ANNOUNCEMENT: At this time we ask everyone to please turn all cell phones or pagers to either OFF or VIBRATE. 3. Salute to the flag Resolution 2013-392 Tabled Resolution authorizing the Township Committee to retire into closed session for the purpose of discussing personnel, public safety, contractual and litigation matters. Mayor s Report Reported on the popularity of the Summer Concert Series at the Municipal Dock, we will increase the concerts to include Friday evenings next summer. We have an artist at the Dock who is painting rocks with sayings and quotes pertaining to rocks. The Keep Barnegat Clean program; Code Enforcement has been out 1

issuing violations for non-compliance with the local ordinances. I have been in contact with the developer who wants to develop the old Sweet Jenny s site; we will have a conceptual plan presentation at our next meeting. This is a 20-30,000 sq ft site, a little Smithville in Barnegat. And, also the Atlantic Care facility near the 7-Eleven site on W. Bay Avenue. Committee Reports: Al Bille: The Buy-in-Barnegat Program; I am please to announce that we have received a $2,000 grant to help support and promote the program in enhancing commerce in Barnegat. We will be able to improve upon an already successful program that encourages Barnegat residents to shop locally. Thank you to Committeewoman Elaine Taylor, along with the Municipal Clerk in securing this grant. I am extremely proud of the program and the beneficial impact it has on the community. Lower Shore Road Field; upon completion this field will represent an asset to the Township, and address the shortcomings of the recreational fields to the residents, regardless of age. S. McCabe: Barnegat was one of the few selected communities recognized for their Hurricane Sandy efforts in the recent edition of the State League of Municipalities Magazine. A portion of the article focuses on the successful joint emergency management approach used by Barnegat and Ocean Townships. It is impressive that we can be recognized on the State level for their outstanding performance during challenging weather conditions. In a time of crisis it is Municipal Government that residents depend on, with providing required life sustaining services. I would like to thank all of the Township employees who diligently worked along with the storm, and express my appreciation for their hard work. Recreation; we are hopeful that, weather permitting; the Bengals will be able to use the field prior to the end of football season. I am hopeful that this committee will continue to realize the value of suitable recreational facilities to all residents of the Township. My second goal will be to focus on the potential rebuilding of the Skate Park; hopefully by next spring. E. Taylor: Two Halloween events will be held in the coming weeks by the Barnegat Education Foundation; The Paranormal Event Show at the Edwards School Oct 12 and the Haunted Bus rides on Oct 19 & Oct 26. We have contacted the developer of the property on Lighthouse Drive to plant a row of trees to block the cleared lot from view. M. Lisella: Clearly the Open Space Fund can be used to support Open Space Recreation, Historic and Farmland Preservation. The voters of Barnegat knowingly adopted and passed an ordinance which listed these four uses of the fund. I am going to stress the need to allocate some of this fund to recreation, an urgent need to improve recreation in the Township. The use of this fund reflects a wise and sound financial decision, as it allows the use of an existing funding source to improve upon recreational facilities without having an adverse impact 2

on taxes. Before the Township purchases any land, we must be fully aware of the development of that particular parcel along with the related revenue loss associated with removing the property from the tax rolls. I would strongly urge that no changes be made to the current wording of the ordinance. Lower Shore Field; I would propose we name the field with Steve Cotton in mind. 6. Administrator s Report What impressed the editors of The League of Municipalities magazine was the cooperative effort of the two communities in a time of need. Resources were based upon need and requirement not geographical boundaries. I am very proud of the effort by all. Thank you to the governing body for their strong support with respect to the shared services arrangement with the Township of Ocean. Reviewed the status of the paving projects in town. Reviewed the items on this agenda. Motion to Open Public Comment: E. Taylor Rose Jackson 12 Marblehead Place: The property behind the Walgreens; will that area also be made to look better? How much did the Reverse 911 project cost the Township? Admin: we acquired the Nixle program for free; last year a charge was started toward The 911 aspect of $7,000 we have reduced the amount to $4,500 that is a reasonable fee with consideration to other towns. RJ: although the Township alerted residents affected by the boil water advisory by Nixle, and police with loudspeakers this situation called for the use of reverse 911, why was it not utilized? Admin: with respect to using reverse 911, we wanted to, however we were prevented by the third party vendor to using it, they have assured us it will not happen again, that is why we used the resources we had at the time of day the event happened. ML: I suggest we come up with a contingency plan, collect names of individuals at each community to be contacted in an emergency. Frank Pecci 11 Hemlock Drive: If I may address the water issue: we have an aquifer, so we do not have a lot of chemicals, and when you have a break usually I would not be too concerned, the health concern is limited. In reference to the ambulance vehicle; did we get insurance money for this? Admin: This vehicle is replacing a 1998 vehicle. Lower Shore Field; we have one of the finest little league complexes in the state, we have a lot of fields and parks and recreation, we need to sort the use of the skate park. The Astroturf; I don t see where it is such a big windfall for the Township. Open Space; it is your interpretation of the ordinance. Motion to Close Public Comment: A. Bille 7. Old Business: 3
