Records Room Supervisor It is hereby recommended that Sandy Kaiser be appointed as Records Room Supervisor for the period of July 1, 2013 to June 30, 2014, at a salary of $2,750. 9.g. Substitute Coordinator It is hereby recommended that Jannetta MacArthur be appointed as Substitute Coordinator for 2013-2014 school year, at a salary of $8,500. 9.h. Records Access Officer It is hereby recommended that Laura McAndrew be appointed as the FOIL Officer for the period of July 1, 2013 to June 30, 2014, at a salary of $925. 9.i. IDEA Grant Clerk It is hereby recommended that Christine Rice be appointed as the IDEA Grant Clerk for the period of July 1, 2013 to June 30, 2014, at a salary of $2,750. 9.j. Records Management Officer It is hereby recommended that the School Business Administrator be designated as Records Management Officer for the 2013-2014 school year. 9.k. Title VI, VII, Title IX and Civil Rights Officer It is hereby recommended that the Assistant Superintendent for Curriculum and Instruction be designated as the Title VI, VII and Title IX Officer for the 2013-2014 school year. 9.l. 504 and Title II ADA Officer It is hereby recommended that the Assistant Superintendent for Curriculum and Instruction be designated as the 504 and Title II ADA Officer for the 2013-2014 school year. 9.m. Residency Officer It is hereby recommended that the Assistant Superintendent for Curriculum and Instruction be designated as the Residency Officer for the 2013-2014 school year. 9.n. Medicaid Compliance Officer It is hereby recommended that the Director of Pupil Personnel Services be designated as the Medicaid Compliance Officer for the 2013-2014 school year. 9.o. Asbestos (LEA) Designee It is hereby recommended that the Director of Plant Operations be designated as Asbestos (LEA) Designee for the 2012-2013 school year. 9.p. Pesticide Representative It is hereby recommended that the Director of Plant Operations be designated as Pesticide Representative for the 2013-2014 school year. 9.q. Purchasing Agent It is hereby recommended that the School Business Administrator be designated as Purchasing Agent for the 2013-2014 school year. 9.r. Deputy Purchasing Agent It is hereby recommended that the Superintendent of Schools be appointed as Deputy Purchasing Agent for the period of July 1, 2013 to June 30, 2014, to serve only in the absence or disability of the Purchasing Agent. Appointment of Legal Counsel General Counsel Services It is hereby recommended that Baum and Baum be appointed as Legal Counsel pursuant to a retainer agreement in the amount of $225 per hour. 10.c. Appointment of Legal Counsel Labor Relations and General Counsel Services It is hereby recommended that Thomas, Drohan, Waxman, Petigrow & Mayle, LLP be appointed as Legal Counsel pursuant to a retainer agreement in the amount of $ 17,850 annually with non-retainer services billed at $200 per hour. 10.d. Property Insurance Agent It is hereby recommended that NYSIR to administer the District s property and liability insurance for the 2013-2014 school year. 10.e. Independent Auditor It is hereby recommended that Cooper Arias, LLP be appointed as Independent Auditor at a rate of $23,500 for the 2013-2014 school year. 10.f. Internal Auditor It is hereby recommended that Knack, Pavloff and Company be appointed as Internal Auditor at a rate of $16,000 for the 2013-2014 school year. 10.g. HIPAA Coordinator It is hereby recommended that the School Business Administrator be appointed as the Health Insurance Portability and Accountability Act Coordinator for the 2013-2014 school year. 10.h. Extra Classroom Activity Funds Faculty Auditor It is hereby recommended that Christine Rice, Treasurer, be appointed as the extra-classroom activity faculty auditor. 10.i. High School and RJK Middle School Treasurer Positions of Extra Classroom Activity Fund It is hereby recommended that William Reed be appointed as Treasurer at the RJK Middle School at a salary of $3,068 and; It his hereby recommended that Nancy Swaine and Sue Bahrenburg be appointed Co-Treasurers at the High School at a salary of $1,652 each. 10.j. Payroll Certification It is hereby recommended that the School Business Administrator be appointed to the position of Payroll Certification for the 2013-2014 school year. 10.k. Designation of Depositories: Key Bank of Monticello M & T Bank TD Bank J.P. 10.m. Homeless Liaison Officer It is hereby recommended that the Director of Pupil Personnel Services be designated as the Homeless Liaison Officer for the 2013-2014 school year. 10.n. Designation of Official Publication: It is hereby Recommended that Times Herald Record and/or Sullivan County Democrat be designated as the official publication for notice of meetings and all other legal matters for the 2013-2014 school year. 10.o. Establishment of Board Standing Committees It is hereby recommended that the Board of Education establish the following Board Standing Committees with the committee meeting times to be established by the August meeting. Audit Policy 10.p. Establishment of IRS Mileage Reimbursement Rate for Approved District Travel. It is hereby recommended that the Mileage Reimbursement Rate for employees be the IRS rate that is in effect July 1, 2013. 10.q. Authorize Accounts It is hereby recommended to authorize the Treasurer to sign checks and in his/her absence, authorize the Deputy Treasurer to sign. 10.r. Authorize Petty Cash Accounts It is hereby recommended to Authorize Petty Cash Accounts for the 2013-2014 school year as follows: Business Office Administrative Assistant - $100 Bus Garage Transportation Supervisor - $100 10.s. Authorize Superintendent (or His Designee) to Approve the Attendance of Staff at Conferences. It is hereby recommended to authorize Board members to attend conferences, conventions and workshops at District expense and to authorize the Superintendent of Schools or his designee to approve conference requests, and expenses, of staff members as per General Municipal Law 77.b. 10.t. Approve the Secure of a Blanket Bond in Lieu of a Specific Official Undertaking The District shall secure a blanket bond in lieu of a specific official undertaking for all positions required by law or regulation, including, but not limited to: the District Clerk, District Treasurer, District Tax Collector, Purchasing Agent, Internal Claims Auditor and the Central Treasurers for extra classroom fund activity. 10.u. Authorize Superintendent to Make Budget Transfers It is hereby recommended to authorize the Superintendent of Schools or designee, to make budget transfers between line item accounts, so long as the transfer for any one item does not exceed $5,000 for individual transac- July 2, 2013 Page 7 of 10 BOE Approved: 7/24/2013
