Approved Regular Meeting Northport Village Council May 5, 2016 290 President Timothy Kehl called the meeting to order with the Pledge of Allegiance at 7:00 P.M Roll Call: Council Members Present: Trustees; Deering, Watson, Rogers, Mikesell, Budd and President Kehl Absent: Trustee Wetherbee Staff Present: Clerk- Joni L. Scott, Administrative Coordinator- Barb Von Voigtlander, DPW Superintendant- Chris Holton, Co-Harbormaster- Martha Cook Meeting Minutes: The regular Council meeting minutes from April 7, 2016 were accepted as presented. Approval of Agenda (amendments/additions): Administrative Coordinator Barb Von Voigtlander reported the deletion of action item (9.D) Recycle Contract notice. Von Voigtlander said that the village was not ready to act on the item. Correspondence: None Public Comment: Karl Wizinsky, Fourth Street- Congratulations on the GLRI grant. REPORTS: Clerks Report: Clerk Scott reviewed a financial report for the month of April. Scott also reported that the annual financial audit is scheduled for May 12-13. Treasurer s Report: Treasurer Merilee Scripps provided a financial report in agreement with the Clerk for the month of April 2016. DPW - Infrastructure Report: DPW Superintendent Holton submitted a written report for the month of April. Trustee Budd reported that the Trail Committee received a grant from the Leelanau Township Community Foundation in the amount of $32,700 for restoration and cleanup of 8 th Street composting site for trail expansion. Budd reported that the Trails Committee also applied for a $38,000 Rotary grant and will know more in June. The Trails Committee was a recipient of a $3,500 LTCF grant for the maintenance to the Nagonaba trail. The Infrastructure Committee meeting minutes from April 14, 2016 were accepted as presented. Finance Committee: The Finance Committee meeting minutes from April 13, 2016 were accepted as presented. Marina - Waterfront Committee: Harbor Masters Mark Holtz and Martha Cook provided a written report of the marina activities which included; the completion of the tanks quarterly inspection with Oscar Larson, the purchase of 3 new bikes and progress on the proposed marina map with letters mailed out to businesses. 1
The next Waterfront Committee meeting minutes from April 14, 2016 were accepted as presented. Employee Relations Committee: The Employee Relation Committee meeting minutes from April 13, 2016 were accepted as presented. Planning Commission: Planning Commission Representative Jim Watson reported that the Board met on April 19, 2016 discussions at the meeting included; Streetscape, review of TAP grant application with Jim Schiffer and the hiring of Networks Northwest to assist with updating the Master Plan. Administrative Coordinator: Administrative Coordinator Barb Von Voigtlander submitted a written report to the Council. Von Voigtlander asked the Council for approval to have a plaque made for the marina park pavilion, thanking Joe Alcorn for the donation of the amphicar. The Council agreed by consensus. Von Voigtlander also notified the council that the May Infrastructure Committee meeting has been rescheduled for Thursday May 26th, 2016. On Going Business: A. Veterans Memorial Plaque: The Northport Arts Association has offered to design a concept and handle the fundraising for the Veterans Memorial Park at the Mill Pond. Trustee Mikesell Moved, Supported by Trustee Rogers to approve the Northport Art Association for the designing and fundraising of the Veterans Memorial. Discussion: Trustee Mikesell asked what the NAA role would be with the village. Von Voigtlander explained that the NAA has offered to come up with the concept/design and handle all the fundraising under their 501C3 non profit status. GLRI and Tap Grants: The Village of Northport has been awarded a GLRI grant in the amount of $499,370 to be used for a stormwater runoff project on Nagonaba Street in 2017. The application for the Tap grant will be submitted in May for streetscape work on Waukazoo Street. Finalist for the Tap grant will be determined in August. Discussion Items: A. Ordinance to establish authority for issuing civil infraction tickets: Administrative Coordinator Von Voigtlander provided a civil infraction ordinance from the village of Empire. Von Voigtlander explained that the ordinance is required in order to carry out any fines or penalties the village had formally approved. The ordinance will be presented as an action item at the next meeting. Action Items: A. Approval of Bill Fuller as the Villages Dangerous Building Hearing Officer: Von Voigtlander recommended Bill Fuller as the Hearing Officer for the Dangerous Building ordinance at a cost of $250 per hearing. Trustee Mikesell Moved, Supported by Trustee Watson to approve Bill Fuller as the Hearing Officer for the Dangerous Building ordinance at a cost of $250 per hearing. Council Comment: Von Voigtlander- thanked the Northport Bay Boat Yard for the donation of 4 new carts at the marina. Trustee Watson- mispronounced Nagonaba three times and was finally corrected by Andy Thomas. Adjournment: Trustee Mikesell Moved, Supported by Trustee Deering to adjourn the meeting. Motion Carried.
