FREEHOLD TOWNSHIP COMMITTEE MINUTES REGULAR MEETING May 23, 2017 At 7:15 p.m. the Township Committee met in Room 114 of the municipal building. read the following statement: In accordance with the Open Public Meetings Law, (c.231 P.L. 1975), this meeting was announced on January 9, 2017: by 1.) posting a notice on the bulletin board in the Municipal Building reserved for that purpose, 2.) by mailing such notice to the offices of the official newspapers of the Township and 3.) by filing such notice with the Township Clerk. Mr. Munoz read the following resolution: WHEREAS, N.J.S.A. 10:4-13 of the Open Public meetings Act permits the exclusion of the public from meetings of public bodies in certain circumstances which are set forth in N.J.S.A. 10:4-12 (b); and WHEREAS, the Township Committee of the Township of Freehold is of the opinion that such circumstances currently exist. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehold as follows: 1. The public shall be excluded from the discussion of any action upon the hereinafter specified matters. 2. The nature of the subject matter to be discussed is as follows: 1. ATTORNEY-CLIENT PRIVILEGE 1A. Lake Topanemus Contract 2. PROPERTY ACQUISITION 2A. Potential Adjacent Property Purchase 3. It is anticipated at this time the above-stated subject matter will be made public in approximately thirty (30) days or at such time as any litigation discussed is resolved. The foregoing resolution was moved by Mr. Salkin and seconded by Mr. Cook. At 7:16 pm the Township Committee adjourned to executive session.

Executive Session adjourned at 7:50 pm. handed out assignments for the meeting. Ms. Warner handed out a corrected copy of R-17-121. Absent: None Also in attendance: Mr. Valesi, Township Administrator; Mr. Munoz Esq., Township Attorney; Ms. Patino, Deputy Township Clerk and Ms. Warner, Township Clerk. MINUTES FOR APPROVAL Mr. Ammiano made a motion to approve the Township Committee Minutes of April 25, 2017, seconded by Mr. Salkin. REPORTS Ms. Warner read the Report of the Tax Collector for the Month of April 2017: Net Receipts: General Fund $ 11,994,255.89 Water Account $ 243,113.47 Sewer Account $ 600,401.19

Ms. Warner also read a letter from a Freehold Township resident, John Toutounchi, commending the Department of Public Works employees and office staff. He related two instances he had interactions with them and said employees like them are what makes this town a great town. PRESENTATIONS Proclamation Honoring Nina Mojares - Raymond Kershaw Youth Humanitarian of the Year Award read a proclamation honoring Nina Mojares, which listed all her achievements. Reverend Philhower, on behalf of Steve Boyce from Freehold Subaru, presented a check for $2,000 to Ms. Mojares. Mrs. McMorrow gave an explanation of what the Human Relations Council does and what criteria they look for on this award. Proclamation - Freehold First Aid & Emergency Squad Month June, 2017 read the proclamation and presented it to Jackie McNamee, President of the Freehold First Aid & Emergency Squad. said they are 100% volunteer and answered 5,500 calls last year. He said they need all the donations they can get and need the support from the residents. Proclamation Dystonia Awareness Month June, 2017 Mr. Salkin read the proclamation and presented it to Len and Janice Nachbar. Mr. Nachbar spoke of the strides they are making in the studies of dystonia. Proclamation National Gun Violence Awareness Day June 2, 2017 read the proclamation and presented it to Elizabeth Friedman from the Mom s Demand Action group. Ms. Friedman gave a brief explanation of her group. Proclamation Tourette Syndrome Awareness Day June 4, 2017 read the proclamation and presented it to Viannie Glick. Ms. Glick gave a explanation of the syndrome and thanked the Committee for their support. Proclamation Terry Warner, Township Clerk and the Township Committee presented Ms. Warner with a proclamation for her retirement on June 1, 2017. They thanked her for her service to Freehold Township. Ms. Warner thanked the Township Committee for all their support over her 24 years at the Township. NEW BUSINESS O-17-6 Bond Ordinance Authorizing Various Capital Improvements in and for the Township of Freehold, in the County of Monmouth, New Jersey, Appropriating $6,800,000.00 Therefor and Authorizing the Issuance of $6,473,000.00 Bonds or Notes to Finance Part of the Cost Thereof Mr. Salkin made a motion that Ordinance O-17-6 be placed on the Township Committee meeting of June 27, 2017 for public hearing, seconded by Mr. Cook.

O-17-7 An Ordinance Appropriating the Sum of $250,000.00 Currently Located Within the Water and Sewer Utility Capital Improvement Fund of the Township of Freehold for Interconnection Water Meters, Valve Replacements, Upgrades to the Jackson Mills Water Treatment Plant and Rebuild a Wet Well at Elton Corner Pump Station within the Water and Sewer Utility Department Mr. Ammiano made a motion that Ordinance O-17-7 be placed on the Township Committee meeting of June 27, 2017 for public hearing, seconded by Mrs. McMorrow. R-17-119 Resolution Approving Consolidated Bills List Mr. Cook read Resolution R-17-119, the Consolidated Bills List in the amount of $3,112,821.83 and moved it for adoption, seconded by Mr. Salkin. R-17-120 Resolution Appointing Theresa Patino as Township Clerk Mr. Ammiano read Resolution R-17-120 and moved it for adoption, seconded by Mr. Salkin. Ms. Warner administered the Oath of Office to Theresa Patino as Township Clerk effective June 1, 2017. R-17-121 Resolution Appointing Registrar of Vital Statistics, Deputy Registrar of Vital Statistics, Sub-Registrar of Vital Statistics and Alternate Deputy Registrar of Vital Statistics. Mr. Salkin read Resolution R-17-121 and moved it for adoption, seconded by Mr. Ammiano.

R-17-122 Resolution Appointing Theresa Patino as Future Assessment Search Officer Mrs. McMorrow read Resolution R-17-122 and moved it for adoption, seconded by Mr. Cook. R-17-123 Resolution Reappointing Michael D. Imbriaco as Township Tax Assessor Mr. Ammiano read Resolution R-17-123 and moved it for adoption, seconded by Mr. Cook. CONSENT AGENDA RESOLUTIONS The Consent Agenda section of the Meeting Agenda shall be preceded by an explanatory note substantially set forth as follows: Matters listed under the items of Consent Agenda are required to conduct the day to day operations of the Township, and will be enacted by one (1) motion in the form listed below. There will be no separate discussion of these items. If discussion is desired of any item, that item will be considered separately. R-17-124 Resolution Appointing Gary Delpiano as Class II Special Police Officer R-17-125 Resolution Disbursing Overpayments of Taxes and Water/Sewer R-17-126 - Resolution Amending Resolution Authorizing Health Care Benefits Buy Outs Pursuant to Chapter 47, Subsection 47-26 of the Revised General Ordinances of the Township of Freehold R-17-127 - Resolution Approving Fireworks Displays at the 14 th Annual Freehold Township Day and Concert in the Park at Michael J. Tighe Park R-17-128 Resolution Awarding a Contract for Pavilion Installation at Michael J. Tighe Park R-17-129 Resolution Authorizing a Contract for Sports Camp Director Services with Brian Golub R-17-130 Resolution Authorizing a Contract for a Public Health Educator for the Mayor s Wellness Campaign Mr. Salkin read the Consent Agenda Resolutions and moved them for adoption, seconded by Mrs. McMorrow.

MOTION Appointment of Sanabel Abouzeina as Deputy Municipal Clerk Mrs. McMorrow made a motion to appoint Sanabel Abouzeina as Deputy Municipal Clerk, effective June 1, 2017, seconded by Mr. Salkin. There being no further business, asked for any comments or questions from the public. JJ Mistretta, 506-8 Harding Road, said she is against the Click It or Ticket resolution that was adopted at the last meeting. She said it was stated at a previous meeting that two Police Officers retired that were the big ticket writers and she is against getting revenue from the taxpayers. Mr. Salkin stated this Click It or Ticket is a grant from the State that we have been getting for years. This was not because of two Police Officers retiring. Mr. Valesi stated that he was the one that had stated in a previous meeting that since these two Police Officers retired, that Court revenues were decreased. It had nothing to do with the State grant. stated that wearing your seatbelts is the law and that is what the grant is about from the State. Kendall Bleakley, Howell, thanked her Grandma, Terry Warner, for doing such a good job and said she loved her! There being no further comments, asked for any comments from the dais. The Township Committee, Mr. Valesi and Mr. Munoz all thanked Ms. Warner for her years of service to the Township and congratulated her on her retirement. Ms. Warner thanked the Township Committee and all her friends at the Township for their kind words. She said she will miss everyone and thanked them for all the opportunities they gave to her.
