1 PUBLIC HEARING As per the Terms of Reference (ToR) for EIA study vide J-11011/109/2015-IA II (I) dated 13 th July, 2015, public hearing has been requisitioned under paragraph 7 (ii) of the EIA notification 2006. Public hearing was conducted district-wise (5 districts) for 50 exploratory wells in nine PML blocks across Tripura between 21 st October to 28 th October 2016. The people were notified of the meeting through a public notice in vernacular language (Bengali) were issued on 21.09.2016 in four (04) daily regional newspaper viz. Dainik Sambad, Syandan, Aajkal Daily Desher Katha. Apart from this, English version of the dais notice was also published in the Telegraph on 23.09.2016 (Annex 1.1). Suggestions, comments, views and objections of the public on environmental issues about the project were invited through the notice. No written suggestion/ comments/ view / objection were received. The key issues that arose across five districts have been summarized below: Environmental pollutions associated with drilling; Land acquisition process and compensation for land; Site restoration process and hand over the land; Funds for development of schools, roads, street light, etc. At the end, as declared by each District Head representative, it could be said that stakeholders had no objection to the project activities. The concise report of the Public Hearing conducted in different districts is given in Table 7.10-76.14 and the Resolution and Minutes of the Minutes and attendance record in detail is given in Annex 1.2 A-E. 1.1.1 Public Hearing: South Tripura District Public hearing (PH) was held on 21 st October 2016 at Kalachara Community Hall South Tripura District. This was held to gather opinion of the local people for proposed drilling of 10 exploratory wells that lies in West Tripura PML Block (6 wells), Tulamura (1 well) and Gojalia (5 wells) in South Tripura District. N/A 1.1.2 Public Hearing: West Tripura District Public hearing (PH) was held on 24 th October 2016 at Indranagar West Tripura District. This was held to gather opinion of the local people for proposed drilling of 15 exploratory wells that lies in West Tripura PML Block (3 wells), Kunjaban (7 wells), Agartala Dome Extension II (4 wells) and Agartala Dome Extension III (1 well) in West Tripura District. ONGC response to the Public Hearing Improved noise control measures will be utilised to minimise the impact. ONGC assured full assistance to solve the problem. Shri Sukanta Deb from Indranagar enquired about water possibility of water pollutionfrom leakage of drilling waste water. It was explained that under current practice, HDPE liner system has been used in the waste pit to prevent the contamination of waste pit. Yes Using HDPE liner for minimizing water pollution and seepage from drill sites is already in practice. 1.1.3 Public Hearing: Gomati District Public hearing (PH) was held on 26 th October 2016 at Hirapur Gomati District. This was held to gather opinion of the local people for proposed drilling of 11 exploratory wells that lies in West Tripura PML Block (7 wells), Sundalbari Agartala Dome (1 well), Tulamura (1 well) and Tulamura -Additional (2 wells) in Gomati District. The issues raised during this PH are presented in following table. 3

ONGC response to the Public Hearing Dr. Mihir Das, Scientist-C, TSPCB explained the effect of drilling on environment and livestock. The land acquisition process of ONGC also explained. Mostly taking of lease basis, the compensation of the land is decided by the Govt. Shri Sudhangshu Sarkar, Senior Dy. Magistrate, Gomati eleboarte the land acquision procedure in Tripura and role of district administration. The compensation policy adopted for the project was explained. The safety precausions being adopted these days for drilling program. ONGC is following the existing rules and regulations related to compensation. This was held to gather opinion of the local people for proposed drilling of 11 exploratory wells that lies in West Tripura PML Block 4

(1 well), Sundalbari Agartala Dome (5 wells), Agartala Dome Extension III (2 wells) and Manikyanagar (3 wells) in Sepahijala District. It was informed that land acquisition policy and rate of compensation is approved by the Government of Tripura and payments are also made through Distrct Adminstration. ONGC will restore the drill sites as per norms and would hand over the land in original condition. Shri Manoranjan Debbarma, Social Worker, Khowai pointed out the problem of excessive iron content in drinking water in the area and requested ONGC for assistance in this regard. Regarding time frame it is elaborated that initially thae land would be acquired on temporary basis for three yers; and after drilling, in case of commercial gas discovery, land would be acquired on permanent basis, otherwise would be returned after site restorartion. ONGC representative suggested applying for required facilities under CSR scheme to Asset Manager, Tripura Asset. Till date, any proposals for CSR activities from the respective villagers are awaited. Public Hearing at Sepahijala District Public Hearing at Khowai District Corporate Social Responsibility From inception of its activities ONGC has taken up various CSR initiatives in and around ONGC's operational areas for the benefit of the residents as per the CSR Act and Rules, Govt. of India. The broad areas to be focused under the CSR plan based on the public consultation would include; Health - arranging mobile health camps including eye camps, School health programmes which includes free dental awareness examination camps and free check-ups of the students; universal immunization programme etc. Education - Providing financial assistance to institutions towards purchasing of furniture and required amenities to school, libraries, auditoriums, teacher's common room etc. Funding for sports, cultural events etc. Infrastructures such as road and drinking water provision A brief summary of CSR initiatives undertaken recently by ONGC Tripura Asset, Agartala is provided in Table 1.9.
