CALL TO ORDER: Hamilton Township Board of Supervisors Regular Meeting Minutes Monday September 10th, 2018 The meeting was called to order at 7:00 pm by Stephanie A. Egger. Supervisors present were: Ronald L. Weidner and Michael A. Strausbaugh. Also present were; Solicitor, Ronald Tomasko, from the firm of Tomasko and Koranda Law Parliamentarian Stephanie A. Egger and Secretary, Shelby Jenkins. Absent were Supervisor, Timothy D Beard III Chad Clabaugh P.E. of C.S. Davidson, Inc. APPROVAL OF MINUTES: Stephanie A. Egger asked if the Supervisors reviewed the minutes from August 6, 2018 Regular Meeting. After review of the minutes a motion was a made to except as written. Ronald L Weidner made motion to approve the minutes. Michael A Strausbaugh second the motion. Motion carried. PUBLIC COMMENTS: None OLD BUSINESS: 1. SPCA Collection: Stephanie A. Egger stated that we continue to collect items for the Adams County SPCA for the care of the animals at the shelter. Looking for old or new towels, blankets, toys and food. 2. Stephanie A. Egger stated that the Township continues to collect glossy paper magazines and glossy newspaper inserts, etc. for the Ronald McDonald House. Please drop off at the office and we will see that they get to the appropriate place. 3. Bridge Update: Nothing new to report. NEW BUSINESS: 1. State Police: No report given. 2. Liberty Fire Co. No. 11: Stephanie A. Egger read report received from Liberty fire CO. No. 11. For the month of August. There was a total of 20 calls which there were none in Hamilton Township. 3. United Hook & Ladder Co. No. 33: Stephanie A. Egger read report received from United Hook 7 Ladder Co. No. 33 for the month of August. There was a total of 59 calls which four were in Hamilton Township. 1 9-10-18 Board of Supervisors Meeting

4. Adams Regional EMS, Inc. Stephanie A Egger read the reports received from the Adams County EMS, Inc. In July there was a total of 488 calls of which five were in Hamilton Township. In August there was a total of 506 calls of which nine were in Hamilton Township. 5. Hampton Fire Co. No. 10: Stephanie Egger read the report received from the Hampton Fire Co. No. 10. In August there were 15 calls of which one was in Hamilton Township. 6. Stephanie made mention that New Hope Ministries will be accepting donations to help struggling families during the up coming season. Some of the donations that They are looking for are ham, turkey, vegetables, gravy, canned fruit, cranberry sauce, mac and cheese and other food items. Information will be posted on the bulletin board. 7. Stephanie A Egger presented to the Board of Supervisors Resolution No 2018-53 A Resolution to close the Glabview Sewer Checking Account carrying a balance of Seven Thousand Two Hundred Sixty Dollars and Twenty-Seven Cents ($7,260.27). Ronald L Weidner made a motion to accept Resolution No 2018-53 A Resolution to close the Glabview Sewer Checking Account. Michael A. Strausbaugh second the motion. Motion carried. 8. Stephanie A Egger presented to the Board of Supervisors Resolution No. 2018-54 A Resolution to close the Route 94 Sewer Checking Account carrying a balance of Thirty-Two Thousand Eight Hundred Eighty- Four Dollars and Forty- Five Cents ($32,884.45). Per the Agreement with NOMA the funds will be split 50-50; payment to NOMA shall be Sixteen Thousand Four Hundred Forty-Two Dollars and Twenty-Three Cents ($16,442.23) Ronald L Weidner made a motion to accept Resolution No. 2018-54 A Resolution to close the Route 94 Sewer Checking Account and make final settlement with NOMA splitting the remaining funds in the account 50-50. Michael A. Strausbaugh second the motion. Motion carried. 9. Cross Keys Community Park. Fall Festival, September 29 th, 12 to 6 pm 10. FEED-A-Friend New Hope Ministers if you would like to help please take information with you and it is also up on the bulletin board. 11. Stephanie A Egger presented to the Board of Supervisors the quoted amounts that were submitted in for propane for the coming year October 31, 2018-October 31, 2019 Supplier Price Quote Gov. Strausbaugh made a motion to award Mason s Propane Service for the coming year of October 31, 2018 through October 3, 2019. Ronald L Weidner second the motion. Motion carried. 12. Stephanie A Egger read a letter of recommendation from Park and Recreation Committee for Hamilton Township, recommend that the Board of Supervisors move forward helping the Cross Keys Community Park with the installation of two Olympic size volleyball courts by matching their funds for this project. The Cross Keys Community Park must show what money and/in kind donations by monetary value for this project before funds can be matched. Ronal L Weidner made a motion to move forward with helping the Cross Keys Community Park with matching funds to help install tow Olympic size volleyball courts. Michael A. Strausbaugh second the motion. Motion carried. Other business to come before the Board of Supervisors: None PLANNING COMMISSION RECOMMENDATIONS AND STATUS OF ACTIVE PLANS: 1. Stephanie A Egger presented to the Board of Supervisors a letter from the Planning Commission stating. On behalf of the Planning Commission for Hamilton Township, we recommend that the Board of Supervisors move forward with the amendment of the following Zoning Ordinances. Amend 150-41 to add the following (R-3 District Principal Use permitted by right) H. Mobile home parks, pursuant to 150-98 Amend 150-43 to remove the following (R-3 District Uses permitted by Special Exception) F. Mobile home parks, pursuant to 150-98 Amend 150-44.A to add the following (R-3 District Area and Bulk Requirements) (3) The maximum density for a mobile home park within the R-3 District shall be the density established in Article VI, Mobile Home Parks, in the Hamilton Township Subdivision and Land Development Ordinance. Ronald L Weidner mad a motion to forward with the change with the approval of Solicitor, Ronald Tomasko. Michael A. Strausbaugh second the motion. Motion carried. 2. Stephanie A Egger. Presented the Board of Supervisors with Approval of recommendation of fees for the following zoning permits and licenses via Resolution No. 2018-55 Junk Yard ( 81-3), annual License and inspection, fee set at $500.00 annually Transfer of Junk Yard ( 81-3), annual fee $500.00 3 9-10-18 Board of Supervisors Meeting

Transient Retail Business ( 130-2), License issued for specified dates, annual fee to be set at $100.00 ADU/ Accessory Dwelling Unit ( 105.96) Annual permit $50.00 pending inspection. Portable Storage Unit ( 150.97), no fees for emergency usage Public Event ( 150-97), fee $100.00, non-profits bearing exemption 501.3c on application are exempt from permit fee but will incur additional cost of any expense incurred by the Township for this even. Agri Tourism (all) ( 150-98), annual permit fee $100.00 Bed and Breakfast Inn ( 150-98) Annual License and inspection fee $500.00 After a discussion was had about the fees. Ronald L Weidner made a motion to accept Resolution No. 2018-55 with the change to Public Event to say, fee $100.00 plus additional cost for any expenses incurred by the Township for this public event. Non-profit organizations bearing exemption 501.3c on application are exempt from permit fee but will incur cost for any expenses incurred by the Township for this event. Michael A. Strausbaugh second the motion. Motion Carried. COMMITTEE & DEPARTMENT REPORTS: 1. East Berlin Area Community Center (EBACC) Torren Ecker reported on September 22 there will be a Bluegrass Music Social. October 13 a Pumpkin Festival, October 17 Paint night. 2. Abbottstown Paradise Joint Sewer Authority Kevin Moul not present, no report given. 3. Parks and Recreation Committee Ronald L Weidner Ronald L Weidner reported the Cross Keys Community park has asked to help with the cost of the two new volleyball courts. 4. Emergency Management: Timothy D Beard III was not present, no report given. 5. YATB & Tax Board Reports: Timothy D Beard was not present, no report given 6. Road Master s Report Stephanie A Egger read report from Road Master. Busy month with storm clean up. Worked on preventing drainage trouble by cleaning out tiles. Roadside mowing was completed throughout the Township. 7. COG No report Given 8. East Berlin Joint Authority- Ronald L Weidner reported everything is working good with all the heavy rain. Ronald also state they have not heard anything on the grant for the water tower yet. 9. East Berlin Library Brian Campbell circulation is still good. Solicitor s Report- Ronald Tomasko, of Tomasko, and Koranda Law. There was a hearing for 186 Gun Club Road David Lease with Magistrate Judge Little this was for fines, fees and cost on Code Violations. Judge Little continued this for 60 more day to see if he becomes compliant with the codes. Judge Wagner is going to schedule a hearing in November for the purpose of determining the fines and fees for the zoning vionlation186 Gun Club Road. Scott Weaver, Zoning Officer s Report Stephanie A. Egger read the report from Pennsylvania Municipal Code Alliance, Inc. For the Month of July. There were 11 Zoning permits. MOTION TO PAY THE BILLS: Stephanie A. Egger presented the Board with a listing of the July bills to be paid for General Fund and Route 94 Sewer. Ronald L Weidner made a motion to approve the bills as submitted. Michael A Strausbaugh second the motion. Motion carried. PUBLIC COMMENTS: Sam Sipling Questioned if there have been any calls made about the job did on the 94 and Dicks Dam Road. Roland L Weidner state there have been no calls on it. SUPERVISOR COMMENTS: Ron: Thanks for coming out. Mike: Thank you all for coming out. I won t be here next month and please try to keep grass out off the road don t want to see anything happen.
