President Lenz opened the floor for public comment regarding the Closed Session agenda. No comments were offered. Principal Scott Tatum welcomed the Board to Lincoln Elementary School and introduced the Lincoln Elementary staff in attendance. 2. COMMUNICATIONS 2.01 Recognition of Reclassified English Learners Superintendent Uslan reviewed the District's criteria to reclassify our English learners as fluent English proficient. Students who are reclassified have worked hard to be successful in learning English as well as performing well in their academic studies. Superintendent Uslan then presented the 2012-13 advancing students for recognition by the Governing Board. One hundred and one students qualified for this honor.
2.02 Recognition of Science Olympiad Teams The Governing Board and Superintendent Uslan congratulated the Science Olympiad teams from the following schools: Lincoln High School (gr. 9-12) Sierra Middle School (gr. 7-8) Colonial Heights School (gr. 4-6) Mable Barron School (gr. 4-6) Brookside School (gr. 4-6) Lincoln High and Sierra Middle schools competed on the county level in early March. This was Lincoln High School's first foray in this competition, and they placed second countywide! Sierra Middle School has established a strong reputation in this competition. Their team also placed second. Both schools will send teams to the NorCal Science Olympiad Finals on April 13. Their achievements are even more remarkable when one considers that this is a purely extracurricular activity for Lincoln students. The 4-6 teams competed against fifty teams countywide on Saturday, March 23, and each team performed admirably. Brookside School placed first and second, with only 3 points separating the teams. These teams could not have participated in these events without the support of their coaches and parent volunteers. The Governing Board and Superintendent Uslan expressed their gratitude to each of them for their personal commitment of time and talent. 2.03 Recognition of San Joaquin County Science Fair Award Winners The Governing Board and Superintendent Uslan congratulated four middle and high school students who placed at the San Joaquin County Science Fair. These students will now advance to the state and possibly the national levels, competing for additional scholarships at each level. Students did research and supported their research by experimentation as shown in their science fair projects, recorded and analyzed data in their journals and have been able to graph this data, as well as argue a conclusion based on their findings. Principals Asplund and Holmerud presented Minali Prasad, Elliott Stenzler, Srikant Sagireddy and Gianna Chien for recognition by the Board. 2.04 Reception for Honorees President Lenz asked Board members, administrators, and the audience to stand and congratulate tonight's honorees with applause. Mrs. Lenz then called for a break to allow the Board and guests to enjoy refreshments and to celebrate with the honorees at a reception in the Lincoln Elementary courtyard. 2.05 Trustee and Superintendent Reports Board members reported on sub- committee meetings, events, or activities they have attended since the last regular Board meeting. 3. PUBLIC COMMENT Teacher Bruce Roberson expressed his appreciation for the Board s leadership, and asked the Board to reconsider their decision to limit public discussion of closed session items to Public Comment on the Closed Session Agenda. 9. PUBLIC HEARING 9.01 California School Employees Association's Initial Contract Proposal to the District The California School Employees Association had submitted an initial contract proposal to the Lincoln Unified School District. The purpose of this public hearing was to provide the public an opportunity to express itself regarding California School Employees Associations's proposal. This public hearing was held in compliance with Government Code Section 3547 (a). President Lenz opened the hearing. As no comments were offered, she subsequently closed the hearing. 10. PRESIDENT'S REPORT 10.01 President's Report President Lenz announced that, by a 5-0 vote, the Governing Board ratified a special education paraprofessional position for 5- hours per day, and by a 5-0 vote, took action to approve an unpaid leave for classified employee for the remainder of the 2012-13 school year.
10.02 Gift Report Accepted as presented The individuals and companies listed on this month s report generously donated a total of $6,936.82 to Lincoln Unified's schools and programs. Motion Second Ayes Noes Abstain Absent Ruhstaller Bestolarides 5 0 11.02 Change in Regular Governing Board Meeting Schedule Adopted as presented By the following vote, the Board changed the meeting of the Governing Board originally scheduled for December 11, 2013, to December 18, 2013, and adopted the revised Board calendar. Ruhstaller Solari 5 0 Yes 11.03 California Voters Rights Act The Lincoln Unified School District is the only school district in Stockton with at- large voting for school board trustees. The California Legislature enacted the California Voting Rights Act (CVRA) in 2001. This legislation makes all at- large election systems in California for cities, school districts and special districts vulnerable to legal attack. The County Committee for School District Organization has expressed interest in moving Lincoln Unified School District to five trustee voting areas rather than one at- large area. Lincoln staff members also see the need to discuss this possible transition; however, the County Committee for School District Organization ultimately has the power to make the final decision on this matter. The District's legal counsel drafted a map that divides the District into five trustee voting areas that satisfy the requirements of the CVRA, including balance by total number of registered voters and balance by race of registered voters. A purposeful intent in the design of this draft map includes establishing boundaries that follow natural geographical breaks, if possible. The County Committee for School District Organization has targeted May 22, 2013, to hold a public hearing in Lincoln Unified School District on trustee voting areas. The Board and the public discussed this issue during the February 27, 2013, regular meeting. The Board established three additional meetings (March 13, March 27, April 17) for public and Board input regarding potential trustee voting areas, and a fourth meeting (May 8) as the date for the Governing Board s decision. Tonight was the second of those meetings. President Lenz opened the floor for public comment regarding this issue. No comments were offered.
12. EDUCATION SERVICES REPORT 5.01 Consultant Requests Moved to the Education Services Report at the request of President Lenz President Lenz had questions regarding Zoo Camp. By the following vote, the Board approved the consultant request as presented. Bestolarides Small 5 0 Yes 12.01 Extended School Year Program Information only; no action required Associate Superintendent Kelly Dextraze updated the Board regarding plans for the 2013 extended year program. 7. BUSINESS SERVICES REPORT (Moved from the Consent Agenda) 7.01 Request for Proposals for Portable Radio System Moved to the Business Services Report at the request of Vice President Ruhstaller On January 1, 2013, new Federal Communications Commission regulations went into effect regarding the frequencies of our portable radios. Many of our current radios are not compliant with the new FCC regulations. District Administration sought authorization to request proposals to purchase a new portable radio system that would meet the new guidelines. The cost is estimated to be approximately $75,000. This purchase will be funded with Developer Fees and Deferred Maintenance funds. District Administration will bring back the proposals at the conclusion of the RFP process for the Governing Board's approval. By the following vote, the Board granted authorization to request proposals to purchase a new portable radio system. Ruhstaller Solari 5 0 Yes 7.03 Printer, ipad and Apple TV Order Moved to the Business Services Report at the request of Vice President Ruhstaller On October 10, 2012, the Governing Board approved the purchase of 841 Apple computers using Measure A funds. Following that meeting, the District also purchased 12 Dell computers and 4 sets of graphing calculators using Measure A funds. Virtually all computers have been installed at our school sites. Tonight, District Administration presented the printer, ipad and Apple TV order for the Governing Board's approval. This purchase contains 48 printers, 96 ipads and 59 Apple TV s for a total of $95,763, and will complete the Measure A funding allocated for computer purchases. Four teachers spoke in support of more technology and technology training: one primary teacher, Bruce Roberson, Janet Olmstead and Christie Herriage. By the following vote, the Board approved the purchase of printers, ipads and Apple TV's as presented. To- Cowell Solari 5 0 Yes At 10:06 PM, President Lenz announced that the Board would reconvene in closed session to conference with legal counsel regarding existing litigation; and discuss a public employee evaluation.
At 10:51 PM, the Board returned to open session. President Lenz reported that the Governing Board took no reportable action during the second portion of closed session. 13. INFORMATION 13.01 President Lenz announced that the next regular meeting be held on April 17, 2013, at Colonial Heights School, 8135 Balboa Pl. 14. ADJOURNMENT There being no further business to discuss, President Lenz adjourned the meeting at 10:55 PM.
