Minutes of the Special Meeting of April 22, 2013 The Board of Education of Community Unit School District No. 1, Coles and Cumberland Counties, Illinois met in special session on Wednesday, April 22, 2013 at the Administration Building 410 West Polk Avenue, Charleston, Illinois 61920 At 5:35pm, President Coe called the meeting to order and asked for roll call. The following members were present: Jason Coe, President Ron Miller, Vice President Tim Hutti, Secretary Kelly Miller, Treasurer Scott Clarke Brenda Coffey (arrived at 7:10pm) The following member was absent: Susan Daniels The following staff members were present: Jim Littleford, Superintendent Todd Vilardo, Assistant Superintendent for Curriculum & Instruction David Kuetemeyer, Financial Consultant Visitors 0 and 0 Members of the Press The purpose of the special meeting was to hold three (3) student disciplinary cases. Mr. Miller moved and Dr. Clarke seconded a motion to appoint School Attorney Luke Feeney to serve as the presiding officer for the three (3) student discipline hearings. AYE: R. Miller, Clarke, K. Miller, Hutti, Coe At 5:37pm, President Coe recommended that the Board of Education adjourn into closed session to hear testimony regarding three (3) student disciplinary cases pursuant to the Open Meetings Act 5 ILCS 120/2(c)(9). At 6:08pm, Mrs. Miller made a motion to reconvene from closed session. Dr. Clarke seconded the AYE: K. Miller, Clarke, R. Miller, Hutti, Coe President Coe made a motion and moved that student #13814 be found to have violated school rules for posting on social network a threat toward a Charleston CUSD #1 staff member, and that said conduct constitutes gross disobedience and misconduct and is so related to the school program as to warrant discipline. Miller, Hutti At 6:10pm, President Coe recommended that the Board of Education reconvene into closed session to determine disciplinary action to student #13814. Dr. Clarke moved and Mr. Miller seconded the AYE: Clarke, R. Miller, K. Miller, Hutti, Coe At 7:09pm, President Coe recommended that the Board of Education reconvene from closed session. Mrs. Miller moved and Dr. Clarke seconded the AYE: K. Miller, Clarke, K. Miller, Hutti, Coe President Coe made a motion and moved that after considering the egregiousness of the student s conduct, the history and record of student s past conduct, the affect of the student s conduct on other students, the severity of the recommended punishment and the best interest of the student, that student #13814 be expelled for the remainder of the 2012-13 school year and for the 2013-14 school year, but that said expulsion be held in abeyance for the sole purpose of the student attending the Kansas Treatment and Leaning Center or Bridges Alternative Education Program. Mr. Miller seconded the AYE: Coe, R. Miller, Clarke, K. Miller, Hutti President Coe stated that this would conclude the disciplinary case for student #13814. At 11:14pm, President Coe recommended that the Board of Education reconvene from closed session. Dr. Clark moved and Mr. Miller seconded the AYE: Clarke, R. Miller, Coffey, K. Miller, Hutti, Coe President Coe moved that after considering the egregiousness of the student s conduct, the history and record of the student s past conduct, the affect of the conduct or the delivery of educational services to others, the severity of the recommended punishment, and the best interest of student #24272, that the 10-day suspension is upheld, but that no additional discipline is warranted. Mr. Miller seconded the President Coe stated that this would conclude the disciplinary case for student #24272.
