A. Call to Order The Chair called the meeting to order at 9:00 a.m. B. Introductions A round table introduction was held. Congratulations were extended to Brian Lade for receiving the Dr. Sauer Award at the 2015 Council Conference. A brief discussion was held regarding some of the challenges relative to the Council portal. C. Adoption of the Agenda The following items were added to the agenda: Numbering of new business items were corrected E.5.03.15 In-camera Meeting (to be held at the end of the meeting) Appeals and Chair Training Feedback Brian Lade / Mike Clancy moved to adopt the agenda, as revised; CARRIED D. Adoption of the Minutes David Miller / John Valens moved to approve the minutes of April 2, 2015, as circulated; CARRIED E. Business Arising from the Minutes F.4.01.11 Apprenticeship and Industry Training and Pressure Welders Regulation Implementation It was reported that AWOC met earlier this week and reviewed the draft syllabus for welding examiners in training. This draft was generally agreed on by AWOC. This information will be forwarded to the working group and the working group will bring forward a recommendation to the sub-council at a future meeting. This item will be addressed in the future under the working group and will be removed from the agenda. [Paches] F.4.03.11 Municipal Affairs Legislation Process b) Pressure Equipment Safety Regulation (AR49/2006) It was reported that with the new government, not many changes have taken place at this time. It was noted that one of the government s priorities will be the development and adoption of a regulation to outline the details for administrative penalties. When questioned, it was clarified that there was nothing that the sub-council was required to do at this time. It was questioned regarding whether there was anything happening with in-service inspectors gaining protection under the Act. It was clarified that there is nothing under the Act that would allow for this and it is believed the only thing that could be done is to give inservice inspectors limited authority as a safety codes officers. Brian Lade provided history of when Boilers and Pressure Vessel SCO was restricted to the persons employed by MINUTES: Pressure Equipment Sub-Council Meeting June 11, 2015 Page 2 of 12

ABSA and the SCO s not employed by ABSA had to give up their designation of powers. When this happened, the SCO s not employed by ABSA lost their protection under the Act. Further information will be brought back to the next meeting. [Pottruff] Djordje Srnic suggested there is a need to consider this carefully, as there could be others (i.e. owner inspectors that inspect piping and sign AB-83) that might seek this same type of protection under the Act. It was reported that a Pressure Equipment Working Group has been formed by AMA with the Administrator and Chief Inspector along with ABSA staff members to review all pressure equipment regulations to determine gaps, safety issues, etc. It was questioned when sub-council involvement would be appropriate and reported that they are simply in the review phase. Recommendations will be brought back to the sub-council. It was suggested that the working group for codes and standards should be involved in this discussion. A list of regulations that are coming up for review will be provided to the working group. [Pottruff] F.2.02.15 Matrix Review request from APPCA for a seat on PESC Jim Weiss reported on his research of the matrix: Not as clear within the Council policy with regard to broader categories The goal is to ensure a balance of the matrix so that no one interest group could influence decisions The following 3 groups of categories were suggested: o Owners / Operators use the Act from an operational perspective o Manufacturing / Fabrication use the Act from a guidance and construction perspective o Education / Labour use the Act for knowledge transfer within their organization The suggested sub-group industry segments were discussed in length. A round table discussion was held and representatives suggested where their nominating organizations might fit in the sub-groups. It was recognized that from a balance perspective, owners/operators are typically industry-specific and therefore, may represent a larger number. The Manager of Stakeholder Relations reported that it was good to periodically review each sub-council s matrix to ensure that all relative industry sectors are represented. It was noted that Safety Codes Officers are represented on some sub-councils and this is something that might warrant consideration. However, it was clarified that those representatives are practicing SCOs actually out there doing the inspections, not a representative of the DAO. It was also recognized that each sub-council has one public member-at-large, appointed by the Minister. Jim Weiss will rework his categorization based on today s decision and will circulate for discussion at the next meeting. [Weiss] Any decision regarding APPCA s request for a seat on the sub-council was deferred until the next meeting. Appeals and Chair Training Feedback Feedback was provided from participants of the recent Appeals and Chair training offered by the Council. Appeals Training The training was very intense, an appeal review is an onerous endeavour and the training is essential for those that may be involved in an appeal. Chair Training The training was very good and provided an overview of meeting structure and preparation. It was suggested that this is excellent training even if a sub-council member is not interested in aspiring to be a Chair or Vice Chair. It was suggested that more be provided relative to the expectations of sub-council members and it was explained this is included in the new member orientation. It was further explained that the new member orientation covers the Council Bylaws and the Council itself. With a new government and Council s mandate and roles changed, this triggers the need to review the mandate and roles of each of the sub-councils. It is recognized by the Council that this orientation could be improved upon. When reviewing the orientation, it was suggested that something be included regarding the time commitment involved. From a succession planning perspective, it was suggested that members nearing retirement should be encouraged to bring potential new members as guests to sub-council meetings. F. New Business F.1.03.15 New Exemption from PWHT for P1 Material Djordje Srnic reported on the one significant change regarding Post Weld Heat Treatment (PWHT) and more questions from industry have been raised since it was published. Even though ABSA follows proposed code changes closely, this change was not being tracked as it was the result of synchronizing piping code books. An overview was provided on the challenges relative to the exemption and that the limitation on the using the exemption in the Code book is in very fine print that could be missed. Owners and inspectors will need to be educated on this. It was recognized there is a need to discuss how to manage this before the new standard is adopted for use in Alberta as this will affect everyone. It was suggested that an information bulletin to be drafted to inform industry about this big change or additional controls could be put in place when adopting this standard for use in Alberta. It was questioned and clarified that if this was deemed a major safety issue, the sub-council could recommend the adoption of the new Standard without this provision. An in depth discussion was held regarding controlled weld deposition and it is believed this new provision is not a safe practice and not appropriate considering public safety. Disappointment was expressed regarding ASME and this change not being well communicated in advance and this does not allow a lot of time to be prepared for the change. It was reiterated that the sub-council needs to consider what the safety practice should be for Alberta. It was further recognized that a lot of portable equipment (skids) that include pressure piping are manufactured outside of Alberta and North America and these new rules could be used without the Alberta owner being aware. After thorough consideration of the issue, the following decisions were made: David Miller / Jim Weiss moved to request that ABSA issue an Information Bulletin to caution regarding the code being available but not in force for use in Alberta at this time; CARRIED with no opposition The PESR Codes & Standards, Design Registration and Shop Inspections Working Group will meet in June or July to further discuss the issues in order to provide enough time to provide recommendations at the September 2015 meeting. [Roux/ Ghobrial] It was suggested that the working group consider recommending the requirement of the submission of new welding procedures when not doing PWHT and then require more controls within the welder procedures. F.2.03.15 New NDE Personnel Certification & Qualification Requirements An overview was provided of another big change within B31.3 regarding NDE personnel qualifications and certification. A table has been developed comparing the 2012 and 2014 versions. During an in depth discussion of some of the changes, it was recognized that this will primarily affect new fabrication. However, with a great deal of unknowns, it was recommended that this be referred to the PESR In-service Inspections and Integrity Management Working Group for further discussion and recommendation back to the subcouncil. [Wolff] It was recommended that ABSA issue an article in the next Pressure News relative to the application of the new NDE Personnel Certification & Qualification requirements in Alberta. [Poehlmann] F.3.03.15 Review of AB512 Jim Weiss reported that he has reviewed AB512 and expressed concern regarding some AB documents being guidelines while others are mandatory requirements. It was questioned what authority ABSA has to make new requirements outside of regulation. It was clarified that while the documents are developed and published by ABSA, it is the Administrator and not ABSA that establishes the AB-500 documents as requirements. It was further clarified that throughout regulation there are many references to being acceptable to the Administrator. These mandatory requirements are basically stating that if these requirements are followed, it would be considered acceptable to the Administrator. It was also clarified that there is always the opportunity to propose a different process or document to the Administrator for consideration on a case-by-case basis. According to Section 42 of the PESR, the Administrator has right to request an integrity assessment program to be developed and maintained by the owner. When the owner of pressure equipment is requested to submit integrity assessment records to the Administrator, the records must be submitted in a form acceptable to the Administrator, and the integrity assessment records must be acceptable to the Administrator. It was recognized that document AB-512 specifies requirements and guidelines that help industry to prepare and maintain integrity assessment programs acceptable to the Administrator... Jim Weis was satisfied with the explanation and this issue was considered closed. F.4.03.15 SCC AGM Name Change The Council was thanked for getting this proposed Bylaw change added to the 2015 AGM. It was reported the proposed change was approved and this sub-council is now known as the Pressure Equipment Sub-Council (PESC). F.5.03.15 In-Camera Session An in-camera session was held at 2:10 pm and all non-council members left the meeting. The meeting reconvened at 3:00 pm. G. Standing Agenda Items (a) Pressure Welders Working Group An overview was provided of the topics under discussion: Meeting held last month to review the tack welder and challenges identified in Regulation for certain trades to take the Tack Welder certification Feedback has been received from fabricators that this limits the development of their staff A recommendation was brought forward to the sub-council for consideration Concerns were expressed that there may be no metallurgical training for certain trades. It was noted that the syllabus does not state the order of training, classroom, etc. It is believed it is more important to focus on the skill. The Technical Advisor reported that he has reviewed various curriculums. Each welder takes metallurgical training very specific and pertinent to their trade. It was further reported that the welding procedure will provide all information needed for the entire welding process. Members were also reminded that this is only for eligibility to challenge the test and apprentices would still need to pass the tack welder s test. No recommendations are being brought forward to change the test requirements. Reference was made to the two Information Bulletins one for temporary tack welds and one for permanent tack welds which includes all requirements for testing. Izak Roux / Dr. Magdi Ghobrial moved that tack welders eligibility to challenge skills test and become certified tack welders for those trades listed in the regulations, apprentices may apply as long as their employer can certify that they have at least 40 hours practical training in the process to be used in the skills test, excluding classroom training; CARRIED with 2 in opposition. The PESC recommends to the Administrator to issue a province wide variance to allow these apprentices to apply to challenge the tack welders skills test. [Poehlmann] The Reference Syllabus for Grade C Pressure Welders Certificate of Competency Examination was circulated for review (Handout #1). Members were asked to review for consideration of endorsement at the next meeting. [All] (b) Power Engineers Working Group An overview was provided of the topics under discussion: David Miller reported that their next meeting is scheduled for tomorrow (12 June 2015). With regard to the 7-year rule, the Administrator and Chief Inspector provided statistics and the vast majority are meeting the requirements well within the 7 years. It was recognized that the seven years period is reasonable and it should stay. (c) PESR Codes & Standards, Design Survey/Registration and New Equipment Inspection Working Group An overview was provided of the topics under discussion: Brian Lade has stepped down as the Working Group Chair and Dr. Magdi Ghobrial has taken on this new role The new Working Group Chair is just getting the group formed and working on obtaining subject-matter experts A meeting will be set up next month Anyone with further suggestions of subject-matter experts were encouraged to advise the Working Group Chair (d) PESR In-Service Inspections, Repairs & Alterations and PEIM Working Group There was nothing new to report. H. Correspondence There was no other correspondent to report. I. ABSA/Administrator Report On behalf of the Administrator/Chief Inspector, Djordje Srnic provided the following report: Accidents One reported in April and one reported in May: In April, a plant operator was burned on the hands and face by a flash fire after opening the door to a fuel gas scrubber building. The source of the fuel is suspected to be a leak from a propane pneumatic control system In May, a refrigeration service company was changing out a relief valve on an ammonia refrigeration system at an arena. The worker did not realize the valve had been improperly installed with the discharge piped into the high side of the system. When the fittings in the discharge pipe were disassembled, liquid propane escaped from the system. No one was injured. MINUTES: Pressure Equipment Sub-Council Meeting June 11, 2015 Page 7 of 12

AB-505 Risk Based Inspection Requirements - task group to review document over the summer Code Committee Activities Djordje Srnic provided the following report on code committee activities: The Annual National Board General Meeting was held in conjunction with the ASME Code Committee Week on April 26 to May 1: Openness Principle will remain in the Foreword of the standard and not move to the body of ASME QAI-1 ASME to implement desk audit of AIA s and ASME Survey Team feedback on activities of AIA s during ASME survey of Manufacturers authorization this year o These are a means of monitoring the AIA s (ABSA s) quality system Strengthening the system of having an AIA of record The 2015 edition of the ASME Boilers and Pressure Vessels Code will be released in July and will not include common rules vessels, and will not include proposed elimination of 6 inch rule. ABSA will provide Code update training to staff in September, and to stakeholders in October A new ANDE-1 (ASME Non-Destructive Examination and Quality Control Central Qualification and Certification Program NDE Personnel Certification) Standard has received American National Standards Institute (ANSI) approval and certification April 2015. This is an ASME effort to certify NDE and QC personnel o It will initially be made mandatory for nuclear work, but is expected to be introduced to non-nuclear codes o There is an opportunity for Alberta to use this standard to initiate certification of NDE examiners in advanced UT, and also quality control personnel MINUTES: Pressure Equipment Sub-Council Meeting June 11, 2015 Page 8 of 12

Proposed ASME Section XIII Code on Over Pressure Protection Concept is to have all overpressure protection requirements in one book Mike Poehlmann is on the committee ASME Task Group on U-2(g) The proposal is to introduce the certified designers for designs that include U-2(g). The initiative includes that P. Eng. or certified designer may stamp or certify the work when design includes U-2(g) rules. The more development on this proposal is expected in the future meetings, and we will keep you informed. ASME Task Group on Common Rules Work on developing common rules is in progress. This TG sill has many items to be developed and letter balloted before they are ready to be introduced in the Code. ACI TC meeting summary The following items were discussed in the meeting: Legal value of the statutory declaration for the Registration of fittings. The discussion was related to the new clause 4.5 in the B51 that allows other organizations than manufacturers to register fittings in their name. The conclusion was that Statutory Declaration will need to be completely revised to allow other organizations to register designs in their name if they have acceptable QC program. Suggestion was that QC should be replaced with QMS for the future revisions of this document. The other suggestion was that Statutory Declaration change the name to something like Quality Declarations. Reason for this is the following: Don Ehler from Nova Scotia checked with their lawyers about the legal value of Stat declarations. The lawyer s opinion was: If someone does not follow this program in other country, this will be part of the international court and Statutory Declaration may not have a strong legal value. We should consider having something as Quality declaration as their commitment to manufacture fittings in accordance with the registered design. There was a discussion about the supplementary sheet to the statutory declaration that will define the scope of registration. Po developed this table and we tested it. The group supported this proposal. We had a short discussion about engineered pressure enclosures and need to synchronize the review process where possible. The ACI/TC members would like to hear next year about the progress of this project. CSA B51 TSC on Clauses 4, 5, 8, and 11 During the CSA B51 TSC on Clause 4, 5, 8 and 11 meeting the next day, the members agreed that: Further work needs to be done on revision of Statutory Declaration and the revision of statutory declaration and addition of the supplementary page that will define the scope of registration shall go forward. Clause 8.3 should be revised to read Welded joints in a pressure piping system shall not be painted or covered until all required inspection are completed by an owner and/or authorized inspection agency as per the code of construction and the Act. This change will help Alberta because we succeeded to add the owner inspector in the text. More work needs to be done on OPPSD. More discussion will occur in the future meetings. One of the suggestions was to add new Clause 4.17 that will address OPPSD requirements and leave Clause 12 as is. MINUTES: Pressure Equipment Sub-Council Meeting June 11, 2015 Page 9 of 12

Clause 4.15.1 should be moved in Clause 8. Clause 4.15.2 to be moved in Clause 4.6.6 and new clause 8.7 to be developed that will state that piping data reports shall be in accordance with clause 4.6.6. Manufacturer s data report forms (Annex D of CSA B51) need to be updated to synchronize with the ASME code. Metro is working on this with on gentleman from TSSA. It was also discussed that CSA B51 should provide requirements for pressure equipment using LNG. One of the scenarios discussed is to propose new Part 4 in CSA B51 to address requirements for LNG. ACI/TC meetings and CSA B51 TSC on Clauses 4, 5, 8, and 11 will be in Alberta. J. Technical Coordinating Committee Update There was nothing new to report. K.
