The motion carried. TOWN ADMONISTRATOR: Policy Review 1.A.13 Rules for Improving Efficiency of Town Meetings and Study Sessions The Town Administrator informed the policy for Town Meetings and Study Sessions will be revised and an amendment is being prepared for approval. During a Work Session, agenda items will have a time limit of 3-5 minutes and any additional time needed must be requested. The Town Administrator further notified there will be a language change from Study Session to Work Session. The Town Administrator advised the policy is not clear on who chairs the Work Session meeting and suggested the policy clearly state it should be the Town Administrator. Maryland American Water Rate Filing Update The Town Administrator notified there were some last minute changes to his written testimony regarding Maryland American Water s request for a rate increase. The changes were not substantial and the update will be sent to the Commissioners for their review. The Town Administrator advised the written testimony has been filed and reminded about the Public Service Commission public hearing is scheduled for October 22 nd, 7:00 p.m. at the Harford County Council meeting room, 212 S. Bond Street. Once the public hearing is announced by Maryland American Water, the Town will notify residents and businesses. AGENDA FOR TOWN MEETING (Monday, September 17, 2018) New Business: Purchase of Low Cab Truck The Director of Public Works reviewed the request for the purchase of the low cab truck for $65,726.00 from Fleet Services NGPA. It s cost is within budget limit. Contract for Rotunda Roof Replacement The Director of Public Works informed the Rotunda roof is leaking and needs replacing. The lowest bid is $29,000. Contract for Concrete Handicap Ramp and Curb and Gutter Replacement The Director of Public Works reviewed the concrete handicap ramp, curbing and guttering replacement contract from Imark Builders. The bid is within budget. Contract for Police Officer Uniforms and Accessories The Chief of Police and the Director of Finance are reviewing the police uniform contract for renewal. STAFFING UPDATE The Director of Administration informed of the following staffing needs: Police Officer interviews are scheduled. Parking Enforcement Monitor progressing. Part-time Dispatcher interviews pending. DPW Crew Leader pending. Procurement Officer position posted. Event staff The Director of Administration hired a temporary part-time person to cover Zumba classes and Armory events on weekends. Part-time Crossing Guard to be posted. CALENDAR The Town Administrator added the following to the Calendar of Events - September 12 th Boys and Girls Club in Bel Air - Great Futures Breakfast at 7:30 a.m. September 16 th @ the Liriodendron Arts Festival public opening 11:00 4:00. Ceremony begins at 11:30 a.m. Representative from the Governor s Office will attend. September 17 th 5:30 p.m. Harford Award by the Chamber of Commerce Ms. Robertson will attend. September 26 th Town Administrator not meeting with Chair and Vice Chair. October 1 st Greater Bel Air Community Foundation Golf Classic at Maryland Golf and Country Club. October 19 th Ribbon cutting Awakenings of Bel Air, assisted living facility, 821 Red Pump Road, 1:00 p.m. October 22 nd - Public Service Commission Public Hearing re. rate increase requested by Maryland American Water Works. Commissioner Richards inquired about the Tri-Agency meeting September 12 th. The Town Administrator will attend along with the Director of Economic Development, Ms. Robertson and the Director of Planning who will make a presentation. Commissioner Richards would like to dial into the meeting. MISCELLANEOUS Commissioners Report The Director of Finance advised there were no expenses or changes to the Commissioners Report. Hurricane Florence Update The Chief of Police informed the department is prepared to go to 12 hour shifts if needed but he has been informed that Hurricane Florence will be a glancing blow to Harford County. The Chief advised the Emergency Operations Center has also prepared for the hurricane and has schedules worked out if things escalate. The Director of Public Works stated DPW is ready for the storm but feels the rain expected will be low and the county will dodge a bullet. The Director of Public Works expects the Art Festival to go on as scheduled. The Chief informed the Dominator 5K Run is expected for Sunday. CLOSED SESSION Commissioner Einhorn moved and Commissioner Chmielewski seconded the motion to close the Work Session at 5:38 p.m. to discuss property negotiations. Ayes: Commissioners Chmielewski, Einhorn and Richards Nays: None Absent: Commissioners Burdette and Hopkins The motion carried.
