The 210 th ORGANIZATIONAL MEETING of the Town Board of the Town of Moriah was held at the Court House, 42 Park Place, Port Henry, NY on Thursday, January 4, 2018 at 6:00 P.M. Present: Thomas Scozzafava Supervisor Paul Salerno Councilman Thomas Anderson Councilman Lucille Carpenter Councilwoman Matt Brassard Councilman Others Present: George Daly, Bill Trybendis and Rose French-Town Clerk Thomas Scozzafava opened 210 th Organizational Meeting of the Town of Moriah Town Board meeting by saluting the flag at 6 PM. He then welcomed new Town Board member Matt Brassard. The Supervisor stated that he and Matt got to know each other well when they worked on the Village of Port Henry Dissolution Plan together. He also stated that Mr. Brassard was on the Village Board and was also Deputy Mayor. 1. ON MOTION by Councilman Salerno, seconded by Councilman Anderson, the following RESOLVED that Arthur Morgan is hereby appointed Water and Sewer Superintendent for the Town of Moriah with a salary that was adopted in the 2018 budget- $47,909.00. Discussion: The Supervisor stated that all salaries were approved in the 2018 Budget. 2. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the RESOLVED that Deputy Supervisor position be hereby set for Town of Moriah for the year 2018. This position is the appointment of the Supervisor and Mr. Scozzafava hereby appoints Paul Salerno as the Deputy Supervisor. Said appointment carries an additional salary of $1,000.00. He is also authorized to sign checks in the Supervisor s absence. 3. ON MOTION by Councilman Anderson, seconded by Councilwoman Carpenter, the RESOLVED that Thomas R. Scozzafava, Supervisor, be and is hereby authorized by the Town Board of the Town of Moriah to attend the Association of Towns Meetings in New York City in February, 2018. Mr. Scozzafava will attend the Annual Business Session of the Association of Towns and will also be the Voting Delegate for the Town of Moriah. Any elected official desiring to go may attend. Reimbursement will be actual necessary expenses with meals being paid at the state rate. 4. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the RESOLVED that the position of Budget Officer for the Town of Moriah be set and that Thomas R. Scozzafava, Supervisor, be and hereby is appointed Town of Moriah Budget Officer for the year 2018 at a salary of $2,373.00. Rebecca Gilbo is appointed as Deputy Budget Officer at a salary of $2,667.00. 5. ON MOTION by Councilman Anderson, seconded by Councilman Brassard, the following RESOLVED that Cheyenne Morin be and is hereby appointed Town of Moriah Transfer Station Operator for the year 2018 at the hourly rate of $19.88 and set the rate of $14.09/hr. for the transfer station attendant.

ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the following RESOLVED that Julie Ida, be and hereby is appointed Clerk for the Town of Moriah and also Deputy Registrar for the year 2018 at a salary adopted in the 2018 budget of $23,897 and $1,034.00 as deputy. 7. ON MOTION by Councilman Brassard, seconded by Councilman Salerno, the following RESOLVED that the Town of Moriah be authorized to pay $1,100.00 dues to the Association of Towns for the year 2018. 8. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the RESOLVED that all Town Officials shall receive their actual and necessary expenses for mileage at the rate allowed by the IRS per mile for 2018 to perform the duties of their offices. Vouchers must have the place they left from and where they went, the miles to and from and what business was conducted for the mileage. 9. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the RESOLVED that the Town Board of the Town of Moriah hereby designates the The Sun as the official newspaper of the Town of Moriah for the year 2018 with the Press-Republican of Plattsburgh as an alternate. 10. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the RESOLVED that Thomas R. Scozzafava, Supervisor, be and is hereby authorized to renew the contract with the Town of Moriah Ambulance Squad, Inc. for the year 2018, for the sum of $15,000.00 plus diesel to transport residents and persons within the boundaries of the municipality to hospitals (as per contract). The Town also pays for Worker s Compensation for Volunteers of the Ambulance Squad. 11. ON MOTION by Councilman Salerno, seconded by Councilman Brassard, the following RESOLVED that the Town of Moriah Town Board retain the position of Deputy Highway Superintendent to be filled at the discretion of the Highway Superintendent, Jamie Wilson. The position carries a salary as adopted in the 2018 budget in the amount of $20.88 per hour. The appointed Deputy can use a Town vehicle at Mr. Wilson s discretion. 12. ON MOTION by Councilwoman Carpenter, seconded by Councilman Brassard, the RESOLVED that Thomas R. Scozzafava, Supervisor be and hereby is authorized to sign checks on all Town of Moriah Municipal Accounts at the Glens Falls National Bank, Port Henry, NY for the year 2018. 13. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the

RESOLVED that Rose M. French, Town Clerk and Tax Collector be and hereby is authorized to sign checks on the Town Clerk s Account and the Tax Collector s Account at the Glens Falls National Bank, Port Henry Office, Port Henry, NY for the year 2018. 14. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the RESOLVED whereas, under and by virtue of Subdivision 1, Section 164, Article 4 of the Town Law, this Board is required to designate the banks of trust companies in this State in which the Supervisor, Town Justices, Town Clerk and Tax Collector, Policeman of the Town of Moriah shall deposit all monies coming into their hands by the virtue of their respective offices, now, THEREFORE BE IT RESOLVED, that the Glens Falls National Bank, Port Henry Office, Port Henry, NY be and it hereby is designated as depository of all monies coming into the hands of the Supervisor, Town Justices, Town Clerk, Tax Collector, Policeman, of the Town of Moriah, by virtue of the respective office and said offices, and said officials are hereby directed to deposit all such monies coming into their hands in said depository for the year 2018. 15. ON MOTION by Councilman Brassard, seconded by Councilman Anderson, the following RESOLVED that Mr. Scozzafava, Supervisor, be and hereby is authorized to purchase Certificates of Deposit with available funds depending on interest rates. 16. ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the following RESOLVED that Stephen Stahl is re-appointed Officer in Charge, Full-time, for the year of 2018 at a salary that was set by the 2018 budget. Art Brassard will be appointed a Full-time Police Officer for the year 2018 at a salary set by the 2018 budget. All unionized employees will follow the schedule regarding sick, personal leave, and vacation days in accordance with the Union agreement. Luci Carpenter The Board agreed that there is no need for the Police Committee to meet quarterly, issues are addressed as they come up.

Councilwoman Carpenter asked if there should be a committee for the Restore NY Grant on Henry s Garage and the Supervisor said no, that will fall under Building & Grounds. Payroll: As per Union Contract and 2018 Budget. The following schedules are paid holidays, vacation days, and sick days for non-union employees: Paid Holidays: New Year s Day Martin Luther King, Jr. Presidents Day Memorial Day July 4th Labor Day Columbus Day Veteran's Day Thanksgiving Day Day after Thanksgiving Christmas Day Floating Holiday Vacations: (Continuous Service) 1 year - - - - - - 5 working days 5 years - - - - 15 working days 2 years - - - - -10 working days 10 years - - - - 20 working days Sick Days: One (1) day per month 17. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the RESOLVED that Thomas R. Scozzafava, Supervisor, be and he hereby is authorized to renew the contract with the Sherman Free Library, Port Henry, NY for the amount of $12,000.00 for the year 2018, payable in May 2018. 18. ON MOTION by Councilman Anderson, seconded by Councilman Brassard, the following RESOLVED, that Thomas R. Scozzafava, Supervisor, be and he is hereby authorized to set the appropriation for Moriah Fire District No. 1, and Mineville/Witherbee Fire District No. 2 at $26,000.00 each for fire protection and an additional $5,000 of in-kind services for snow plowing for Fire Districts #1 & #2 for the year 2018 payable in May 2018. Discussion: The Supervisor stated the Town does not contract with Fire District #3 it is the Fire Protection District now. 19. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the RESOLVED that the compensation for the members of the Board of Assessment Review for 2018 shall be $300 per year per person unless otherwise authorized by the Town Board, consistent with duties in Town Law as required. (This amount includes the 2 Special Meetings required by the state). 20. ON MOTION by Councilman Brassard, seconded by Councilwoman Carpenter, the following resolution RESOLVED that the Town of Moriah Town Board enter into a shared services contract with Moriah Central School for in-kind services from the Town for snow plowing/ice removal in the amount of $5,000 in exchange for the use of the school for the summer program for 2018. Discussion: The road into the school is a Town road anyway, we just assist the school in snow removal if they need it.

21. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the following RESOLVED that the Regular Meetings of the Town Board of the Town of Moriah for 2018 will remain on the second Thursday of each month at 6:00 PM to be held at the Court House, 42 Park Place, Port Henry, New York. 22. ON MOTION by Councilman Brassard, seconded by Councilman Salerno, the following RESOLVED that all Department Heads must attend all Town Board Meetings. IF UNABLE TO ATTEND, THE SUPERVISOR MUST BE NOTIFIED OR THE COMMITTEE CHAIRPERSON IF THE SUPERVISOR IS UNAVAILABLE. 23. ON MOTION by Councilwoman Carpenter, seconded by Councilman Brassard, the RESOLVED that all Town Vehicles must carry the Town insignia decal on each side of the vehicle. Also, Town equipment shall not leave the Town of Moriah unless approved by the immediate Supervisor of that Department. Town equipment is to BE USED FOR TOWN WORK ONLY. Only Town Employees are to be in the vehicles with the exception of the police when making an arrest. 24. ON MOTION by Councilman Brassard, seconded by Councilman Salerno, the following RESOLVED that Richard LaPier be and hereby is appointed to the position of Code Enforcement Officer-Building Construction for the year 2018 at a salary of $10,000 as per the 2018 budget and Frank Slycord be and hereby is appointed to the position of Code Enforcement Officer-Property Maintenance for the year 2018 at a salary of $10,000 as per the 2018 budget. 25. ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the following RESOLVED that Elizabeth LaMoria be and hereby is appointed Town Historian for the Town of Moriah for the year 2018. Mrs. LaMoria as Town Historian shall receive a salary in the amount of $1,500.00 per year. 26. ON MOTION by Councilman Anderson, seconded by Councilman Salerno, the following RESOLVED that one Vital Record book per year is restored for a cost not to exceed $1,000.00. 27. ON MOTION by Councilwoman Carpenter, seconded by Councilman Brassard, the RESOLVED that Moriah Family Health Center s Dr. McKeever be appointed Health Officer for the Town of Moriah, at a salary of $745.00 per year, does not include health insurance, for the year 2018. (This amount is set by state law.) 28. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the

RESOLVED to appoint Edward Roberts Animal Control Officer at $5,356 for the year 2018. BE IT FURTHER RESOLVED that the Town Board authorizes Mr. Roberts to perform Animal Control Officer duties during regular business hours in the case of an emergency upon approval from the Supervisor. 29. ON MOTION by Councilman Brassard, seconded by Councilman Anderson, the following RESOLVED that Kimberly Kolodzey be appointed Court Clerk 35 hours per week at a salary of $13.13 per hour for the year 2018 per the 2018 budget. 30. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the RESOLVED that the Town Board of the Town of Moriah does hereby set the salaries of the following Town Officers and employees for the year 2018 beginning January 1, 2018 at the amounts respectively stated and such salaries shall be payable at the time specified. BE IT FURTHER RESOLVED that Denise Daly be and hereby is appointed as Water & Sewer/Account Clerk 30 hrs per week; $15.56/hr for 2018 provisionally until February 2018 at which time she will take account clerk exam. Discussion: She will assist the Supervisor and the Senior Account Clerk with payroll. 31. ON MOTION by Councilman Brassard, seconded by Councilman Salerno, the following RESOLVED that the Town of Moriah renew the contract with Essex County regarding USDA Summer Program, reimbursed by Federal Funds. 32. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the RESOLVED that the Town of Moriah renew the contract with Essex County regarding the YCC Program reimbursed by Federal and County Funds. Discussion: The Supervisor reported that this program has had to be scaled way back due to the increase in minimum wage. We used to be able to hire 14 and 15 year olds, now we can only hire 16 and 17 year olds. 33. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the RESOLVED the Town of Moriah gives the Chamber of Commerce $6,500 for 2018. The Town Board requests an annual statement. Discussion: The Supervisor stated they will also get $2,500 from Roost for bed tax. 34. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the RESOLVED that Rose M. French is hereby appointed Registrar of Vital Statistics for the year 2018. 35. ON MOTION by Councilman Anderson, seconded by Councilman Salerno, the following RESOLVED to discuss Campground Manager s salaries. Discussion: Councilman Salerno stated that Bulwagga Bay Campsite lost between 15-20 seasonals. He feels the salary is fine where it is. He also stated at the end of the year there was no waiting list. RESOLVED that the Town of Moriah Town Board contract with John Silvestri as Attorney for the Town for 2018 at a rate of $125.00 per hour. 37. ON MOTION by Councilman Salerno, seconded by Councilman Brassard, the following RESOLVED reimburse Laura & Brian Venne for Sewer Debt that was levied onto their 2018 Town & County Taxes which were already paid in the amount of $152.86. 38. ON MOTION by Councilwoman Carpenter, seconded by Councilman Brassard, the RESOLVED to correct Legal Notice with all elected official salaries; Justices should be $14,550 per year. 39. ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the RESOLVED to adjust off water bill #1089 for Norma & Marty Malone in the amount of $290.00. Discussion: They have a long standing agreement with the old Village of Port Henry (now the Town of Moriah) and the agreement states they would never receive a bill because the water line runs through their property. 40. ON MOTION by Councilman Anderson, seconded by Councilwoman Carpenter, the RESOLVED to audit Justice books for the year 2017. 41. ON MOTION by Councilwoman Carpenter, seconded by Councilman Brassard, the RESOLVED to appoint Tim Garrison to the Waterfront Development Committee. The Supervisor spoke to Dan Palmer and the County will be looking at the old Village Hall next week for the Soil & Water Department. He will also get in contact with Betty Little regarding grant money for a chair lift for the Assessor s office. Floor Open to the Public: George Daly asked who was responsible for the sidewalk near the brook by VanSlooten Marina. There is a big hole and it is dangerous. The Supervisor stated the Town is responsible, he will have Jamie Wilson-Highway Superintendent look into it. Mr. Daly also asked if the Town would be putting in a handicap ramp at the old Village Hall and the Supervisor said yes, we would. Councilman Brassard stated campers will be looking for their letters shortly and Councilman Salerno stated he hopes to get them out soon. We ususally do them in February or March but he is going to try and get them out earlier this year. Councilman Brassard asked if there would be a rate increase this year and the Supervisor said no.
