INTERNATIONAL ANNUAL CONFERENCE ON INTEGRITY - CAII 2018 Corruption, Good Governance & Democracy: Standards in Public Life? Dr Paul Flather (Lima, Peru 6 and 7 December 2018)
Corrupt political elites in the developing world, working hand-in-hand with greedy business people and unscrupulous investors, are putting private gain before the welfare of citizens and the economic development of their countries. We are seeing the plundering of the earth and its people in an unsustainable way. (2002) Peter Eigen Founding Chairman Transparency International 2
Corruption continues to deny the poor, the marginalised and the least educated members of every society, the social, economic and political benefits that s should properly accrue to the them, benefits that are taken for granted in societies that have managed to shake off the yoke of corruption. (2002) Tunku Abdul Aziz Vice-Chairman Transparency International 3
Public corruption Public corruption occurs when person (A) is in a position of office in Government or politics (i.e. in a position of trust ), breaks a rule or norm (B) and there by provides gain or profit to himself or a third party (C). We have to set clear guidelines (B) and enforceable legal sanctions to punish (A) and (C) so that they lose status or assets or opportunities. 4
