The Commission unanimously approved. All agreed. DEPARTMENT OF HUMAN RESOURCES AND CIVIL SERVICE COMMISSION Candidate s comments on canvass letter The Commission discussed a candidate s concern regarding appointments through the civil service process. The candidate felt that it was not fair because regardless of how well he performed on the exam, he would not have a chance for a job because only friends are able to get jobs. The Cayuga County Civil Service Commission follows Civil Service Law and appointments for competitive class positions must be made from the top three candidates on the eligible list. Page 1 of 6

Complaint regarding Cato-Meridian Central School s hiring practices The staff received complaints from a union representative and inquiries from a school board member regarding a substitute maintenance worker who has been working full time since June 2011 but not reported to civil service. A substitute employee should only fill in for a short time when the primary employee is not working. This employee was not reported to our office and was not on the October payroll. However, upon investigation was actually being paid by the school. It was the consensus of the Commission to meet with the School Business Administrator and find out why this employee was omitted from the payroll and not reported to the Commission and to review their policies on substitute employees. Chairman Stephenson requested that Barb Coleman contact School Business Administrator Crosby Lamont and see if January 4 at 2 p.m. is convenient for him to meet with them at the school. Computer installation update The IT personnel have taken one of the new office computers for installation of software and will mirror the items on the additional computers as time permits. Upcoming exam schedule The Commission discussed the exams being held on March 31 and April 28. They anticipate that all of the staff will be needed to monitor on these dates, and perhaps more than one exam time will be needed for some exams to ensure that we have a large enough facility to hold them. BOCES has been contacted, and they have reserved their facility for us on those dates. Resolution filed with NYS Civil Service Commission The state has requested additional information on three of the justifications submitted in the Commission s resolution last June. Barb Coleman has been researching the information and will get back to the state as soon as time permits. Concerns about the amount of copies being made The legislature has expressed concerns about the number of copies being made and the number of items being printed. Chairman Stephenson suggested that a listing be kept at the counter showing the upcoming vacancies and exams to be administered by other civil service and personnel offices rather than printing their numerous announcements for the public. The listing should refer the public to the office websites. Upcoming meeting schedule The Commission scheduled their January and April meetings for the third Wednesday of the month rather than the normally scheduled second Wednesday of the month. The meetings for other months are planned to be held on the second Wednesday. Miscellaneous The Commission discussed various miscellaneous items with no action taken. JOB SPECIFICATION REVISIONS Supervising GIS Specialist Director of Real Property Tax Services II Kelly Anderson attended the meeting to discuss revising the Supervising GIS Specialist. Motion was made by Chairman Stephenson and seconded by Commissioner Sherman to revise the job specification for Supervising GIS Specialist as discussed. All were in agreement, and Chairman Stephenson requested that Kelly Anderson be sent the revised specification. Page 2 of 6

SHERIFF Request to transfer Skaneateles Police Officer James Taber to a vacant Deputy Sheriff position in January 2012 The Commission reviewed a request from Sheriff Gould to transfer Skaneateles Police Officer James Taber to a vacant Deputy Sheriff position. Mr. Taber was previously hired as a Deputy Sheriff with Cayuga County after taking Cayuga County s exam. He transferred to the Village of Skaneateles and wishes to transfer back to Cayuga County. Motion was made by Commissioner Sherman and seconded by Chairman Stephenson to approve the transfer effective in January 2012. All were in agreement and Chairman Stephenson requested that Sheriff Gould and Undersheriff James Taber be advised of their decision. CATO-MERIDIAN CENTRAL SCHOOL New Position Duties Statement ((2) Building Maintenance Person) The Commission reviewed a New Position Duties Statement for two Building Maintenance Persons. They again briefly discussed the complaints received regarding the hiring practices at the school. Motion was made by Commissioner Sherman and seconded by Commissioner Oughterson to table the classification of these positions until after the Commission meets with the Business Administrator to obtain more information about the school district s plan. Since employees and residents have reported that people have been employed in their maintenance department but have not been reported to civil service or listed on the payroll that was submitted in October, it was the consensus of the Commission to learn more about this. PORT BYRON CENTRAL SCHOOL New Position Duties Statement (Transportation Supervisor) The Commission reviewed a New Position Duties Statement for a Transportation Supervisor. Motion was made by Chairman Stephenson and seconded by Commissioner Oughterson to classify the position as Transportation Supervisor with the jurisdictional classification being competitive. All were in favor. Chairman Stephenson directed that the staff notify Business Manager Pat Shaw of the classification of the position and that the position will be added to the position control file once a copy of the school board minutes is received showing that the position has been created. SOUTHERN CAYUGA CENTRAL SCHOOL New Position Duties Statement (Building Maintenance Mechanic) The Commission reviewed a New Position Duties Statement for a Building Maintenance Mechanic. Motion was made by Chairman Stephenson and seconded by Commissioner Oughterson to classify the position as Building Maintenance Mechanic with the jurisdictional classification being non-competitive. All were in agreement, and Chairman Stephenson directed that the staff notify Business Administrator Martha Stevermer of the classification of the position and that the position will be added to the position control file once a copy of the school board minutes is received showing that the position has been created. TOWN OF OWASCO New Position Duties Statement ((2) Recycling Clerk PT) The Commission reviewed a New Position Duties Statement for two part-time Recycling Clerks. Motion was made by Chairman Stephenson and seconded by Commissioner Sherman to classify the positions as Clerk PT with the jurisdictional classification being non-competitive. All were in agreement, and Chairman Stephenson directed that the staff notify Town Supervisor John Klink of the classification of the positions. At present the town has one vacant Clerk PT position so only one additional Clerk PT position will need to be created. The additional position will be added to the position control file once a copy of the town board minutes is received showing that the position has been created. New Position Duties Statement ((2) Motor Equipment Operator) The Commission reviewed a New Position Duties Statement for two Motor Equipment Operators. Motion was made by Commissioner Oughterson and seconded by Chairman Stephenson to classify the positions as Motor Equipment Operator with the jurisdictional classification being non-competitive. All were in favor. Chairman Stephenson directed that the staff notify Town Supervisor John Klink of the classification of the positions and the positions will be added to the position control file once a copy of the town board minutes is received showing that the positions have been created. VILLAGE OF CATO Registrar of Vital Statistics PT Chairman Stephenson phoned Mayor Carl Lincoln to make sure that he is aware that the person who is performing the duties of Registrar of Vital Statistics PT is not qualified for the position. The MSD-426 Report of Personnel Change form had been returned to them showing that she was disapproved, and she was informed that she was not qualified. However, she recently sent an email stating that she was obtaining her GED and that the Commission had told her that she could be work in the position as long as she obtained her GED. This was not true. After the phone conversation, Mayor Lincoln sent a letter stating that another qualified employee would be appointed to perform those duties. CAYUGA COMMUNITY COLLEGE New Position Duties Statement (Administrative Assistant PT) The Commission reviewed a job specification for an Administrative Assistant PT. Motion was made by Chairman Stephenson and seconded by Commissioner Sherman to classify the position as Administrative Assistant PT with the jurisdictional classification being competitive. All were in favor. Chairman Stephenson directed that the staff notify Human Resources Director Scott Whalen of the classification of the position and that the position will be added to the position control file once their board creates the position. Listing of titles approved for Cayuga Community College by the Chancellor of the State University of NY A listing of titles approved by the Chancellor was received by CCC as requested. The payroll of all employees has not yet been received. It was the consensus of the Commission to file the listing of titles for future reference and not request additional information at this time.
