Mayor, City Administrator and Council President (Summit Historical Minute) PRESENTATIONS Library Board of Trustees Report to Council - Christina Amundson, President, provided a slideshow presentation, which is hereto attached. McTernan commented stated that he read that the Library is looking into acquiring a generator for creating a community warming shelter during power outages and spoke of new technology and battery powered generators as opposed to gas generators. In response, Ms. Amundson advised that the Library is willing to look at any sustainable alternative to gas powered generators. RESULT: INTRODUCED [UNANIMOUS] Next: 11/19/2018 7:30 PM MOVER: Little SECONDER: Ogden AYES: Bowman, Fox, Gould, Little, McTernan, Ogden ABSENT: Naidu DISCUSSION, ACTION OR REFERRAL (ID # 6029) GENERAL SERVICES SDI Request for Free Holiday Parking Councilmember Ogden advised that a request had been received from Summit Downtown Inc. for free holiday parking on Saturdays in the Downtown and commented as follows: 1. The General Services Committee does not support the request because the City taken several steps to encourage parking turnover in the downtown, such as installing kiosks. 2. Is prepared to introduce resolutions from the floor to address holiday parking. Councilmember Little: 1. General Services Committee has discussed the matter at length and has tried to come up with ways to create incentives for parking turnover. 2. The City wants to support the downtown businesses, however, allowing free parking for the entire holiday season all day seems counterproductive to having shoppers come to the downtown and park. 3. General Services has some plans to incentivize shoppers to come to the downtown. Councilmember McTernan: 1. Recalled that approximately a year or two ago, the City passed an ordinance to allow free parking on Thanksgiving Fridays and Saturdays every year to support the downtown businesses. 2. There is approximately $50,000 in lost revenue to the City associated with providing such free parking on Saturdays, referencing the Parking Services manager s memo. 3. Questioned if SDI has an economic reason for asking for free holding parking on Saturdays. 4. He made a point last year that if SDI wants free parking, it should have skin in the game, suggesting a minimal amount of funding from SDI to offset the associated costs. 5. Questioned what the value of free parking is to SDI if it is not willing to provide minimal funding. 6. Suggested the SDI come back to council with a proposal to contribute funding. After discussion by members of Council, Councilmember Ogden made motions to introduce the following resolutions, which were duly seconded by Councilmember Little, but were subsequently tabled until the next meeting. Explained the holiday parking courtesy notice issuance process. 2. Clarified free parking Saturdays pertains to only the 90-minutes kiosks. Councilmember Little: 1. General Services would support two free parking Saturdays and the courtesy cards: 2. Requests from SDI traditionally granted free parking at meters on Saturdays. 3. Good compromise to do cards. 4. License Plate Recognition software will help to encourage turnover. 5. This effort is to help the downtown. 6. Kiosks in place installed to encourage turnover. Councilmember Fox: 1. Questioned whether any data is available from last year's free parking effort: Was there increased turnover? Was there increased use of downtown businesses? 2. What is the cost for two free parking Saturdays and is SDI contributing? 3. Why are resolutions being brought forward now? Council President Pro Tem Gould commented that the resolutions were coming from the floor now so that SDI would have time to advertise/promote free parking event. Councilmember Ogden: 1. 3. The City has not received any input as to success of last year s free parking event. Council President Pro Tem Gould commented that an estimate of two free parking Saturdays would be approximately $19,500 of lost revenue Councilmember McTernan stated that he understood the timing issue, but would prefer to have a resolution that has buy-in from business community. Council President Pro Tem tabled the resolutions and pushed both to the November 19 council meeting for consideration. In response to a question from Council President Pro Tem Gould, Councilmember Ogden advised that General Services would ask SDI to attend the next council meeting.
