The St. Landry Parish School Board was called to order by the President and convened in regular session on Thursday, June 11, 2015 at 4:00 p.m. in the Office of the Board, Supplementary Resource Center, Opelousas, Louisiana. A roll call was taken and in attendance were the following members: Mrs. Candy Gerace, Mrs. Hazel Sias, Ms. Mary Ellen Donatto, Messrs. Anthony Standberry, Charles Ross, Milton Ambres, Raymond Cassimere, Donnie Perron, Huey Wyble, Kyle Boss, Randy Wagley, Roger Young and Albert Hayes. Also in attendance was Board Attorney Courtney Joiner. Mr. Charles Ross offered a prayer after which Mr. Huey Wyble led the Pledge of Allegiance. In attendance were the following Members: Messrs. Anthony Standberry, Raymond Cassimere and Roger Young. Mrs. Candy Gerace was absent. Additional Board Members in attendance were Mr. Donnie Perron, Mr. Randy Wagley, Ms. Mary Ellen Donatto, and Mrs. Hazel Sias. Staff members in attendance were Superintendent Edward Brown, Assistant Superintendent Joseph Cassimere, Angela Cassimere, Tressa Miller, Scott Champagne, Jerome Robinson, William Thibodeaux, Lucretia Chancler and Matthew Scruggins. Mr. Standberry called the meeting to order. A moment of silent meditation was offered and thereafter Mr. Standberry led the Pledge of Allegiance. Mr. Standberry requested that an item be added to the agenda which was a presentation from Ms. Lucretia Chancler regarding the Summer Feeding Program. It was moved by Mr. Cassimere, seconded by Mr. Young and carried with no objections to add this item to the agenda. Mr. Standberry also requested that Item #6 would be removed from the agenda. The item was the presentation entitled Choosing the Best Life. He stated that this item will be placed on next month s Executive Committee Agenda. Item #5 - Ms. Rae Logan and Ms. Janeice Armes from 232-HELP gave a presentation regarding the children s dental health education initiative. This matter was presented for informational purposes only. Added Item #6 - Ms. Lucretia Chancler gave a presentation regarding the summer feeding program. This matter was presented for informational purposes only. 1

Item #7 - Item #8 - Ms. Lucretia Chancler gave a detailed presentation of the meals per labor hour formula and labor allocation for the Child Nutrition Program. This matter was presented for informational purposes only. Superintendent Brown addressed the committee and requested to schedule the Academic and Personnel Committee Meetings on the Tuesday the week prior to the Board meeting (which would be the day after Executive, BLS, and Finance Committee Meetings). He stated that the reason for this request would be to allow the Board members who are not in attendance at the committee meetings enough time to review the committee reports. He further stated that this would also give enough time for the secretaries to prepare the minutes for these meetings in order to have the board agendas and packets mailed out in a timely fashion. It was moved by Mr. Cassimere, seconded by Mr. Young and carried with no objections to bring before the full Board permission to move the Academic and Personnel Committee Meetings on the Tuesday, the week prior to the Board meeting. Item #9 - Superintendent Brown requested that the dates for the Executive, BLS and Finance Committee meetings be set for Monday, June 22, 2015 and Monday, July 27, 2015. It was moved by Mr. Cassimere, seconded by Mr. Young and carried with no objections to bring this matter before the full Board for approval. Item #10- Mr. Brown requested to appoint the Daily World as the official journal for the 2015 2016 fiscal year. It was moved by Mr. Cassimere, seconded by Mr. Young and carried with no objections to bring this matter before the full Board. There being no further business pending before the Executive Committee for discussion, the meeting was adjourned at 4:45 P.M. by motion of Mr. Cassimere and seconded by Mr. Young. Respectfully submitted, Anthony Standberry, President Raymond Cassimere, Vice President Candy Gerace, Member Roger Young, Member EXECUTIVE COMMITTEE BUILDINGS, LANDS & SITES COMMITTEE REPORT The Buildings, Lands and Sites Committee met on Monday, May 25, 2015 at 5:30 P.M. in the office of the Board on Creswell Lane, Opelousas, Louisiana. In attendance were the following committee members, Mr. Donnie Perron, Ms. Mary Ellen Donatto, Mrs. Hazel Sias and Mr. Roger Young. Additional Board Members in attendance were: Anthony Standberry, Randy Wagley and Mr. Raymond Cassimere. Staff members in attendance were Superintendent Edward Brown, Assistant Superintendent Joseph Cassimere, Jerome Robinson, Angela Cassimere, Tressa Miller, Matthew Scruggins, and William Thibodeaux. The meeting was called to order by Ms. Donatto. Ms. Donatto requested that an item be added to the agenda, which would be to allow Pastor Dale Fontenot to speak regarding Palmetto Elementary. It was moved by Mrs. Sias, seconded by Mr. Young and carried with no objections to add this item to the agenda as Item #7. Item #3: Mr. Cassimere requested permission to allow Fire District #7 to use the former Morrow Elementary building as a training facility. After some discussion, it was moved by Mrs. Sias, seconded by Mr. Perron and carried with no objections to request that Fire District #7 have their attorney draw up a legal agreement between them and the St. Landry Parish School Board for liability purposes. Thereafter, the Board attorney would review the document and should all of the wording be correct, Superintendent Brown and Mr. Cassimere would have permission to approve and sign said document. Item #4: Mr. Cassimere requested permission to begin the demolition process of the building on the Palmetto Elementary campus. It was moved by Mrs. Sias, seconded by Mr. Perron and carried with no objections to bring this matter before the full Board for approval. Item #5: Mrs. Tressa Miller gave a detailed presentation to the committee with regard to updated/revised data for long range planning. This matter was presented for informational purposes only. 2

Item #6: Item #7: Ms. Donatto requested that the principals at all schools report the usage of any portable buildings which are not being utilized as a classroom. Mr. Cassimere stated that he would have the information requested by Ms. Donatto for review at the next BLS Committee Meeting. Pastor Dale Fontenot spoke on behalf of concerned citizens with regard to Palmetto Elementary. This matter was presented for informational purposes only. With no further business pending before the Committee, the meeting was unanimously adjourned at 6:00 p.m. by motion of Mr. Young and seconded by Mr. Perron. Committee Members present were Mrs. Hazel Sias, Mr. Randy Wagley, Mr. Raymond Cassimere. Mr. Kyle Boss and Mrs. Candy Gerace were absent. Additional Board Members in attendance were Mary Ellen Donatto and Donnie Perron. Staff members in attendance were Superintendent Edward Brown, Assistant Superintendent Joseph Cassimere, Jerome Robinson, Angela Cassimere, Tressa Miller, Matthew Scruggins and Mr. William Thibodeaux. The meeting was called to order by Mr. Raymond Cassimere. Item #3: Item #4: Item #5: Item #6: It was moved by Mrs. Sias, seconded by Mr. Wagley and carried with no objections to award the bid to Ross bus sales in the amount of $79,771.00. It was moved by Mrs. Sias, seconded and carried with no objections to award the general liability insurance bid to Dupre, Carriere, Godchaux Insurance Company. Mrs. Tressa Miller presented for informational purposes only information regarding a virtual MasterCard vendor e-payment system. (See attached handout) Mrs. Tressa Miller reviewed with the committee the April 2015 Financial Statements and Salary Report. This matter was presented for informational purposes only. There being no further business before the Finance Committee for discussion, the meeting was unanimously adjourned at 6:30 P.M. by motion of Mr. Wagley and seconded by Mrs. Sias. In attendance were the following committee members, Charles Ross, Donnie Perron, Hazel Sias, Mary Ellen Donnato and Roger Young. Additional Board Members in attendance were Anthony Standberry, Raymond Cassimere, Milton Ambres, Randy Wagley and Kyle Boss. Staff members present were Superintendent Edward Brown, Claudia Blanchard, Angela Cassimere, Therese Turnage, Pauline Vidrine, Tressa Miller, Scott Moreau, Spencer Arnaud, Matthew Scruggins, Clifton Carmon, Jerome Robinson and William Thibodeaux. Item #5 Ms. Sondra Cormier, the Facilitator for the Bio-Med Academy, gave a presentation with regard to the Bio-Med Academy. She gave updated information on the 2014 graduates, test results, new applicants for the academy as well as the NAF academy assessment results (See attached handout for detailed information). This matter was presented for informational purposes only. With no further business before the Academic, Instructional and Federal Programs Committee, the meeting was adjourned at 4:20 p.m. by motion of Mr. Perron and seconded by Mr. Ross. After lengthy discussion regarding the total number of principal positions in St. Landry Parish, a motion was made by Mr. Wagley, seconded by Mr. Ambres, and carried with no objections, that the St. Landry Parish School Board adopt a policy to authorize the number of principals to equal to the total number of schools in the district as designated by the State. This matter will be placed on the agenda at the next scheduled Executive Committee Meeting. Upon motion of Mr. Boss, seconded by Mr. Ross, and carried with no objections, the committee recommended approval to advertise for the principal position of Opelousas Jr. High School. Upon recommendation of the Superintendent, and by motion of Mr. Ambres, seconded by Mr. Boss, and carried with no objections, the Positions Available were recommended to the full board for approval. Ms. Mary Dupre, Principal of Eunice Elementary, along with additional elementary principals, addressed the board regarding principal compensation for eleven (11) month principals. After a lengthy discussion, a motion was made by Mr. Boss, seconded by Mr. Ambres, and carried with no objections, that the school board change the eleven month principal positions to twelve month positions. This matter will be brought before the full board for approval. PERFORMANCE OBJECTIVES (December 2015 and 2016 Evaluations) Throughout the term of this Contract, any amendments, and any renewals thereof, the Superintendent shall meet or exceed the following Performance Objectives: A. The Superintendent (or his designee) shall keep the Board informed as to the status of Board finances and the budget on a monthly basis. B. The Superintendent (or his designee) shall make such recommendations as necessary to maintain a balanced budget with timely information concerning the following: a. Student count; b. MFP changes; c. New legislation; d. Current employee count; and e. Insurance and retirement cost increases. C. The Superintendent (or his designee) shall timely file and or post all necessary reports, agendas, or other documents as required by law and or written Board policy. D. The Superintendent shall be an effective advocate for the St. Landry Parish School Board in the larger community. In order to accomplish this objective, the Superintendent will participate in at least two (2) speaking engagements on behalf of the Board no later than November 30, 2015 and at least two (2) additional speaking engagements on behalf of the Board no later than October 31, 2016. E. The Superintendent shall maintain a positive presence in every school operated by the St. Landry Parish School Board. In order to accomplish this objective, the Superintendent shall visit at least half of the schools in the district no later than November 30, 2015 and the remainder of the schools in the district no later than October 31, 2016. F. The Superintendent shall oversee all academic programs and direct staffing and funding resources, necessary to meet student needs and the goals of the District. G. The Superintendent (or his designee) shall work with staff to ensure a smooth transition to the Common Core Standards or other State standards. 3

The Superintendent (or his designee) shall oversee the construction and maintenance of all properties of the district and direct staffing and funding resources necessary to maintain all properties at a reasonable standard for commercial buildings, subject to budget considerations. PERFORMANCE TARGETS (December 2015 Evaluation) Under the Superintendent s leadership, St. Landry Parish schools shall achieve the following gains in district and school level performance: A. The percentage of elementary and middle grade students scoring proficiency (basic) or above on the 2014-15 state examinations will increase by at least one percent when compared to students scoring proficiency (basic) or above on the 2013-14 state examinations. B. The percentage of high school students scoring good or excellent on the 2014-15 Endof-Course ( EOC ) examinations will increase by at least one percent when compared to the percentage of students scoring good or excellent on the 2013-14 EOC examinations. C. The percentage of students graduating in May 2014 shall exceed the percentage of students graduating in May 2013 by at least one percent. D. The percentage of teachers scoring effective or highly effective for the 2014-15 school session will equal or exceed the percentage of teachers scoring effective or highly effective for the 2013-14 school year. E. Schools scoring in the letter grade range of C, D or F as per the 2012-13 accountability release will realize an average annual improvement of at least one percent (1%) in student achievement for the 2013-14 school year. F. Schools scoring in the letter grade range of C, D or F as per the 2012-13 accountability release will realize an average annual improvement of at least one percent (1%) in graduation rate for the 2013-14 school year.
