ORDER OF BUSINESS 1. Call to Order Chairman Weaver called the meeting to order at 5:30 p.m. 2. Announcement of prohibition of sound producing devices during the meeting. CAC Staff Liaison Boomer made the announcement. 4. Approval of Minutes: No public comment. Report of the Chair (For discussion only) Chairman Weaver noted that Councilmember Taber submitted a motion for Item 10. 6. Public Comment None. REGULAR CALENDAR 7. Presentation, discussion and possible action regarding the election of the CAC Chairman and Vice Chairman. (No explanatory documents.) No public comment. 2

CAC Liaison Boomer opened the floor for nominations for the position of Chairman. Vice Chairman Zepeda nominated Dan Weaver. There were no additional nominations so nominations were closed. Chairman Weaver opened the floor for nominations for the position of Vice Chairman. Chairman Weaver nominated Frank Zepeda. There were no additional nominations so Chairman Weaver closed nominations. Presentation, discussion and possible action regarding the SFMTA s 2017 Capital Plan. (Jerad Weiner, Transportation Planner and Jesse Rosemoore, Transportation Planner. Explanatory documents include a plan and slide presentation.) Councilmember Magdaleno arrived at 5:37 p.m. Jessie Rosemoore reviewed the Capital Plan, how the various local and regional plans relate to each other, the process, capital needs, cost estimates, and updates. Councilmember Vincent arrived at 5:45 p.m. PUBLIC COMMENT: Edward Mason inquired if the capital needs were based on population projections. Robert Reich forecasted that San Francisco would be a city of the rich and the old. He questioned how that will fit with San Francisco s transportation needs. He sees a lot of walkers on the buses, which could cause delays if they get tangled. The movement of goods in San Francisco takes longer because everything has to be trucked in. With regards to mode shift goals, he wondered whether it will be necessary to build more subways and whether people will ride. He also wondered about legislation for a regional bus system. 9. Presentation, discussion and possible action regarding the Transit First Policy. (Sarah Jones, Planning Director. Explanatory documents include a policy and a slide presentation.) 3

Sarah Jones reviewed the history of the Transit First Policy, what it is and isn t, and various principles and components. PUBLIC COMMENT: Edward Mason wondered if the Transit First Policy should say public transit so it s accessible to everyone rather than private transit. On the regional aspect, there is a reference to the region but there isn t a regional transit system. The region used to have Greyhound buses. The City isn t doing justice to the term regional. Traffic is clogging Highway 101 now. The destruction of parking spaces results in the hope that people will take transit but instead Transportation Network Companies (TNCs) are in the neighborhoods. That s a problem. Public transit should be the first preference but it should not exclude other needs. Seniors need automobiles to get around. Zoltan Dewitt stated that he came to a CAC meeting years ago. At the time Geary BRT was being discussed. Six years later, the City is still talking about it. He has seen rideshare companies that have filled in a gap and taken over because there hasn t been a quick response. He questioned if there was a way to streamline the process. 10. Presentation, discussion and possible action regarding Emerging Mobility Services and Technologies Guiding Principles. (Sarah Jones, Planning Director, Sustainable Streets and Kate Toran, Director, Taxis and Accessible Services Division. Explanatory documents include a slide presentation.) Sarah Jones and Kate Toran reviewed the principles, the approval process, and how the principles will be applied. PUBLIC COMMENT: Edward Mason stated that there s a mobile GPS-controlled container that delivers goods in San Francisco. This has pedestrian safety implications. He also noted that Chariot operates on weight restricted streets, and idles their vehicles for long periods of time. The Council discussed a motion proposed by Councilmember Taber but chose not to proceed since staff was already doing the work suggested by the motion. 11. Presentation, discussion and possible action regarding the Finance and Administration (FAC) report and recommendations. FAC Chair Neil Ballard stated that the committee focused on the recommendations from the Municipal Fares and Fines Task Force. The SFMTA is trying to move on some of the recommendations such as waiving the enrollment fee. The FAC had no recommendations and will be getting a report on the matter at a future meeting. 4

No public comment. 12. Council Member Information and Agenda Item Requests. (For discussion only) Councilmember Vaughan asked for the list of external stakeholders for the Guiding Principles. Councilmember Downey asked what transit staff was doing to balance service on the N Judah. There has been a lot of bunching of trains and the turn back near UCSF is not being used.
