Overview 3
Provides functionality States have sought for many years - to achieve the goal of One Driver - One License for all drivers Allows a State to determine if an applicant has a DL or ID card in another state Allows all States to enforce their own laws, rules, regulations and policies Improves Driver License Compact compliance Automates the manual surrender & driver record history process 4
S2S vs. CDLIS Technical capabilities are very similar Governance is very different CDLIS Federal requirements Mandatory for all states FMCSA monitors compliance S2S State-based requirements Mandatory for REAL ID State-based compliance 5
Goal CDLIS Limit a commercial driver to one driver history record and one CDL S2S Limit a person to one driver s license Limit a person to one Real ID card Pointers One, and only one, pointer for every commercial driver One, and only one, pointer for every driver s license One, and only one, pointer for every Real ID card Notes A person can have more than one pointer, e.g. multiple pointers for non-real ID identification cards Reporting of non-cdl convictions is out of scope Exchange of non-cdl convictions is possible but not regulated 6
Goal Pointers Notes CDLIS Limit a commercial driver to one driver history record and one CDL One, and only one, pointer for every commercial driver S2S Limit a person to one driver s license Limit a person to one Real ID card One, and only one, pointer for every driver s license One, and only one, pointer for every Real ID card A person can have more than one pointer, e.g. multiple pointers for non-real ID identification cards Reporting of non-cdl convictions is out of scope Exchange of non-cdl convictions is possible but not regulated 7

Duplicate Resolution 18
Potential Duplicates If two pointers are similar enough when comparing the Name, Date of Birth and Partial SSN, they are considered Potential Duplicates Central Site keeps track of Potential Duplicates MPR 1 MPR 2 2 pointers for the same person? States need to confirm if a Potential Duplicate is a True duplicate and update the pointer records accordingly Concept is used in CDLIS and S2S 19
Likely outcome Potential duplicate Name DOB Full SSN Same Same Differ Name DOB Full SSN Two persons share Name, DOB, L5 SSN 20
Potential duplicate Name DOB Full SSN Same Same Same Name DOB Full SSN Possible outcomes Two persons, one identity One person, two pointers Fraud! 21
Using Digital Image Access (DIA) to Solve Potential Duplicates 22
DIA Potential Fraud State A State A requests photo from State B State B State B sends photo to State A Two persons, one identity Fraud! 23

In operation since 2005 22 participants One-time implementation fee: $25,000 No on-going usage fee 25
S2S Fees & Grants 26
Fee FY2018 FY2019 One-time Implementation fee $96,331 $99,066 Annual fee Fixed $29,651 annually $32,885 annually Variable $0.072 per driver $0.072 per driver 27
NHTSA (405(c)) and DHS (Homeland Security grants) have annual grant programs that are available for States that wish to offset costs associated with the implementation and operation of the S2S service. FMCSA CDL grants can also be leveraged to resolve potential duplicates, especially those involving a CDLIS pointer and a Non-CDLIS pointer. 28
