Open invitation to tender according to tilbudslovens 15 c (Danish Tender Law) Instructions to Tenderers: These instructions to tenderers apply to Aalborg University purchase of one high end spectrum analyser, including external mixers, adapter kit and manuals, including service manual at a component level. The offer must include individual prices on wishes, additional wishes and options, as well as a complete package price. The high end spectrum analyser must meet the following: Minimum requirements Large frequency range, minimum 67 GHz. Possibility to extend the upper frequency. Pre amplifier. The spectrum analyzer must be CE approved. The offered equipment must include manuals, including service manuals at a component level Wishes (evaluation requirements) Large bandwidth (Resolution bandwidth, analyses bandwidth.) Low noise (DANL, SSB phase noise) High dynamic range. Number of measurements points Additional wishes Adapter kit (evaluation requirements): 2 pcs. Of each: From the instrument type connector to 1,85mm. From the instrument type connector to 2,4mm. From the instrument type connector to 2,94mm. From the instrument type connector to 3, 5mm. Options: Analyze software (phase noise, noise figure, modulation evaluation, demodulation of radio systems) External mixers to 110 Ghz. The option is part of the tender and must be included in the price. The option will be taken in to consideration when evaluate the tenders.
The Contracting Authority reserve the right to choose whether to buy the options at contract award or within the validity period of the tender. The Contracting Authority may choose to do so with the boundaries of the public procurement rules. Aalborg University reserve the right to cancel the announcement provided there is an objective reason. Award criterion: Tenders will be evaluated according to the award criterion the most technically advantageous tender. Tenders received will be evaluated according to a number of sub-criteria and will be identified to the sub criteria below, where the weighting of each sub-criterion is stated: Sub-criteria Percentage and weighting Performance 60 % Price 30 % Time of delivery 10 % The minimum requirements set out must be met. The non-fulfilment thereof will entail the exclusion from the award process. The Contracting Authority has made a list of wishes to the offered equipment. The evaluation will be based on the extent to which the tenderer fulfils the wishes and on the extent to which the tenderer over performs on the minimum requirements. Grounds for exclusion: Any tenderer will be excluded from participation where that tenderer: 1. has been the subject of conviction by final judgment concerning participation in a criminal organization, corruption, fraud of money laundering; 2. is bankrupt or is being wound up, where his affairs are being administrated by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situations arising from similar procedure under national laws and regulations; 3. Is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administrations by the court or of an arrangement with creditors or any other similar proceedings under national laws and regulations;
Tenderer s personal affairs: Consolidated Act no. 336 of 13 May 1997 on limitation of debtors participation in public works contracts, etc. stipulates that, in connection with the purchase of goods and services, the public contracting entity shall demand that any tenderer make a solemn declaration stating to which extent the tenderer has unpaid mature debt to any public authorities in the form of taxes, duties and contributions to social security schemes under Danish Law or under the laws of the country in which the tenderer has its registered office. Documentations: In order to prove that one or several of the aforesaid grounds for exclusion do not exist, the tenderer must complete and sign Template A Solemn declaration. Please note that the solemn declaration must be completed by ticking the boxes and subsequently signed. At the request of the Contracting Authority the tenderer who the Contracting Authority intends to contract with is obliged to provide documentation that one or several of the aforesaid grounds for exclusion do not exist. It is the responsibility of tenderers to keep themselves up to date with any additional information that may be made public in the answers to queries. Tenderers are strongly advised not to forward queries that are already answered in these Instructions to tenderers. The Contracting Authority will not forward these Specifications, the appendices or any other document to tenderers by mail or email. Additional information and changes to the tender documentation: In the event of changes to the original tender documentation, the changed documents will be made available no later than 12th November 2014 at http://www.okonomi.aau.dk/indkob/udbud/ It is the responsibility of tenderers to keep themselves up to date with any additional information and changes to the tender documentation that may be made public. All tender documents must be marked Purchase high end spectrum analyzer Language: The language of the tender shall be Danish or English, or a combination of both. The final contract will be in English. If tenders are submitted in Danish (even partly), all such documents must be translated into English prior to final signing of the Contract at the Tenderer s expense. Ownership of tenders received: All documents submitted will be deemed to be the property of Aalborg University.
Validity period: The tender shall be binding for 3 months after the tender deadline has expired. If the Tenderer is informed that its tender is accepted, Aalborg University is entitled until expiry of the validity period to extend the validity period by up to 6 months upon written notice to the tenderer s contact person. Opening of tenders: Tenders will not be opened until after expiry of the deadline for submission. There is no access to attend the opening of the tenders or otherwise receive information about the content of the others tenders. Notification of the result: All participants in the tender process will be advised concurrently and in writing of the result. Notification to the winning Tenderer that the tender has been successful shall not necessarily mean awarding of the Contract. No contract or promise on this matter will apply until Contract has been signed by all parties.
