinforced by the RSOO in achieving the States responsibilities RSOO develops capacity for regional oversight along with transparency, independence and enforcement capacity 8
Potential Oversight Phases CAA bi-lateral Cooperation (Article 83 bis) Multi-lateral Cooperation COSCAP Continental Safety Oversight Authority RSOO Limited Regional association Stable State CAA 9
Doc 9734/B Formulates a regional strategy Organizes the needs of members Harmonized legislation, regulations and guidance material Resolution of safety deficiencies Sovereignty and obligations of States Organizes resources of Stakeholders Sharing of resources and information Coordination of projects 10
