Citizen interest provides the Council and Agency with valuable information regarding issues of the community. Meetings are held on the 1st and 3rd Tuesday of every month. In addition, meetings are streamed live on our website at www.cityofsignalhill.org, and are televised at 7:00 a.m., 2:00 p.m., and 7:00 p.m. every day on Charter Communications Channel 3, and Verizon FiOS Channel 38. Meetings commence at 6:00 p.m. with the conduct of any business permitted to be conducted in closed session by the Brown Act (Government Code Section 54950, et seq.), if any, and with the public portion of the meeting commencing at 7:00 pm. There is a period for public comment on closed session matters at 6:00 p.m. prior to the closed session. In the event there is no business to be conducted in closed session, the regular meeting shall commence at 7:00 p.m. There is a public comment period at the beginning of the regular meeting, as well as the opportunity to comment on each agenda item as it arises. Any meeting may be adjourned to a time and place stated in the order of adjournment. The agenda is posted 72 hours prior to each meeting on the City s website and outside of City Hall and available at each meeting. The agenda and related reports are also available for review online and at the City Clerk's office and Library on the Friday afternoon prior to the Council meeting. Agenda and staff reports are also available at our website at www.cityofsignalhill.org. During the meeting, the City Manager presents agenda items for Council consideration. The public is allowed to address the council on all agenda items. The mayor will announce when the period for public comment is open on each agenda item. The public may speak to the council on items that are not listed on the agenda. This public comment period will be held at the beginning of the public portion of the meeting You are encouraged (but not required) to complete a speaker card prior to the item being considered, and give the card to a City staff member. The purpose of the card is to ensure speakers are correctly identified in the minutes. However, completion of a speaker card is voluntary, and is not a requirement to address the council. The cards are provided at the rear of the Council Chamber. Please direct your comments or questions to the Mayor.

Mayor Forester will introduce Judith Kamei, new City Librarian with the Community Services Department. b. Mayor Forester will introduce Travis Brooks, new Management Analyst with the Public Works Department. (11) PRESENTATIONS a. Mayor Forester will present a proclamation to Signal Hill Police Dispatcher Shanika Taylor on behalf of all Police Dispatchers and introduce Connie Sziebel,

Representative for Los Angeles County Supervisor Don Knabe, who will present certificates to Signal Hill Police Dispatchers in recognition of National Public Safety Telecommunications Week. b. Mayor Forester and Chief Langston will introduce Richard Johnson, Emergency Operations Center Coordinator with the Police Department. Chief Langston and Mr. Johnson will provide a report on the duties of the EOC Coordinator, and what he will be doing in the coming year. (12) CITY MANAGER REPORTS a. 2015-2019 Strategic Plan Workshop Summary: Bill Kelly, President/CEO of Kelly Associates Management Group, will conduct a workshop on the 2015-2019 Strategic Plan to obtain input from the City Council and the community. Recommendation: Provide input on the proposed Objectives, Tasks, and Timeframe for the Strategic Plan. b. Comprehensive Annual Financial Report for Fiscal Year 2013-2014 and Carryover Appropriations from Fiscal Year 2013-2014 to Fiscal Year 2014-2015 Summary: City procedures require the completion of an independent Comprehensive Annual Financial Report (CAFR) that is formally reviewed by the City Council and available to the public. The independent auditor reported that the FY 2013-14 City s General Fund Revenues were $1.97 million above the prior year and expenditures were under the final budget amount by $1.6 million. The auditor reported that General Fund Reserve is $7,610,963 and the Economic Uncertainties Reserve Fund is $5,077,159 as of June 30, 2014; these two reserve funds are well above the City s adopted target of 50%. Total General Fund Reserves and Unassigned General Fund Balance were at $27,968,304 on June 30, 2014. The staff report also reviews requested carry over items. Recommendations: Receive and file the City s Comprehensive Annual Financial Report for the fiscal year ended June 30, 2014 and approve the carryover of certain appropriations from fiscal year 2013-14 to 2014-15 and approve budget adjustment 2015-04-21 to reflect necessary changes. c. Urban Area Security Initiative (UASI 14) Los Angeles/Long Beach Urban Area Grant Program Summary: The Police Department is seeking authorization to accept a U.S. Department of Homeland Security ( DHS ) Grant in the amount of $408,500. The grant funds will be utilized to install wireless IP security cameras at areas of critical infrastructure, and along the Panorama Promenade. The funds will also purchase personal protective gear for police officers and helicopter video downlink capabilities for the watch commander and mobile command vehicles.

Recommendations: Authorize the City Manager to accept UASI 14 Grant Funds and to execute a Sub-recipient Agreement with the City of Los Angeles and approve a budget adjustment for $408,500 to the Domestic Preparedness Grant Revenue account number 036-336-465-637, and expenditures for $408,500 to Domestic Preparedness Grant expenditure account number 036-336-545-510. d. Interviews for Appointment to City Commissions Summary: The City Council is currently scheduled to interview applicants for appointment to the Civil Service Commission, Parks and Recreation Commission and Planning Commission on May 11, 2015. One applicant has notified staff that they are unable to attend the meeting due to a previous out-of-town commitment. Staff is recommending providing a second date to conduct interviews of candidates that are unavailable on May 11, 2015. Recommendation: Schedule May 19, 2015 to conduct interviews of Commission applicants who are unavailable to be interviewed on May 11, 2015. e. Creation of the Economic Development Division and Budget Adjustment for Economic Development Activities Summary: The City Council should create an Economic Development Division within the City Manager s office due to the elimination of the Signal Hill Redevelopment Agency. With the State s recent approval of the Long Range Property Management Plan (PMP), the Successor Agency (SA) has the ability to sell former redevelopment properties and to transfer these funds to a newly established Economic Development Fund. This would allow the City to properly manage economic development and complete the activities required in order to market and sell the properties. Recommendation: Approve the creation of an Economic Development Division (Fund 100-47) within the City Manager s Department and approve the attached budget adjustment in the amount of $100,000 from the General Fund Reserve fund balance (Fund 100-29600) to the Economic Development fund, 10-47-420. (13) CONSENT CALENDAR The following Consent Calendar items are expected to be routine and non-controversial. Items will be acted upon by the Council at one time without discussion. Any item may be removed by a council member or member of the audience for discussion. a. Subrecipient Grant Agreement Between City of Signal Hill and the Gateway Water Management Association Summary: The Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) received $1.073 million in grant funds from the Proposition 84 Stormwater Grant Program administered by the

State Water Resources Control Board to install storm water quality treatment facilities. As a member agency that participated in this GWMA grant application process, Signal Hill will receive $73,620 in grant proceeds to construct two storm water biofiltration tree well units. All participating cities are required to enter into a Subrecipient Grant Agreement with the GWMA in order to access grant funds. Recommendations: Authorize the City Manager to enter into a Subrecipient Agreement between the City of Signal Hill and the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority to receive the portion of the Proposition 84 Stormwater Grant funds allocated to the City of Signal Hill and transfer $25,380 from the Capital Reserve Fund to fund the Signal Hill Storm Water Biofiltration Project. b. Schedule of Investments Summary: The Schedule of Investments is a listing of all surplus funds invested for both the City and the Successor Agency of the former Signal Hill Redevelopment Agency as of the date shown on the report. Recommendation: Receive and file. c. Warrant Register Dated April 21, 2015 Summary: The Warrant Register is a listing of all general checks issued since the prior warrant register and warrants to be released upon City Council approval. Recommendation: Authorize payment of Warrant Register dated April 21, 2015. d. Minutes of the Following Meeting Regular Meeting of April 7, 2015. Recommendation: Approve.
