SP #65 & 11-2- BACKGROUND In November 1974, the County Board approved a major site plan amendment to SP #65 for conversion of commercial floor area to office floor area at National Center in Crystal City. As a condition of that approval, the developer was responsible for designing and constructing the full pedestrian bridge from National Center to Crystal Plaza across 23 rd Street South and for submitting an agreement to the County Attorney to guarantee completion of the bridge. In January 2001, the County Board approved a site plan amendment to SP #65 for conversion of space from office to school for education. The design of this space conversion curtailed access from the existing pedestrian bridge over 23 rd Street South to the building at 2341 Jefferson Davis Highway. As a part of the 1974 site plan amendment that instigated construction of the pedestrian bridge there was an agreement that granted a public easement to the County for use of the bridge and also stated that if the County Board determines that the existence is no longer necessary to the health, safety and welfare, then the County Board shall be responsible for removing the structure and restoring the properties to the existing condition at the date of this agreement. As a part of the current site plan amendment request, the applicant has offered to pay for removal of the bridge. A request to amend the County s Master Transportation Plan has been filed and is also scheduled to be heard at the October 19, 2002 County Board meeting. DISCUSSION Department of Public Works staff report that the pedestrian bridge has not been heavily used in recent years. Most pedestrian movement across 23 rd Street South from the Crystal City Underground to the retail uses on the south side of 23 rd Street occurs at street level. Adequate crosswalks and a wide median on 23 rd Street South exist to facilitate pedestrian crossing. The addition of several retail storefronts and restaurants on the south side of 23 rd Street near the pedestrian crossings has increased pedestrian activity at the street level. The existing bridge is more than one-quarter mile from the Crystal City Metrorail Station. While it is on a pedestrian pathway to the Metro station from the south, the bridge itself is not a critical link or conveyance to the station. Pedestrians can use the at-grade crossings of 23 rd Street and the internal walkway through the Crystal Plaza office building to access the station. As mentioned above, the County Board approved a site plan amendment request for conversion of space from office to school for education in the building at 2341 Jefferson Davis Highway. This is the building through which the pedestrian bridge connects with the south side of 23 rd Street. The design of this space conversion creates classroom

SP #65 & 11-3- space that curtails access from the bridge into the building. The Pedestrian Advisory Committee considered this Master Transportation Plan amendment request at its September 9, 2002 meeting. The Committee voted to support removal the pedestrian bridge across 23 rd Street South. CONCLUSION With more than three decades of service, the pedestrian bridge has become obsolete in the ever-evolving environment of Crystal City. Staff concur with the Pedestrian Advisory Committee that removal of the bridge at this time is appropriate. Therefore, staff recommend that the County Board approve the requested amendments to Site Plans #65 & #11 to delete the pedestrian bridge across 23rd Street South between the buildings located at 2341 Jefferson Davis Highway and 2211 South Clark Place, provided the County Board approves the related Master Transportation Plan amendment, subject to all previous conditions and the following new condition: 1. Irrespective of any agreements with anyone, including the County Board of Arlington County, the developer agrees that the developer shall bear all costs of and responsibility for the removal of the pedestrian bridge after October 19, 2002.
