In this regard, the reliable collection of signatures, and the safe access to and use of IT platforms and/or electronic tools should be possible via the electronic identification and authentication services (e-idas). The use of these digital tools should enable citizens to receive and exchange information about existing or potential ECIs, to actively participate in discussions and to launch and/or support the initiatives, in particular including the possibility to sign an ECI. These tools would also make it possible for the Commission to interact efficiently with ECI promoters, exchanging information and providing them with technical guidance in order to contribute to the success of the initiatives, while allowing substantial economic and administrative savings. Legal basis: Pilot project within the meaning of Article 54(2) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 (OJ L 298, 26.10.2012, p. 1). The project wants to improve the efficiency of ECI to fully implement article 11 TEU and increase the democratic quality of the EU. As it has been pointed out in the last report on ECI, voted in October 2015, it is necessary to introduce ICT tools and online applications to streamline the ECI procedure and to make it more user-friendly and effective. Several problems identified by that report could be overcome by using ICT tools. Such tools indeed would make it easier to reconnect citizens to EU Institutions, while facilitating the creation of a European public sphere. 7

It therefore aims at involving EU citizens in the democratic life of the European Union through the use of new information and communication technologies, and new media. The project, by putting in practice e-democracy, should also investigate and produce an assessment of all concrete and practical aspects of e-democracy, by identifying the positive aspects and the potential risks of such experiment. In particular, the following aspects should be taken into account: (a) the possibility to interact with elected representatives and participate in drafting legislation; (b) the possibility to discuss with other citizens about European political issues, acquiring and exchanging information; (c) the possibility of deliberating and voting with digital tools; (d) the possibility of trainings on new forms of digital citizenship; and (e) the definition of the appropriate levels (EU, national, local, etc.) where such action should take place. There is a contemporary trend showing an increasing citizens' distrust and disaffection towards representative Institutions. This crisis has also struck EU Institutions, perceived far and affected by a democratic deficit. This project, through the use of ICT tools and new media, aims therefore at involving citizens in the EU decision-making processes and political life. New forms of direct participation and involvement of citizens are spreading and therefore need to be taken into consideration and put in place, especially within the Digital Agenda goals. Conversion of the Pilot Project into Preparatory action. It is necessary to continue the initiative, especially in view of the newly adopted IIA on Better Law Making, in which the three institutions committed to identify ways of further developing platforms and tools to facilitate the traceability of the various steps in the legislative database, with a view to establishing a dedicated joint database on the state of play of legislative files. 9
