Scope and Content The materials in FOIA are a selective, not necessarily all inclusive, body of documents 1

responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA contains material related primarily to correspondence made between various interest groups and Sara DeCamp, Assistant Director at the White House Office of Public Liaison. These selected White House Staff and Office Files relate exclusively to requests made by various interest groups to the White House Office of Public Liaison for presidential messages from President Bush for various awardees related to several different interest groups. Materials include biographies, correspondence letters between various White House offices, letters from various interest groups requesting a presidential message, drafts and acknowledgement letters (presidential messages) on behalf of President Bush that were distributed by the Office of Presidential Messages, memorandum, notes, fax cover sheets, newsletters and brochures, press releases, and newspaper clippings. The newspaper clippings, brochures, and press releases are usually related to the individual interest groups and were provided in their individual requests for a Presidential Message and were thought necessary for providing background information to the White House staff. Interest groups also sometimes included past presidential messages to show that they had previous presidential support in their effort to secure a new presidential message. Biographies are also sometimes included within an interest groups request for a presidential message and provide mostly non-sensitive background information about the person being recognized or awarded. White House office correspondence is primarily made between the Office of Public Liaison and Office of Presidential Messages requesting that a presidential message be drafted for an organization on behalf of President Bush. System of Arrangement Records that are responsive to this FOIA request were found in one collection area Bush Presidential Records. As policy, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
