RUSSIAN RIVER WATERSHED ASSOCIATION TECHNICAL WORKING GROUP MEETING November 13, 2018, 10:00 AM 12:00 PM Windsor Town Council Chambers 9291 Old Redwood Highway, Windsor, CA 95492 Summary Notes 1. Greetings and Introductions Andy Rodgers RRWA Colleen Hunt RRWA Fabricio Bertin RRWA Rick Seanor City of Ukiah Eric Janzen City of Cloverdale Heaven Moore City of Santa Rosa Teresa Guidino City of Santa Rosa Nick Sudano City of Santa Rosa Steve Brady City of Santa Rosa Jenifer Piccinini City of Santa Rosa Oriana Hart Permit Sonoma Curt Bates City of Healdsburg Sandy Potter Town of Windsor Elizabeth Cargay Town of Windsor Brendan Thompson NCRWQCB Adriane Garayalde RR Confluence Chuck Striplen NCRWQCB Joe Gaffney City of Sebastopol Review Agenda 2. 2019/2020 Work Plan Timeline for development and adoption Review Draft 2 o A.1.C Executive Committee Coordination - Heaven (Santa Rosa) has concerns with adding another layer to the process. Rick (Ukiah) suggests providing a written document with updates and that the most important items be highlighted in the presentation. Clarify between informational and decisional items from sub-committee meetings. In conclusion, remove Executive Committee and continue with 8 TWG meetings a year. o B.1.A Implementation of public outreach and response - Heaven (Santa Rosa) requested metrics for these events. Nick (Santa Rosa) suggested monitoring participation through tracking flyers, sign-ups, raffles, or surveys. o B.1.B. Environmental articles Add metrics including what papers the article was published and the general distribution. o B.1.C Coordination with partner agencies - Nick (Santa Rosa) pointed out that there is a possibility to add other entities to RRWA. o B.2.B Watershed map Requested to add more to interactive map. Heaven (Santa Rosa) requested metrics from the website with quantifiable aspects to track costs. Clarify/report costs like new providers or security issues.

SUMMARY NOTES: Page 2 of 4 o B.4.A. Add At the direction of the TWG/BOD. o B.4.C Quarterly meeting with Regional Board EO - Nick (Santa Rosa) asked if this should belong in the BOD section? Andy (RRWA) responded that it should stay in this section because of its relation to advocacy and the Chair and Vice Chair s insight from these meetings. Clarify in narrative of WP regarding the purpose of these meetings, who attends, and general topics discussed. o B.5.C CASQA Participation - Heaven (Santa Rosa) asked if updates will be included in the agenda Board packets? Andy (RRWA) said seems like it is directed at the TWG as the information is usually technical, so CASQA updates would not go to the Board. o B.7.A R3MP Participation - Heaven (Santa Rosa) expressed the city s concern that R3MP is not a general benefit because Santa Rosa individually participates. Santa Rosa recommends moving this project to special benefit. Members of other agencies still saw this as a general benefit. Andy (RRWA) said this will be discussed next meeting with budgets. o C.1.B Co-Permittee Collaborative Project Implementation Nick (Santa Rosa) requested to make into a one-line item going horizontal instead of adding more rows. o C.1.C LID Annual Training Heaven (Santa Rosa) suggested to have RRWA facilitate a training and have all agencies participate in providing the training content. o C.1.D Municipal Agency Stormwater Training Remove line item. o C.1.E Public Effectiveness Assessment Heaven (Santa Rosa) suggests that in formulating the questions, make sure answers will be informative to adaptive management and informing the program. It was too general in the past to have useful data. Elizabeth (Windsor) suggested mini-surveys. o C.5.A Child Outreach Plan Support Remove line item. o C.5.B Water Education Program Coordination Curt (Healdsburg) and Eric (Cloverdale) expressed interest in this item. o C.7.A Santa Rosa OWOW Contract Elizabeth (Windsor) requested metrics for this. What do they do? How often do they go out to stores? o C.11.A Administer Safe Medicine Disposal Drop-off sites Heaven (Santa Rosa) requested metrics. Include in report-outs o C.12.A Bulk Purchase Remove storm drain decals
