BY-LAWS OF THE MU BETA CHAPTER KAPPA ALPHA PSI FRATERNITY, INCORPORATED PREAMBLE These by-laws of the Mu Beta Chapter, hereby known as Mu Beta Chapter, of Kappa Alpha Psi Fraternity, Incorporated are established for the purpose of making rules for the Mu Beta Chapter and undergraduate chapters it governs. These bylaws are subordinate to the Constitution of Kappa Alpha Psi, The Ritual of Kappa Alpha Psi, by-laws of the Northeastern Province, and such regulations as are established by the Grand Board of Directors and Northeastern Province. Last Revised: May 2008 ARTICLE I OBJECTIVES ARTICLE II CHAPTER OFFICERS Officers of Mu Beta Chapter shall be elected for one (1) year terms. Section 1. There shall be a Polemarch, who is a member of Mu Beta Chapter. His duties shall be as prescribed therein and he shall have such additional duties as determined by Mu Beta Chapter He shall preside at meetings of Mu Beta Chapter and serve as the chairman of the Mu Beta Chapter Board of Directors. He shall appoint standing committee chairmen as are necessary. He shall have the power to call special meetings when he considers it necessary, provided, each member is notified in writing at least five (5) days in advance. He shall see that the chapter officers discharge their duties faithfully, impartially, accurately and promptly. Section 2.

There shall be a 1st Vice Polemarch, who is a member of Mu Beta Chapter. He shall carry out the duties of the Polemarch when he is absent or otherwise unable to serve. He shall perform such duties as are assigned to him by the Polemarch or the Mu Beta Chapter Board of Directors. The 1st Vice Polemarch shall also oversee all Standing and Special Committees. Section 3.. Section 4. There shall be a Keeper of Records, who is a member of Mu Beta Chapter. It shall be his duty to record the minutes of all meetings and such other meetings as are called by Mu Beta Chapter. He shall issue all notices of meetings as are called by the Mu Beta Chapter Board of Directors. He shall keep a register of all sustaining and non-sustaining members of Mu Beta Chapter This roster shall include the last known address of each member and such other data as shall be deemed advisable. The Keeper of Records shall serve as secretary of the Mu Beta Chapter Board of Directors and shall render an annual report on behalf of Mu Beta Chapter to the Northern Province Keeper of Records as well as any other required paperwork deemed necessary by the Northeastern Province and Grand Chapter Levels. It shall be the duty of the Keeper of Records to submit the chapter s membership and annual reports to the Northeastern Province Keeper of Records no later than the date prescribed by the Northeastern Province. Section 5. There shall be a Keeper of Exchequer who is a member of Mu Beta Chapter. He shall have the care and custody of all monies of Mu Beta Chapter, and shall deposit these funds in the name of Mu Beta Chapter in depositories approved by the Mu Beta Chapter Board of Directors. The Keeper of Exchequer shall pay out monies of Mu Beta Chapter only on validated warrants signed by the Polemarch and Keeper of Exchequer or Vice Polemarch and

Keeper of Exchequer. The Keeper of Exchequer shall render an annual report to the Northeastern Province Keeper of Records. The report shall coincide with the preceding fiscal year from October 1st to September 30th. Additionally, he shall render a report to the Board of Directors at each of its meetings. Section 6. There shall be a Strategus, who is a member, who is a member of Mu Beta Chapter shall have charge of the approaches to the meetings of Mu Beta Chapter while they are in session. It shall be the duty of the Strategus to preserve order and decorum, and shall take care that none duly shall enter, and that none shall leave or withdraw without permission. Section 7. There shall be a Lieutenant Strategus, who is a member of Mu Beta Chapter. He shall assist the Strategus in the performance of his duties and perform the functions of the Strategus, when he is absent or otherwise unable to serve. Section 18. There shall be a Historian, who is a member of Mu Beta Chapter whose duty shall be to compile historical & biographical materials for the archives of the chapter and other levels of the fraternity. Section 9. There shall be a Reporter, who is a member of Mu Beta Chapter who shall be responsible for collecting, preparing & forwarding local news for inclusion in the Journal, the Northeastern Province Diamond Newsletter and other local media. The reporter shall also be responsible for the preparation of press releases and manage media coverage for chapter events. Section 10. There shall be a Board of Directors composed of at least three (3), but no more than ten (10) members,three (3) of whom shall be: the Polemarch, Vice Polemarch, Keeper of Records, Keeper of Exchequer

It shall be the duty of the Board of Directors to take the initiative in determining the policies of Mu Beta Chapter, and shall be responsible for the relationship of Mu Beta Chapter with the Northeastern Province. The Board of Directors shall have the responsibility to adopt rules of procedure for the several standing committees of Mu Beta Chapter and such regulations as will add to the efficient operation of the chapter s business. In case of a vacancy of any elected officers of Mu Beta Chapter between election meetings, caused by resignations, inability to serve, or failure to function, the Board of Directors shall elect a new member to the office. The same shall be true in the case of any vacancies on the Board of Directors. Section 11 There shall be a Director of Reclamation, who is a member of Mu Beta Chapter. He shall be chairman of the Reclamation committee, which will comprise of an Assistant Director of Reclamation (if Applicable), and all other members deemed necessary by the Polemarch and Director of Reclamation. The Reclamation Committee shall compile a list of non-sustaining and inactive brothers of Mu Beta Chapter, as well as brothers at large. This list shall contain at least the address of each brother. It shall be the responsibility of the Reclamation committee to plan a program of reclamation for the chapter. The Reclamation Committee shall seek by all available means to return inactive/non-financial members back into active/financial status. Section 15 There shall be a Nominating Committee Chairman, who is a member of Mu Beta Chapter Chapter. He shall lead the Nominating Committee, which shall be appointed by the Polemarch, Neither the chairman nor the members of the Nominating Committee shall be a current officer or serve on the Board of Directors. The Nominating Committee shall devise and coordinate nominations and elections of new officers. Section 16

There shall be a Social Action Committee Chairman, who is a member of Mu Beta Chapter He shall lead the and guide the chapter regarding any social issues or programs. He shall also lead the nonpartisan body of chapter members, which shall keep the chapter politically in tune locally and globally, and shall provide programs that will serve to educate members as well as the community at large at times of elections.. ARTICLE III COMMITTEES & CHAIRS This section will outline the standing committees of Mu Beta Chapter. Committees not mentioned in this section are considered special committees and are formed and dissolved on an ad-hoc basis. Committee Chairmen shall be elected for a one (1) year term, as stated. Section 1. The Guide Right Committee shall be responsible for effectuating, planning, and supervising the fraternity s National Guide Right Program, in Mu Beta Chapter. It shall also provide guidance to the undergraduate chapters in the foundation of their Guide Right Programs. The Guide Right Committee shall render an annual report to the Northeastern Province prior to the Province Council each year. Section 2. It shall be the responsibility of the Reclamation committee to plan a program of reclamation for the chapter. The Reclamation Committee shall compile a list of non-sustaining and inactive brothers of Mu Beta Chapter, as well as brothers at large. This list shall contain at least the address of each brother. The Reclamation Committee shall seek by all available means to return these members to active status. Section 4. The Social Action Committee shall keep the chapter socially in tune locally and globally, and shall provide programs that will serve to educate members as well as the community

at large. Section 5. The Nominating Committee shall devise and coordinate nominations and elections of new officers. ARTICLE IV MEETINGS Section 1. Mu Beta Chapter shall convene at least once (1) each month at such place and time as shall have been designated by the Polemarch and Board of Directors, except that for reasons beyond the control of the chapter. This meeting shall be formal in dress and conduct, adhering to all ritualistic and esoteric procedures. Section 2. Special meeting of Mu Beta Chapter may be called by the Polemarch, the Board of Directors or at the request of the quorum of the members of the chapter. Section 3. The Board of Directors shall meet at least once each month. Other meetings of the Board of Directors may be called by the Polemarch or at the request of the quorum of the members of the chapter. Section 4. Special and Standing Committees shall met as often as deemed necessary by the chairman of that committee. However, the Polemarch or Board of Directors may require meetings of any Standing or Special Committee, when such a meeting is deemed necessary or is in the best interest of the chapter. Section 5. The Keeper of Records shall give notice of all meetings of the Board of Directors and of required meetings of committees at least four (4) days in advance to each member. Said notice shall be given via telephone or email (if applicable). Section 6.

A quorum for any Standing or Special Committee shall consist of the majority of the members of such Committee. A quorum shall be necessary for the transaction of business of any of the branches of the chapter. A quorum shall consist of a majority of members of Mu Beta Chapter in good standing for any particular meeting. ARTICLE V NOMINATIONS & ELECTIONS OF OFFICERS Section 1. The chapter shall hold nominations for the offices stated in Article II during the regular meeting in April. The officers shall be elected at the regular meeting in May. They shall be formally inducted into office as the last act of business at the June regular meeting. Section 2. No member of the chapter shall be eligible for office that has been expelled, suspended, or placed on probation by the Grand Chapter. No member shall be eligible for office that is not in good standing. Section 3. Election of officers shall be by secret ballot and a majority vote shall be necessary for a choice. A chairman and two (2) tellers shall receive the ballots cast. Absentee ballots will be accepted by the chairman by a date and time determined by him, which will be prior to the meeting at which elections are held. They shall tally all votes and announce the results to the presiding officer, who shall declare the member receiving the majority of votes cast of each office, duly elected to said office. Section 4. All officers of the chapter, prior to assuming their perspective duties shall kneel at the Sacred Altar of Kappa Alpha Psi and repeat the following oath, which shall be administered by the presiding officer or a past Polemarch. (INSERT OATH) Section 5. The administer of the oath shall appropriately charge the officers with their individual &

joint responsibilities for a just, efficient and progressive administration. The singing of the Kappa Alpha Psi Hymn shall conclude the ceremony. ARTICLE VI DUES Section 1. Chapter dues shall be made payable to the Mu Beta Chapter of Kappa Alpha Psi. Chapter dues shall be collected on at the first meeting of the fiscal year, and at anytime that a member is able to pay the dues, Section 2. Province dues shall be included within the dues structure of Mu Beta Chapter. Upon receipt of all chapter members dues, the Keeper of Exchequer shall submit a payment made payable to the Northeastern Province to cover all financial members of Mu Beta Chapter for that particular fraternal year. Section 3. Grand Chapter dues shall not be included with in the dues structure of Mu Beta Chapter. It shall be the responsibility of each chapter member to submit all appropriate Grand Chapter membership fees to International Headquarters. Chapter members shall be permitted to submit full payment for Grand Chapter membership fees to the Mu Beta Chapter Keeper of Exchequer, and he shall, in turn, submit the full amount to International Headquarters to be applied to the said member s balance. ARTICLE VII COMPOSITION OF THE CHESTER ALUMNI CHAPTER Section 1. Mu Beta Chapter shall include all elected officials, board members, standing and special committee chairmen, and all other dues paying members. Section 2. The fiscal year of Mu Beta Chapter shall begin on October 1st of each year and end on

September 30th of the following year. ARTICLE VIII AMENDMENTS These by-laws shall be amended or changed by a two-thirds majority vote during a business meeting, provided that such amendment or change be forwarded to the Keeper of Records no less than four (4) weeks prior to the meeting. It shall be the duty of Keeper of Records to forward such recommended changes or amendments to the Board of Directors no later than two (2) weeks prior to the meeting.
