SPECIAL CITY COUNCIL MEETING MINUTES APRIL 28, 2014 Call to Order: Mayor Dingler called the Special City Council Meeting to order at 5:30 p.m., at the Ocean Shores Convention Center. The recorded meeting may be accessed on the City website or viewed on cable Channel 68 Tuesday and Friday at 7:00 p.m. Elected Officials present: Mayor Dingler and Councilmembers Lynn, Schroeder, Overton, Hill, Farra, and Broadbent. Elected Officials absent: Councilmember Scott City Staff present: Police Chief Mike Styner, Finance Director Steve Ensley, Public Works Director Nick Bird, City Planner Alicia Bridges and City Clerk Rachel Carl. Council Business: Ordinance: RV Camping An Ordinance of the City Council of the City of Ocean Shores, Washington, amending Ocean Shores Municipal Code Title 15 Buildings and Construction, Chapter 15.12 Temporary Housing at Sections 15.12.010 Recreational Vehicle Defined, 15.12.020 Use as Living Quarters Conditions, 15.12.030 Use as Living Quarters During Construction, 15.12.040 Violation-Penalties, and adding Section 15.12.025 Recreational Vehicle Use as Temporary Living Quarters on a Developed Lot-Conditions, and amending Title 17 Zoning, at Chapter 17.16 R-1 Zone-Single Family Residential, Section 17.16.020 Permitted Uses, and at Chapter 17.50 Miscellaneous Provisions, Section 17.50.055 Transient Rentals. City Planner Alicia Bridges gave the second reading of the Ordinance. Council questioned the amendments to Section 17.05.055 and Item E of Section 15.12.025. The motion passed with five yes votes and one no vote by Councilmember Hill. Resolution: Surplus Composting Equipment A Resolution of the City Council of the City of Ocean Shores, Washington, declaring certain utility property to be surplus to the City s needs. Nick Bird presented the Resolution. Council questioned the current process for the sludge; the estimated value of the equipment; and alternatives for disposing of the sludge. A Request for the City Council of the City of Ocean Shores, Washington, to authorize the Mayor to sign a Service Provider Agreement with AHBL, Inc. to update the City s Shoreline Master Plan as mandated by the State. Mayor Dingler presented the request. Council questioned two typos and spelling out the name of the business in the agreement. The motion passed unanimously. Request: Amendment No. 1 to Agreement for Non-Exclusive Temporary Use of City Real Property A Request for the City Council of the City of Ocean Shores, Washington, to approve Amendment No. 1 to the Agreement for Non-Exclusive Temporary Use of City Real Property with Dr. Charles Morgan, dba Honey Pearl Ranch. Approval of Payroll Warrants #702701 through #702724 (plus 68 ACH checks) in the amount of $162,278.82 dated the 17th day of April 2014. 5. Approval of Accounts Payable Warrant #800620 in the amount of $9,866.20 dated the 15th day of April 2014. A Public Hearing before the City Council of the City of Ocean Shores, Washington to receive public comment on the proposed private sale of surplus composting equipment, originally acquired for the sewer utility, to another governmental entity. Mayor Dingler recessed the Regular City Council Meeting and convened the Public Hearing at 6:02 p.m. Public Works Director Nick Bird gave a brief presentation on the sale of the surplus composting equipment. Mayor Dingler adjourned the Public Hearing and reconvened the Regular City Council Meeting at 6:04 p.m. Resolution: Sale of Surplus Composting Equipment A Resolution of the City Council of the City of Ocean Shores, Washington, approving a private sale of surplus property in accordance with the provisions of RCW 39.33.010. Nick Bird presented the Resolution. Council questioned how the purchaser was found and where the $20,000 will go. Recording #00:09:26 - Councilmember Overton made a motion that we adopt this Resolution that allows for the sale/surplus of the solid composting equipment to Clallam Bay Corrections Center. Councilmember Schroeder seconded the motion. The motion passed unanimously. Council Report: Mayor s Report: Future Agenda Items: There were no Council reports. Mayor Dingler reported attending the Westport Crab Races; Spring Clean-up was held last week; Planning Commission held a public hearing on retail marijuana; attended the Public Facilities Districts annual meeting at the Convention Center; spoke at two hospitality training sessions; and Fire Chief interviews will be held tomorrow.
