Havrevold made a motion to approve the December 3, 2018 regular meeting minutes. VanderWal seconded the motion. All in favor; motion carried. Luke Muller with First District Association of Local Governments appeared before the Council to discuss the Brookings County Pre-Disaster Mitigation Plan, which involves identifying the level of risk associated with potential disasters and City facilities that may be affected. Muller said Volga s plan is being developed in conjunction with the plan for Brookings County. The final report is due in June 2019, and will be brought to the Council for approval in May. District 4 Legislators John Mills, John Wiik and Fred Deutsch were present to discuss the upcoming legislative session with the Council. Of particular interest is potential legislation regarding an electric service territory freeze. Volga staff and Council, as well as city officials from Aurora, expressed concerns regarding how this freeze would negatively affect future growth, as the municipalities would not generate electric revenue on land currently outside service territory that could be annexed into the municipality due to future residential or economic growth. Electric revenue helps to support services such as street maintenance, snow removal, and fire protection. Community Development VanderWal made a motion to approve the second reading of ORDINANCE NO. 2018-08 AN ORDINANCE AMENDING THE ORDINANCES OF THE CITY OF VOLGA, SOUTH DAKOTA TO UPDATE BUILDING CODES IN THE CITY OF VOLGA, SOUTH DAKOTA.
