ROGERSTONE COMMUNITY COUNCIL MINUTES OF THE MEETING OF THE COUNCIL HELD AT: TYDU COMMUNITY HALL, WELFARE GROUNDS, ROGERSTONE, NEWPORT, ON WEDNESDAY THE 1 ST NOVEMBER 2017 Members present: - Chairperson: Councillor S. Bowen Councillors: M. Hoidn, S. Jones, K. Hopkins, N. Ireland, L. Hearn, Y. Forsey, C. Evans. C. Lacey, C. Larcombe Apologies were received from Councillors: S. Mlewa, A. Collingbourne, Mrs J. Toleman, Mrs A. Bailey, Mrs V. Dudley 1. DECLARATIONS OF INTEREST Councillor Y. Forsey advised members that her son plays for RAFC. 2. PUBLIC QUESTION & ANSWER SESSION There were no questions submitted. 3. MINUTES The following minutes were approved: - Council Meeting 4 th October 2017 4. MATTERS ARISING FROM THE MINUTES 4.1 Youth Meeting Members discussed the Youth Meeting planned for the 13 th of November 2017, which is being held in the Faith Church building. The Deputy Chairperson, Councillor S. Bowen advised members that Councillor C. Larcombe has been working closely with groups who work with young people and he has contributed a great deal to the organisation of this meeting. 4.2 Jubilee Park The Clerk advised members that the informal meeting held recently with the Jubilee Park Residents Committee proved mutually beneficial. It was agreed to offer to meet the Residents Committee quarterly (Chairperson, Deputy Chairperson, Clerk, Assistant Clerk and Head Groundsman). Updates on progress with the linear park will be provided to the Committee via email in-between meetings, which they will then post on their Facebook page. The request for a floatation device at the pond area was discussed at the meeting and it was agreed that the Residents Committee will ask if Newport City Council will provide one if the area is on a safe routes to school route. If Newport City Council will not provide one, the Management 1
Company will, however, as agreed by the Residents Committee, if it is stolen or vandalised, it will not be replaced. 4.3 Bowls Club The Clerk advised that a condition survey of the Bowls Club building has been arranged, though as discussed previously, the building is in poor condition. 4.4 Public Toilets Following a query from a member, the Clerk confirmed that dropped kerb access will be part of the public toilet project as previously discussed. 4.5 ATP Facility -Jubilee Park The Clerk advised that the meeting at the Civic Centre on the 19 th of October 2017 to discuss the ATP facility with representatives of Newport City Council, was positive and management of the facility will be transferred to Newport City Council, which members approved. 4.6 Burial Board Members briefly discussed the meeting that the Chairperson Councillor S. Mlewa attended with the Chairperson of Graig Community Council. 4.7 Telephone Boxes Councillor N. Ireland updated members on progress with the telephone boxes and Councillor M. Hoidn advised that he will discuss the adoption of the telephone box at the Rising Sun at the next meeting of the Governors at High Cross Primary School. 4.8 Kindness Week Coffee Events - The Deputy Chairperson, Councillor S. Bowen advised members that 4 coffee events have been arranged for kindness week, these events are being run by volunteers, which include members of Rogerstone Roses W. I. and the New Beginnings Group. Everyone is welcome to attend and enjoy a chat over a cup of coffee and a cake, the events are at: Beanies Cafe in Rogerstone Primary School November 13th & 20th 1.30 4.15pm St Anne s Church November 15th 10.30-12.30pm Cefn Wood Baptist Church November 16th 2-4.30pm 5. POLICE REPORT There was no Police Report to discuss. 6. CLERKS REPORT Members noted the contents of the Clerks Report and the following was discussed:- 2
Café The Clerk advised that a notice advertising the café opportunity is in the noticeboards and the website and persons interested previously have been notified. It was suggested that a letter be sent to the former proprietor of the Café thanking him for providing a service at the Welfare Grounds for the past 2 years. Citizens Panel Members noted information regarding projects considered at the recent Panel meeting. There were no recommendations from the Panel for approval, more information is being sought before further consideration of two projects (football dugouts & dedicated charge point for cars in the Welfare Grounds). The application for funding from the Faith Church was declined by the Panel. Full notes from the meeting will be available to members (and the public) following approval of them at the Panel s next meeting. Brown Tourist Sign Following consideration, it was agreed to have a double faced sign, back to back so they are seen in both directions at the junction of the site off Tregwilym Road - supply all materials, removal of old signs and install new signs - cost 587; consideration can be given to further signs at a later date if necessary. 7. CORRESPONDENCE Correspondence not in the Clerks Report: - Section 137 2 Section 137 applications from Rogerstone Welfare Cricket Club will be discussed with other applications after the closing date, by the Finance Committee. 8. PLANNING Members of the Planning Committee were in receipt of planning applications from Newport City Council. 10. OTHER MATTERS 10.1 Remembrance Sunday Russell Newton attended the meeting earlier to deliver poppy wreaths and advise that everything is in place for Remembrance Sunday. 10.2 Asset Register Members approved the 2017/18 Asset Register. 10.3 Risk Assessment Members approved the 2017/18 Risk Assessment. During discussions it was suggested that the 3 stage invoices for Jubilee Park are put on the website with all the other documents, so residents are aware that non-payment after the final reminder will result in the passing of the debt to a debt collection agency. (The invoices and debt collection agency were approved by members previously). Members discussed details of the Debt Collection Agency`s debt recovery procedures. 4
10.4 City Council feedback forum. (Ward Members) Members discussed the protocol for visitors to schools. 11. URGENT MATTERS Tree /Lamp Post Reservoir Close The Clerk agreed to arrange for the Head Groundsman to visit the area discussed with Councillor Y. Forsey, and if the area is the responsibility of the Community Council the appropriate action will be undertaken. Rogerstone Village Festival Committee Members discussed a meeting held earlier in the year to discuss the possibility of holding a Rogerstone Festival at the Welfare Grounds in 2018; a meeting was also arranged in October, but this did not go ahead. The Clerk advised that: -. There is around 8,000 in the Festival Committees bank accounts.. Councillor Mrs J. Toleman is the Chairperson of the Committee.. Councillor Mrs V. Dudley and Councillor Mrs A. Bailey are on the Committee.. The Festival is run on a volunteer basis, which will need to be reviewed due to several members of the group no longer being available. Following discussion members agreed that: -. It may be too late to plan a Festival for next year.. The current Chairperson and members of the Festival Committee should be involved in any discussions to plan another Festival or to use the funds for other purposes (if this is possible).. This should be made an agenda item at the next meeting. Steps/Drainage/Tree Canopy Members discussed Newport City Council s responsibility to maintain the steps at Afon Village now that the Community Council has financed the area being brought up to standard. It was agreed that the status of the steps be ascertained, i.e. has Newport City Council adopted the area? Councillor Y. Forsey agreed to contact Martin Coombes to find this out and also request they carry out drainage and tree surgery suggested by Councillor Y. Forsey. 12.
