The invocation was given by Councilmember Allen. Councilmember Medrano led the Pledge of Allegiance. The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented. 08-2514 Item 2: An ordinance closing and vacating a portion of Florence Street containing approximately 11,748 square feet of land located near its intersection with Cantegral Street for the construction of a parking garage for the Latino Cultural Center - Financing: No cost consideration to the City Councilmember Hunt moved to approve the ordinance. 08-2515 Item 3: Authorize (1) the acceptance of a federal grant from Central States Air Resource Agencies Association in the amount of $44,125 for the construction of a backup power system for emergency response at the Samuell Grand Recreation Center located at 6200 East Grand Avenue; (2) execution of the grant agreement, and (3) establish appropriations in the amount of $44,125 in the Central States Air Resource Agencies Association Grant Fund - Not to exceed $44,125 - Financing: Central States Air Resource Agencies Association Grant Funds (subject to appropriations) Councilmember Medrano moved to approve the item. Motion seconded by Councilmember Hunt and unanimously adopted. (Rasansky absent when vote taken; Hill absent on city business, Salazar absent)

08-2516 Item 4: Authorize (1) the acceptance of a grant from the North Central Texas Council of Governments for Sanitation Services to conduct a pilot hotel recycling project; (2) local matching fund contributions; and (3) execution of the grant agreement - Not to exceed $86,000 - Financing: Texas Commission on Environmental Quality Grant Funds ($67,722) and Current Funds ($18,278) Mayor Pro Tem Garcia moved to approve the item.
