MINUTES Allied Orders of the Central Region Association Conference October 2, 2010 Farmington, Missouri Commander Lee Ann Teller opened the 71 st Annual Central Region Association Conference held at the Tradition Inn at 1:10 PM. Two SVR units, the 47 th Missouri Infantry Co. E and the 78 th Enrolled Missouri Militia Co. F, presented the colors. The unit was made up of six members including a drummer boy; and was under the command of 2 nd Lt Chris Warren. Commander Teller, in the absence of the Patriotic Instructor appointed Martin Aubuchon as acting Patriotic Instructor. Chaplain Walter Busch opened the Bible and led the attendees in prayer. Martin Aubuchon led the attendees in the Pledge of Allegiance. Acting Secretary/Treasurer, Alan Teller called the roll of officers: - Commander Lee Ann Teller Indiana Present - Senior Vice Commander Mike Beck Indiana Absent - Junior Vice Commander Robert Petrovic Missouri Present - Secretary/Treasurer Jack Shaw Indiana Absent - Patriotic Instructor Barbara Knopke Kansas Absent - Chaplain Walter Busch Missouri Present - Color Bearer Maggie Grothe Missouri Absent - Guide Roy Lafferty Kansas Absent - Historian Alan Teller Indiana Present Donald Palmer presented greetings from the SUVCW Commander in Chief, D. Brad Schall. Commander Lee Ann Teller presented greeting from Cindy L. Norton, WRC National President. Acting secretary, Alan Teller, read the minutes of the 2009 conference. The recommendation of the 2009 Resolution Committee for a donation of $200.00 to the hosting organization, SUVCW Department of Indiana, was missing from the minutes; and a check had not been issued to the SUVCW Department of Indiana for hosting the conference. Bob Petrovic moved that $200.00 be sent to the Indiana SUVCW and the 2009 minutes be amended; seconded by Walter Busch; passed. Walter Busch motioned that except for spellings errors the minutes be approved as amended; seconded by Russ Kirchner; passed.

(2) Commander Teller appointed the following committees. Audit Committee Nominating Committee Resolutions Committee Walter Busch, Chairman Russ Kirchner, Chairman Bob Petrovic, Chairman Martin Aubuchon Donald Palmer Donald Shaw Officers Reports: Commander Teller reported that she represented the CRA at two SUVCW Last Soldier projects in Indiana; presented a wreath at Springfield, Illinois, Lincoln Tomb Ceremony, and two Memorial Day Services in Marion and Gas City, IN; extended greetings and an invitation to CRA conference to the Department Indiana Encampment of the SUVCW and the Department of Indiana DUVCW Convention. Junior Vice Commander Petrovic contacted the National SUVCW Council of Administration about putting a link on the National web site to the Central Region Association s web site. They agreed. He tried to contact officers of the New England Regional Association in reference to their EIN number. He received no answers. He was contacted by Roy Lafferty of Kansas. Kansas would not be able to host the 2010 Conference, would Missouri be able to stand in for them? Missouri was and did host the 2010 Region Conference. Historian Alan Teller reported that he had done little to advance the historical data collected over the last year. He did prepared the existing files for microfilming as directed by the 2009 conference. He removed staples, paperclips, and made coversheets where needed. These were boxed and transferred to Bob Petrovic at the Lincoln Tomb Ceremony for delivery to Walter Busch. There was no report submitted by Senior Vice Commander, Mike Beck. Communications: Commander Teller read a note from LGAR PNP Opal Nelson. OLD BUSINESS Alan Teller reported on EIN findings. Discussion ensued. Motion made by Alan Teller to table EIN discussion until 2011 Conference and Bob Petrovic to continue attempts to contact the NE Region Association on how they handled the EIN situation and report at the next CRA Conference; seconded by Walter Busch; passed.

(3) A discussion started by Walter Busch on the Central Region s independent web page and web name. The web site is currently located on the Grant Camp s web site and hard to find and access because of the lack of an independent domain name. We have $100.00 approved from the 2009 Conference for this project. We would be paying for a domain name, such as CRA.com or.org; and the time (estimated at less than 2 hours) to fix the link from the new domain name to the current location. It was also agreed to purchase the domain name of Grand Army of the Republic.com or.org if it is available at a reasonable price. Adjourned meeting at 2:15 PM. Speaker Donald Palmer Missouri Vision 2010, It s 2010 ---- How Did We Do?, Going from Benchmarking.to becoming the Benchmark. Donald presented a program he laid out to the Department of MO in 2002 to be accomplished by 2010. He talked about the specific goals and programs they used to accomplish the goals. He then showed what they actually accomplished in 2010. The main point/theme was they started by benchmarking themselves against other Departments. Now other Departments are using their ideas and programs, the Department of MO has become the benchmark. It was a very good program with excellent ideas for other Departments. Conference reconvened about 4:00 PM. Audit Committee Chairman, Walter Busch reported all was in order and the treasurers report was approved. Resolutions Committee Chairman Bob Petrovic reported these recommendations, that thank you letters be sent to the host U S Grant Camp and the Tradition Inn. The committee also recommends that $200.00 be given to the host, Grant Camp; accepted by the Commander with no discussion. NEW BUSINESS The question of host state for the next conference was discussed. Kansas should know if they can or will host in 2011 by October 16 th. If they can t host in 2011, IN DUVCW will host the Conference, MO or Grant Camp will host in 2012. MO or Grant Camp will consider hosting again in 2013 in Springfield, IL. The idea was brought up about placing free ads or notices in Civil War periodicals. Alan Teller was asked to canvas Indiana people why they did not attend the CRA Conference in 2010, and to canvas his email lists of prior attendees why they did not attend the meeting. This survey is being done with the hope that information can be generated and a larger turnout for future CRA Conferences can be expected.

(4) Nominating Committee Chairman, Russ Kirchner read the nominations, Commander, Bob Petrovic, MO; Senior Vice Commander, Donald Shaw, MI; Junior Vice Commander, Chris Warren, MO. No nominations were received from the floor. Walter Busch moved that the nominations be accepted and that the Secretary cast one vote for each candidate; Donald Palmer seconded; passed. Lee Ann Teller was selected by incoming Commander to be the installing officer. Robert Petrovic handed his list of appointed officers to the secretary. Appointed officers for 2010-2011: Patriotic Instructor Martin Aubuchon, MO Chaplain Walter Busch, MO Color Bearer Jim Knopke, KS Guide Roy Lafferty, KS Historian Alan Teller, IN Commander Petrovic closed the meeting at 5:00 PM. J. Roussin, who talked about Plates (Belt Buckles), Belts & Swords of the GAR and the SUVCW. Most of the talk revolved around Plates. He has written a book on the subjects.
