No. 5, 2008 W orld Econom ics and Politics Abstracts Ten Fea tures of Ch ina s D iplomacy in a Reform Era W ang Y izhou( 6) After three decades of reform and opening up, China s dip lomacy was gradually shown as the following nine fea2 tures: 1. combination among three needs ( development, sovereigngy, and responsibility) ; 2. a low2p rofile at in2 ternational stage; 3. moderate appeal for reform on international regimes; 4. tuions in charge of international affairs; 5. Worldas both strategy and notion in form ing; 7. a multip le comp lex of internal insti2 a balanced position among different contries and blocs; 6. Hamonious renewed p rincip le on non2intervention; 8. putting peop le first thinking as a new conduct code; 9. continunity and innovation in policy2making; and 10. gradual and orderly dip2 lomatic transformation. A ll of these features p resent the great achievement in China s foreign affairs and open up a new door for IR studies in this country. D iscourse a s ( In) secur ity Practice: Theory and Rhetor ic ofax is of Ev il L iu Y ongtao( 19) Takingspeech acttheory as its starting point, the article reconsiders sources of ( in) security culture, and argues that discourse itself as social acts can be a source of ( in) security culture. Treating language as a major unit of ana2 lysis in the politics of security is to go beyond the conventional view that external material factors are taken as sources of ( in) security culture. Politics of ( in) security, seem inglyobjectiveandnatural, is in fact the p ro2 duct socially and discursively constructed and interp reted by nation2states. D iscourse as social p ractice, in turn, can give rise to hostility and conflicts between nation2states. The study of Bush Adm inistration s rhetoric ofaxis of evilshows that there has been a causal relationship between the imp roper use of language and the creation of ten2 sions among the nation2states.
