Pierce Township Trustees Special Meeting Minutes Work Session February 8, 2018 The Board of Trustees of Pierce Township, Clermont County, Ohio met for a Special Meeting/Work Session at 5:30p.m. on Wednesday, February 8, 2018at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER: Chairman Allen Freeman, Trustee Bonnie Batchler and Trustee Nick Kelly were present. Administrator Loretta Rokey and Fiscal Officer Debbie Schwey were also present. Fiscal Officer Debbie Schwey led everyone in the Pledge of Allegiance. SPECIAL MEETING/WORK SESSION: The purpose for the Special Meeting/Work Session are to discuss Tax Increment Financing on Prestwick Place, revision to the 2018 work plan and to discuss such other matters as shall come before the Board. NEW BUSINESS: Fiscal Officer Schwey requests a motion to approve the loan payment of $41,840.57 to Park National Bank for the 2016 Life Squad. The payment is due February 14, 2018. Trustee Batchler made the motion to approve, seconded by Trustee Kelly. Discussion followed. Roll call: All aye. Administrator Rokey requests a motion to adopt Resolution No. 018-002, Authorizing Pierce Township to participate in the Ohio Enterprise Zone Program, (this is an update of Resolution 016-012 per the county s request.) Administrator Rokey requests a motion to initiate the public hearing process to create a 10 year, 75% TIF District at Prestwick Place. Trustee Kelly made the motion to approve, seconded by Batchler seconded the motion. Discussion followed. Roll call: All aye. Administrator Rokey requests a motion to draft an agreement to extend the existing Lease with the Village of Amelia. (Resolution to be drafted for passage February 21, 2018 regular meeting.) WORK SESSION: Discussion followed regarding amendments to 2018 Work Plan and Identify Action Items and Priorities. Comments were on how to reach the residents of the township on projects going on within the township such as a community survey on the website and the goal is to roll out the updated website in March.

Pierce Township Trustees Regular Meeting Minutes February 21, 2018 The Board of Trustees of Pierce Township, Clermont County, Ohio met for their Regular Meeting at 6:30p.m. on Wednesday, February 21, 2018 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER: Chairman Allen Freeman called the meeting to order. Chairman Freeman, Trustee Bonnie Batchler and Trustee Nicholas Kelly were present at roll call. Administrator Loretta Rokey, Attorney Tom Keating, Fire Chief Craig Wright, Assistant Fire Chief Scott Light, Police Chief Jeff Bachman, Service Department Director John Koehler, and Fiscal Officer Debbie Schwey were also present. PLEDGE OF ALLEGIANCE: Trustee Batchler led everyone in the Pledge of Allegiance. REVIEW AND APPROVAL OF MINUTES: Trustee Batchler made the motion to approve the Regular Meeting minutes from January 10, 2018, Special Meeting minutes from January 17, 2018 and Special Meeting minutes from February 8, 2018, seconded by Trustee Kelly. Roll call: All yea. PUBLIC PRESENTATIONS: Trustee Batchler announced that for the Chamber of Commerce Salute to Leaders candidate will be Assistant Fire Chief Scott Light. Assistant Fire Chief Light has over 30 years of work experience both in the service department and with the Fire and EMS departments. OLD BUSINESS: Administrator Rokey requested a motion to adopt Resolution #018-003, Extending a Lease Agreement for Six Months with the Amelia Village for Property Located at 3685-B Lewis Road. Fire Chief Wright requests a motion to accept the resignation of part-time Firefighter/Paramedic Susan Jo Mott effective February 2, 2018. Service Department Director Koehler requests a motion by the Trustees to Certify the record of Pierce Township mileage for 2018 at 57.402 miles per the documentation provided by the Ohio Department of Transportation. Service Department Director Koehler requests a motion for approval of the purchase of a pedestrian bridge for Pierce Park from David Williams & Association Inc. in the amount of $13,815.00. DEPARTMENTAL CELEBRATIONS AND UPDATES: Police Daisy Troop visited the police dept. Fire/EMS Fire Chief Wright thanked the Service Dept., Police Dept., and Public Relations/Media person Jenny Newcomb for helping and getting information out and keeping everyone informed about the flooding in New Richmond and Pierce Township. Service/Streets/Cemetery/Parks Residents thanked the Service Dept. for work on Hopper Hill Road. OTHER BUSINESS: Nominations for appointment to the District 10 Public Works Commission Integrating Committee including alternates. Trustee Kelly made the motion to nominate Chairman Freeman to the District 10 Public Works Commission Integrating Committee, seconded by Trustee Batchler. Discussion followed: Roll call. All aye. Trustee Kelly made the motion to appoint Trustee Batchler as the alternate to the District 10 Public Works Commission, seconded by Chairman Freeman. Roll call: All aye. Administrator Rokey is asking for a formal Resolution to be presented at the next Board of Trustees Meeting for preserving the Pierce Preserve and Trails. The Board of Trustees agreed to have prepared a formal Resolution.
Administrator Rokey ask to RSVP for Clermont County Public Health District Annual Meeting. The meeting will be held March 15, 2018. The Board of Trustees approved to have Administrator Rokey to RSVP for the Clermont County Public Health District Annual Meeting. Trustee Batchler made the motion to approve the 2018 Annual Event Calendar, seconded by Trustee Kelly. Roll call: All aye. PUBLIC COMMENT/OPEN FLOOR DISCUSSION: From the Parks Committee update on the Dog Park, working on a grant application. Resident Gail Shadwell said the new sign in front of the town hall was a great investment. Comments on the traffic on Cleveland Lane. Update from Mark Cann on the 1956 Fire Truck. Trustee Batchler thanked Gail Shadwell for her help with the Clermont County Township Association. Pierce Township Trustees Emergency Meeting Minutes February 23, 2018 The Board of Trustees of Pierce Township, Clermont County, Ohio met for an Emergency Meeting at 12:30p.m. on Friday, February 23, 2018 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER: Chairman Allen Freeman, Trustee Bonnie Batchler and Trustee Nick Kelly were present at roll call. Also present were Administrator Loretta Rokey, Lt. Mike Bennett, Fire Chief Craig Wright and Fiscal Officer Debbie Schwey. The Pierce Township Board of Trustees called an Emergency Meeting on Friday, February 23, 2018 at 12:30p.m. for the purpose of to declare an emergency resolution pursuant to O.R.C. 5502. EMERGENCY DECLARED AND EMERGENCY RESOLUTION #018-006 ADOPTED: Fire Chief Wright updated the Board on which roads were closed and the coordination for flood relief and victims between Pierce Township and the Village of New Richmond. Chairman Freeman ask for a motion to approve the Emergency Resolution #018-006 due to rising flood waters in parts of Pierce Township and the surrounding areas along the Ohio River. PIERCE TOWNSHIP CLERMONT COUNTY, OHIO RESOLUTION No. 018-008 ESTABLISHING A PARK DESIGNATED FUND FOR REVENUE AND EXPENDITURES RELATED TO PARK IMPROVEMENTS AND ACTIVITIES Whereas, ORC 5705.12 provides that an Ohio township can create one or more special funds; and Whereas, the Auditor of State has to approve this special fund; and Whereas, Pierce Township is receiving donations and conducting fundraising to generate funds designated for specific park purposes such as Park Fest, a Dog Park, and other Park Improvements identified in the Park Master Plan; and Whereas, it is necessary to establish the Park Designated Fund for the year 2018 Budget and thereafter, to be designated as: Fund 4504: Park Designated Fund NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF PIERCE TOWNSHIP, CLERMONT COUNTY, OHIO Section 1. PIERCE TOWNSHIP CLERMONT COUNTY, OHIO RESOLUTION # 018-009 A RESOLUTION NAMING PARK-RELATED PROPERTY PIERCE PRESERVE AND TRAILS Whereas, the Trustees of Pierce Township accepted the donation of two parcels of property formerly known as Tri-State I and Tri-State II remainder parcel totaling 146.89 acres; and Whereas, January 25, 2017 the Trustees of Pierce Township, granted an easement for Greenbelt Preservation and Conservation to Neighbors Opposing Pit Expansion, Inc. (NOPE); Whereas, the shared goal of the Trustees of Pierce Township and NOPE is long term preservation of the property in its natural state; Whereas, it is timely to prepare the property for public use and formally name the park.
