CITY OF CHICO ARTS COMMISSION AGENDA Regular Meeting of August 11, 2010 7:00 p.m. Chico Municipal Center 421 Main Street City Council Chambers Mission Statement: Excellence in the fine arts is a reflection of the health and quality of life in a community. The purpose of the Arts Commission is to serve as an advocate for the arts and as a partner in the community's artistic and cultural development. Visual, performing and literary art programs should be designed to encourage the active participation of all citizens in this valuable aspect of their daily lives. Materials related to an item on this Agenda submitted to the Commission after distribution of the agenda packet are available for public inspection in the City Manager s Office located at 411 Main Street, Third Floor during normal business hours. 1. Call to Order. 1.1. Roll Call. 1.2. Art Minute - Carin Hilgeman - Siena Palio 2. CONSENT AGENDA All matters listed under the Consent Agenda are to be considered routine and enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Commission or a member of the public. Items removed will be heard immediately following the approval of the Consent Agenda. 2.1. Approval of Minutes. Minutes of July 14, 2010. ITEMS REMOVED FROM THE CONSENT AGENDA - if any 3. REGULAR AGENDA 3.1. Discussion Regarding Mayor s Awards for Achievement in the Arts. The Mayor s Awards for Achievement in the Arts are presented each October in memory of former Arts Commissioner Joseph Kaveney. At tonight s meeting, the Commission will select award recipients in the categories of individual, business, and/or non-profit organizations to be recognized for having made significant contributions to the arts in the Chico community. Commissioners should bring the list of past award recipients and past suggestions of nominees previously provided to them to tonight's meeting. 3.2. Presentation of Draft Public Art Policy Manual. At its July 14, 2010 meeting, the Public Art Policy Review Ad Hoc Committee delivered the draft Public Art Policy Manual to the Arts Commission. At tonight s meeting, Commissioner Wanee, chair of the Ad Hoc Committee, will present an overview of the draft manual for the Commission s information. The Arts Commission recommendation to the Council regarding adoption of the Public Art Policy Manual will be agendized for a future meeting which will be scheduled after the arts administrators peer review and staff review of the manual have been completed. Commissioners should bring the binder provided to them by the Ad Hoc Committee to tonight's meeting. 3.3. Fabrication of Chico Palio Horse Entry. The Commission will continue the fabrication of the Chico Palio Horse entry which has been partially constructed by Commissioners Baugh, Glenn, and McDaniel- Berg. 4. Reports and Communications. The following reports and communications items are provided for the Commission s information. No action can be taken on any of the items unless the Commission agrees to include them on a subsequent posted agenda. A. Committee Reports. Committees that have met since the last meeting will report on their activities. (1) Art in Public Places Committee Report - if any

Members of the public may address the Commission at this time on any matter not already listed on the agenda, with comments being limited to three minutes. The Commission cannot take any action at this meeting on requests made under this section of the agenda. 6. Adjournment and Next Meeting. CITY OF CHICO ARTS COMMISSION MINUTES Regular Meeting of July 14, 2010 7:00 p.m. Chico Municipal Center 421 Main Street City Council Chamber 1. Call to Order. Chair Hilgeman called the meeting to order at 7:00 p.m. 1.1. Roll Call. Present: Commissioners Baugh, Crawford, Glenn, McDaniel-Berg, Wanee, and Chair Hilgeman. Staff present: Assistant City Manager Rucker, Art Projects Coordinator Gardner, Administrative Analyst Kelly. 1.2. Art Minute - Commissioner Crawford provided a power point presentation regarding chainsaw sculptures in Galveston, Texas. 2. CONSENT AGENDA 2.1. Approval of Minutes - A motion by Commissioner Baugh to approve the minutes of June 9, 2010, was seconded by Commissioner Wanee. The motion carried (6-0). 3. REGULAR AGENDA 3.1. Discussion Regarding Mayor s Awards For Achievement in the Arts - The Commission discussed the process by which award recipients are selected and the potential nominees in the categories of individual, business, and/or non-profit organizations who will be recognized on September 25, 2010. The following names were added to the list of past suggestions: Sid Lewis and the School of Rock, Claudia Steele, and Paul Friedlander. Up to three award recipients will be selected at the Arts Commission meeting on August 11, 2010. 3.2. Chico Palio and Artoberfest 2010 Update - Debra Lucero, Executive Director, Friends of the Arts provided an update on Chico Palio and Artoberfest 2010. 3.3. Consideration of Chico Palio Entry on Behalf of the Arts Commission - The Commission discussed submitting a Chico Palio entry on behalf of the Arts Commission. Commissioner Wanee moved that the Arts Commission enter a horse in the Palio race and that each Commissioner contribute $10.00 to cover the cost of construction. The motion was seconded by Commissioner Mc- Daniel-Berg and carried (6-0). By consensus the Commission agreed that at its August 11, 2010 meeting, Commissioners Baugh, Glenn, and McDaniel-Berg would provide a horse armature to facilitate the Commission s ability to work on the Chico Palio entry without violating the Brown Act. 4. REPORTS AND COMMUNICATIONS. The following reports and communication items were provided for the Commission=s information. A. Committee Reports. (1) Art in Public Places Committee - Commissioner Glenn reported that the Committee continues to discuss its definition of Chico as part of drafting an outline for a Public Art Master Plan and that Kelly Lindner participated in their Committee discussion. (2) Outreach and Education Committee - Commissioner Baugh reported on the Arts Awareness Campaign and they discussed design ideas for the Chico Palio horse. Commissioner McDaniel-Berg reported the Committee is working with the North Valley Community Foundation regarding the non-profit funding arm of the Arts Commission. (3) Public Art Policy Review Ad Hoc Committee - Commissioners Wanee and Crawford provided the Commission and staff with the draft Public Art Policy Manual. The Committee will present the draft policy to the Commission at its August 11, 2010 meeting. B. Art Projects Coordinator Report - Art Projects Coordinator Gardner reported on the dedication of the Tetrahedron Wind Chimes Project; that on August 24, 2010, the Finance Committee will discuss the policy regarding Community Organization Funding; that repairs for "The Silver Plow are under review; that Garnetta Finnegan will be the next artist exhibiting in the Chico Municipal Building; and that Pat Collentine and Susan Larsen have been selected from the List of Pre- Qualified Artists to assist in the design of the SR99 Bikeway Project. 5. The Redevelopment Agency allocated $75,000 from Merged Arts Fund 382 for the design, fabrication, installation, and project administration of an art work in the roundabout located in the roundabout at the intersection of Magnolia and 8th Avenues. 5. Appointment of the Selection Panelists for the Chico Depot Art Seating Project. The Redevelopment Agency allocated $70,000 from Merged Arts Fund 382 for the design, fabrication, installation, and project administration of an art work that functions as seating and minimal weather protection for bus and train passengers. 6. Report to Council regarding Commission 2009 and 2010 Work Plan. 7. Consideration of draft policy regarding percent for art requirement in private development.
