Minutes of the Regular Meeting of the Township Council of the Township of East Hanover held on Monday, August 5, 2013 at 7:00 P.M. in the Municipal Building, 411 Ridgedale Avenue, East Hanover, New Jersey. The Mayor called the meeting to order. Present: Councilmen Peluso, DeMaio, Martorelli, Council President Jandoli, and Mayor Also Present: Joseph Tempesta, Jr., Administrator Matthew O Donnell, Township Attorney Kenneth Huelbig, Chief Financial Officer Paula A. Massaro, Township Clerk The Mayor led the Pledge of Allegiance and Councilman Martorelli gave the Invocation. The Mayor read the Public Announcement in which he stated that the meeting had been advertised, the press notified, and the notice posted on the bulletin board in the Municipal Building. Adoptions of Minutes: July 1, 2013 Motion by Councilman DeMaio, seconded by Councilman Martorelli to adopt the said minutes. Dr. Joseph Ricca, outgoing Superintendent of Schools, gave a brief overview of the upcoming 2013-2014 academic school year as well as athletics and other extracurricular activities. He said that the Board of Education would soon announce his replacement and were ready for the transition. Dr. Ricca said that East Hanover was a great community and he was proud to have had the opportunity to work with the Mayor and Council. Also, he thanked them for being part of this family and for always providing continued support to our children and schools over the years. In closing, Dr. Ricca expressed his appreciation and said that he was a better person for having been part of East Hanover Township s Public School System.. Mayor extended accolades to Dr. Ricca for his excellence, support, leadership, and dedication through the years as Superintendent of Schools and genuinely thanked him for setting the ground work for our local school system. The Mayor wished him well in his new endeavor. It was clearly evident that the Mayor and Council, Township staff, and public in attendance would greatly miss Dr. Ricca. PRESENTATION: Matthew Olds of AstroTurf

Matthew Olds, representative of AstroTurf, a manufacturer of synthetic athletic fields came before the Council to introduce a program for the installation of athletic turf fields at Lurker Park. Essentially, this Partnership Development Program used privately funded money through the sponsorship of local businesses with the intent of not utilizing any taxpayer dollars. Mr. Olds stated that AstroTurf successfully installed their first field in New Jersey launching this program and gave an overview of the installation process. Mr. Olds was confident that East Hanover would be able to fund this project through local business sponsorships. Lastly, he addressed any questions or concerns raised by the Council. The following residents commented: OLD BUSINESS: None PUBLIC INPUT: Albert Farese, 53 Surrey Lane Mark Curcio, 13 Troy Road Mary Farrell, 39 Eberhardt Road The following residents of Tiffany Drive voiced their concerns regarding the dangerous speeding conditions in their neighborhood. Suggested was the installation of speed bumps, which would reduce the speed and make the street safer. 1) Christine DiBrienza, 59 Tiffany Drive 2) Jerry Corsi, 62 Tiffany Drive 3) John Palfrey, 70 Tiffany Drive Mayor stated that placing speed bumps on a street necessitated a timeconsuming process, which also required approval from a certain percentage of the homeowners. Before proceeding in this matter, the Mayor suggested that a flashing sign showing the speed limit be positioned in the neighborhood, and if that was not successful, a police officer would be at the location to ticket any violators. input. Motion by Councilman DeMaio, seconded by Councilman Martorelli to close public COUNCIL INPUT: 2 08/05/13

Councilman Peluso announced that the summer concerts would be extended one week. He requested to go into closed session regarding Atlantic Health. Councilman DeMaio thanked the Recreation Department and the Department of Public Works for all their work attributed to a successful concert series. Councilman Martorelli congratulated the East Hanover 9 10 year old baseball league that won the New Jersey District 1 Championship. He reminded everyone that school would be opening shortly and to be cautious in driving, especially on Ridgedale Avenue. Council President Jandoli congratulated the East Hanover Hurricane s Swim Team on a successful season. Mayor was pleased to announce that milling and paving would commence on Ridgedale Avenue soon and was expected to be complete prior to school opening. In the matter of the Melanie Lane Bridge, the Mayor explained once again that the bridge would remain closed until the federal government allocated $1 million for repairs. He further said that maintenance and repairs to the bridge have been neglected for some forty years, and he was now correcting the problem. The Mayor and Council had attempted to bond for the bridge, but due to the red tape involved, the township would lose $1 million. The Mayor was adamant that he would not correct the situation at an additional cost to the taxpayers, which would be ludicrous and irresponsible. Hopefully, once the funding was received, a projected date for reopening of the bridge would be about September 2014. CONSENT AGENDA: Matters listed within the Consent Agenda have been referred to members of the Township Council for reading and study, are considered to be routine, and will be enacted by one motion of the Township Council with no separate discussion. Motion by Councilman DeMaio, seconded by Councilman Martorelli to adopt the aforementioned resolutions. COMMUNICATIONS & DISCUSSION ITEMS: None NEW BUSINESS: Introduction: Ordinance No. 5-2013 ~ Refunding Bond Ordinance Appropriating $1,815,000 Providing for Tax Refunding Payments of Amounts Owing to Property Owners The Clerk announced that she had Ordinance No. 5-2013, entitled REFUNDING BOND ORDINANCE PROVIDING FOR TAX REFUNDING PAYMENTS OF AMOUNTS OWING TO PROPERTY OWNERS IN THE TOWNSHIP OF EAST HANOVER AND APPROPRIATING $1,815,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,545,000 REFUNDING BONDS OR NOTES OF THE TOWNSHIP FOR FINANCING THE COST THEREOF IN AND BY THE TOWNSHIP OF EAST HANOVER, IN THE COUNTY OF MORRIS, NEW JERSEY. Motion by Council President Jandoli, seconded by Councilman DeMaio that Ordinance No. 5-2013 be introduced by title, adopted on first reading, placed on file in the Clerk s office, and set down for public hearing on September 9, 2013. The Mayor stated the ordinance would be published according to law. Introduction: Ordinance No. 6-2013 ~ Amend and Supplement Chapter 79, Fees and Licenses (Police Department) The Clerk announced that she had Ordinance No. 6-2013, entitled AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 79, FEES AND LICENSES, SECTION 79-11, FEES UNDER CHAPTER 132, STREETS AND SIDEWALKS, OF THE CODE OF THE TOWNSHIP OF EAST HANOVER. Motion by Council President Jandoli, seconded by Councilman Martorelli that Ordinance No. 6-2013 be introduced by title, adopted on first reading, placed on file in the Clerk s office, and set down for public hearing on September 9, 2013. 4 08/05/13
