MESSAGES FROM HER EXCELLENCY THE GOVERNOR-GENERAL Mr. President read the following messages from Her Excellency the Governor-General: 2 GOVERNMENT HOUSE Message No. 1/2018 HER EXCELLENCY THE GOVERNOR-GENERAL TO THE HONOURABLE THE SENATE Her Excellency the Governor-General has the honour to inform The Honourable The Senate that:- (a) in accordance with the advice of the Prime Minister under Section 39 (1) (f) of the Constitution, the seats in the Senate held by Mr. John Ellis David Williams and Mr. DeLisle Othniel Bradshaw were declared vacant with effect from 18th June, 2018; (b) in accordance with the advice of the Prime Minister, Ms. Kay Sharon McConney and Mr. Rawdon John Herbert Adams have been appointed under Section 36 (2) of the Constitution as Senators, with effect from 18th June, 2018. 3 GOVERNMENT HOUSE Message No. 2/2018 HER EXCELLENCY THE GOVERNOR-GENERAL TO THE HONOURABLE THE SENATE Her Excellency the Governor-General has the honour to inform The Honourable The Senate that, in accordance with the advice of the Leader of the Opposition, Miss Crystal Nikita Drakes has been appointed under Section 36 (3) of the Constitution as a Senator, with effect from 11th June, 2018. ANNOUNCEMENTS BY HIS HONOUR THE PRESIDENT Mr. President announced that he was in receipt of excuses for absence from Senators C. A. Franklyn and R. W. Grant. MOTIONS RELATING TO THE BUSINESS OF THE SENATE On the motion of Senator the Hon. Mr. J. X. Walcott Standing Order 45(2) was suspended for the remainder of the day s Sitting. FIRST READINGS OF BILLS On the motion of Senator the Hon. Mr. J. X. Walcott the following Bills were read a first time: 1. The Barbados Revenue Authority (Amendment) Bill, 2018. 2. The National Social Responsibility Levy (Repeal) Bill, 2018. PUBLIC BUSINESS ORDER NO. 2 NATIONAL SOCIAL RESPONSIBILITY LEVY (REPEAL) bill, 2018 On the Order being called for Senator the Hon. Mr. J. X. Walcott to move the second reading of the Bill entitled an act to repeal the National Social Responsibility Levy Act and make provision for related matters, the Hon. Member spoke and moved that the Bill be read a second time. Senator the Hon. L. E. Nurse spoke. Senator Dr. R. O. Springer spoke. His Honour Senator R. N. Greenidge spoke. Senator Miss T. N. S-A. Moore spoke. Senator Miss L. P. Holder spoke. SUSPENSION On the motion of Senator the Hon. Mr. J. X. Walcott the Senate was suspended until 2.15 p.m. At 12.58 p.m. mr. President suspended the Sitting. RESUMPTION Mr. President in the Chair. ORDER NO. 2 (resumed) Senator Dr. C. K. m. haynes spoke. Senator Miss C. N. Drakes spoke. Senator the Hon. Mr. J. X. Walcott spoke in reply. The Bill was read a second time. On the motion of Senator the Hon. Mr. J. X. Walcott the Senate resolved itself into Committee, the Deputy President in the Chair. Clauses 1 to 5 were called and passed on the separate motion of Senator the Hon. Mr. J. X. Walcott. On the motion of Senator the Hon. Mr. J. X. Walcott the Chairman reported the passing of the Bill in Committee to the President who resumed the Chair and reported accordingly. On the separate motion of Senator the Hon. Mr. J. X. Walcott the Bill was read a third time and passed and the title read and agreed to. ORDER NO. 1 REVENUE AUTHORITY (AMENDMENT) BILL, 2018 On the Order being called for Senator the Hon. Mr. J. X. Walcott to move the second reading of the Bill entitled an act to amend the Barbados Revenue Authority Act (Act 2014-1) to repeal the system for the issuance of tax clearance certificates and for related matters, the Hon. Member spoke and moved that the Bill be read a second time.

5 Senator Miss L. R. Cummins spoke. Senator Rev. M. B. St. J. Maxwell spoke. Senator Miss C. N. Drakes spoke. Senator D. R. Sands began to speak. Mr. President vacated the Chair in favour of the Deputy President. Senator D. R. Sands concluded his speech. Senator K. J. Boyce began to speak and gave way. Mr. President resumed the Chair. Senator K. J. Boyce concluded his speech. His Honour Senator R. N. Greenidge spoke. Senator the Hon. Mr. J. X. Walcott spoke in reply. The Bill was read a second time. On the motion of Senator the Hon. Mr. J. X. Walcott the Senate resolved itself into Committee, Mr. Deputy President in the Chair. Clauses 1 to 4 and the Schedule were called and passed on the separate motion of Senator the Hon. Mr. J. X. Walcott. On the motion of Senator the Hon. Mr. J. X. Walcott the Deputy President reported the passing of the Bill in Committee to Mr. President who resumed the Chair and reported accordingly. On the separate motion of Senator the Hon. Mr. J. X. Walcott the Bill was read a third time and passed and the title read and agreed to. MINUTES (recommitted) The Minutes of Tuesday, 5th day of June, 2018 and Friday, the 8th day of June, 2018 were confirmed. ADJOURNMENT On the motion of Senator the Hon. Mr. J. X.
