Call to Order @ 8:30 a.m. COMMISSIONERS PROCEEDINGS Adams County Courthouse Ritzville, Washington Regular Meeting October 23, 2017 (Monday) Present: Chairman Roger L. Hartwig Vice-Chairman Jeffrey W. Stevens Commissioner John N. Marshall Budget Workshop Assessor Fund #001/040 was reviewed with Assessor Brewer, noting changes in salaries and benefits due to step increases. No capital outlay items were identified. Canvassing Board John N. Marshall will serve on the Canvassing Board for the November 7, 2017 General Election for the time frame October 16, 2017 through November 28, 2017. 10:03:19 AM Public Works Public Works Director O Brien provided updates on road maintenance, noting equipment is being prepared for winter use; and, facilities, noting the carpeting project at the Sheriff s substation is complete and sprinkler systems are being winterized. Additionally, O Brien noted hearing tests are being conducted this week for Public Works staff. Engineer Yaeger provided an update on the McManamon Road Bridge project, noting the project is scheduled to begin in 2018. Bridge Inspection Report County Engineer Yaeger reviewed the 2016 Bridge Inspection Report as required under WAC 136-20-060 noting inspections; accomplishments; and, future plans and recommendations. 10:53:33 AM

Recess @ 12:00 Reconvene @ 1:00 p.m. 1:08:12 PM Bid Award for 2018 Lubricants Public Works Director O Brien reviewed the bid tabulation prepared by the Department summarizing the lubricant bid received October 16, 2017. Commissioner Marshall moved, Stevens seconded, to award upon recommendation of the Public Works Department the bid for lubricants to Coleman Oil as the lowest responsive bidder meeting all specifications as noted on the spreadsheet. Motion carried. Gasoline and Diesel Commissioner Marshall moved, Stevens seconded, to approve Resolution No. R-048-2017 In the Matter of Notice of Call for Bids for Gasoline and Diesel. Motion carried. Bid opening was set for November 6, 2017 at 10:00 a.m. in Room 202 of the Adams County Courthouse. Federal Surface Transportation Funds to Cities/Towns Commissioner Stevens moved, Marshall seconded, to approve Resolution No. R-049-2017 In the Matter of Distribution of Federal Surface Transportation Funds. Motion carried. Funds were distributed to Othello, Ritzville, Lind, Washtucna and Hatton. Consent Agenda Commissioner Marshall moved, Stevens seconded, to approve the Consent Agenda. Motion carried. Preliminary minutes of October 16 and 18, 2017 Vouchers audited and certified by the Adams County Auditor as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090 and recorded on a listing, which was made available to the Board. County road capital projects were reviewed (Cunningham Road Widening; McManamon Road Bridge; Lind-Hatton Road Project #5; Cunningham Road Widening #2; and, Deal Road Project #1). A capital outlay purchase of a road widener was discussed. #501 O&M: Revenues and expenditures were reviewed with minor changes noted from 2017.
