VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY, DECEMBER 22 ND, 2009, AT 7:00 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek called the Regular Meeting to order for Tuesday, December 22 nd, 2009 at 7:00 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois. ROLL CALL Upon the Call of the Roll by Clerk Veronica Grabowski, Trustees Podbielniak, Schnering, Niemeyer, Casillas, Klapkowski and Spindler were present. Also in attendance were Village Attorney Mark McCombs, Police Chief Ralph Jungles, Bookkeeper Angelito Alzona and Office Manager Stanley Barwock. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance.
RECORD OF THE PROCEEDINGS President Schupek called for a motion to accept the Minutes of the Regular Meeting held Tuesday, December 8 th, 2009 as written. Trustee Spindler moved, seconded by Trustee Schnering. Trustees Schnering, Niemeyer, Casillas, Klapkowski and Spindler Voted Aye. Trustee Podbielniak abstained. Motion Carried. FINANCE and ADMINISTRATION Chairman F. Podbielniak Trustee Podbielniak moved, seconded by Trustee Schnering to accept Warrant #16-09/10. All Trustees Voted Aye: motion carried. Trustee Podbielniak announced that a letter was received from Park Lawn requesting permission to hold a Fund Raiser on Friday, April 2 nd and Saturday, April 3 rd, 2010 and also on Friday, April 16 th and Saturday, April 17 th, 2010. He then moved, seconded by Trustee Spindler to grant Park Lawn permission. All Trustees Voted Aye: motion carried. Trustee Podbielniak gave the following Fund Balance Report: General $234,295.48 Real Estate Tax 128,107.42 Illinois Funds 9,504.42 COMMUNITY HEALTH & DEVELOPMENT Chairman R. Klapkowski Trustee Klapkowski announced that Dr. LaVerne Barnes of Healthy People Family Care Center appeared before the Board at the Committee Meeting and asked for the Administration s help in seeking government grants both locally and nationally. Dr. Barnes is looking to offer educational classes and health prevention/promotion services focusing on diabetes, hypertension, teen wellness, parenting and depression.
President Schupek said the Board would research this request further and get back to Dr. Barnes. The Board then tabled the request. PUBLIC WORKS Chairman C. Spindler Trustee Spindler announced that water bills are due December 29 th, 2009. Penalties will be added December 30 th, 2009. Snow plowing is presently taking place. FIRE Chairman J. Casillas Trustee Casillas had no report. POLICE Chairman D. Niemeyer Trustee Niemeyer turned the floor over to Police Chief Jungles who gave the following: He received a letter from Inspector Michael Landini CN Police, thanking him and Officer Kevin Hammond for the hard work and dedication displayed during the Crash Accident Reduction Enforcement (C.A.R.E.) Operation conducted on Tuesday, November 24 th, 2009. The CARE Operation was an aggressive enforcement activity designed to reduce highway-rail grade crossing collisions and trespass incidents at crossings and railroad right-of-ways. During the CARE Operation a CN train was monitored traversing a total of 15 highway-rail grade crossings through the towns of Posen, Dixmoor, Harvey, Phoenix and South Holland. With the assistance of Chief Jungles and Officer Kevin Hammond they were able to issue 40 citations related to traffic and trespass offenses at crossings and railroad property. Officer Hammond s work and professionalism was very much appreciated by Inspector Landini and by others who participated in this enforcement activity. Congratulations to Chief Jungles and Officer Hammond for a job well done. The Village of Posen residents are very proud of our Police Department and know they are doing the best job possible to keep our village safe.
RECREATION - Chairman D. J. Schnering Trustee Schnering gave the following report for the Month of December: There will be a Community Luncheon on Wednesday, December 30 th at 12:00 noon. The food will be from Gum Wah. The Rosary Ladies will meet on Monday, January 4 th, 2010 at 1:00 P.M. OTHER President Schupek announced that Absentee Ballot applications are available for the February, 2010 Election in the Clerk s Office.
