I.E. PPIs close 4 days following site visit (12/15). Can the Superintendent and SSHO be the same person so long as they have the required certifications? Can the Superintendent and CQC be the same person so long as they have the required certifications? Respectfully request an extension to after the Holiday season in order to obtain competitive pricing for the Seed Project. Would you be willing to include offerors that are 8(A) firms serviced by the SBA's Washington, D.C. District Office? Paragraph 1.3.4 states "OFFERORS MUST BE 8(A) FIRMS SERVICED BY THE SBA, RICHMOND DISTRICT OFFICE IN THE STATE OF VIRGINIA OR BE AN 8(A) FIRM THAT HAS AN APPROVED BONA FIDE OFFICE WITHIN THE RICHMOND DISTRICT OFFICE SERVICING AREA IN THE STATE OF VIRGINIA. While the Richmond District office is responsible for the delivery of SBA programs and services to 92 counties in Virginia, it excludes the counties of Arlington, Fairfax and Loudoun, and cities of Alexandria, Fairfax and Falls Church, which are served by SBA's Washington, D.C. District Office. By restricting the offerors to 8(A) firms serviced by the SBA, Richmond District it seems to unfairly exclude the qualified 8(A) firms within NAVFAC Mid-Atlantic Area of Responsibility that also service the Hampton Roads IPT area of responsibility. Is the glazing for this project to meet the blast resistance requirements as outlined by UFC 4-010-01? If so a Bid Per RFP Bid Per RFP

Without this information pricing can not be determined for the glazing, storefront systems,etc. Sheet AD101, note 14, indicates 4 sections to trench/cut and remove slab for electrical and plumbing. However, none of these 4 areas would provide trench/cut/slab removal to remove and replace UGE conduit from the existing UG fuel storage tanks to rooms 106 and 112 as shown on ES101 and ES102. Please revise drawing AD101 to show areas requiring trench/cut/slab removal for the required UGE work. Please provide equipment cut sheets and points of contact for all GFGI or GFCI equipment on Sheet Q-101 requiring MEP rough-ins for GI equip. or equipment installations/ri's for CI equipment so specific material sizes/requirements and installation can be determined. When we contacted Bill Mitchell of Hussman per note 3 of the drawing, he indicated, as shown by the equipment schedule that the only product associated with Hussman that he could provide info for is the item #19 reach-in storage. Pricing for any work requirement for all equipment on Q-101 cannot be determined without this information being provided We would like to request the government to consider postponing the bid due date until at least January 5, 2018. Per this requirment, questions are due no later than 12/8/17, 14 days prior to the bid date. Please confirm the government will accept questions generated from the pre proposal site vist scheduled on 12/11/17. Per the Solicitaion The PPI Cut-off is 14 calendar days prior to the submission due date. The site visit for the seed project was just scheduled for Dec 11th which is after the current PPI cutoff. Please advise if a new PPI cutoff will be established to allow for submission of questions on the seed project discovered during the site visit. Bid Per RFP

Since the current closing date is 12/22, that would make all PPI's due no later than 12/8. Since the Site Visit was just scheduled on 12/4 and will not occur until 12/11, three days after the 12/8 cutoff date, we request that the PPI cutoff date be extended until at least 12/18. door 120A - storage room - remarks note 3 indicates door to be rated STC55. The UFC says STC is not required on rooms 'not normally occupied'. A storeroom would fit that classification. The door supplier states that an STC55 is grossly excessive for this type of application and that it will cost several thousand dollars instead of a few hundred. Even if the room has some mechanical items in it, a door seal and a automatic door bottom would be more than sufficient in that application. In an effort to save time and money, would the government want to change the STC requirements for this door and hardware applications based on the supplier recommendations? Door 120A - storage room, requires STC55. The UFC says STC is not required for rooms 'not normally occupied'. A storeroom should fit that classification. Creating an opening with STC55 will cost several thousand dollars instead of a few hundred. Please confim Door 120A will not need to have an STC55 rating. The RFP states "Projects submitted shall have been completed within the past five (5) years of the date of issuance of this RFP." Would the government consider a project that is very relevant and substantially complete (around 90%) by the proposal submittal date, as long as it demonstrates the contractors ability to successfully perform all stages of the work? The RFP states "All inquiries must be submitted in writing and received by the Contract Specialist fourteen calendar days prior to the solicitation closing date in order to permit adequate time to reply to the inquiry". 14 days before the inquiry would be December 8th, before the site visit being held on the 11th.

Page 6 of 6 28 14-15 of 49 5.3 Pre- Proposal Inquiries Will the Government provide an extension to the PPI log/inquiries until after the site visit is complete? Amendment 0001 set the site visit for the seed project as 12/11/17. The RFP sets the due date for Pre-proposal Inquiries as 12/18 (14 days before solicitation due date). The site visit will more than likely generate PPI that will need to be answered. Will the Government extend the PPI due date to at least 5 days before the solicitation due date?
