WHAT IS WELFARE TECHNOLOGY Do we even agree among the Nordic Countries? Welfare technology A unique Nordic umbrella term! Technology that prevents, assists or delivers welfare services Subtle differences: Denmark and Finland agree but different focus Norway A municipal thing, but changing Sverige Different definition and different use Iceland New, under development 01-03-2017 Nordens Velfærdscenter 5

Welfare technology visually! 01-03-2017 Nordens Velfærdscenter 6

The trouble with technology!! 01-03-2017 Nordens Velfærdscenter 7

The CONNECT Initiative 01-03-2017 Nordic Centre for Welfare and Social kssues 8

The CONNECT Initiative The Problems: Too many projects with too little end product...projektitis Too much focus on participating in project and not enough on embedding knowledge throughout the organisation A continuing re-invention of the wheel due to poor coorperation and lack of knowledgesharing nationally and on a Nordic level wasting ressources A weak common Nordic marked for welfare technology (national fragmentation) 01-03-2017 Nordic Centre for Welfare and Social kssues 9

What is CONNECT? An attempt to create/identify a complete process on how to work with welfare technology. (optimizing the chance of successful implementation) Creating a complete toolkit, equipped with Best Practice tools for each identified step in the process. Bottom-Up based Best practice: Ten selected municipalities create the tools, aided by national authorities and you! Collecting knowledge and experience on problems and barriers and thus creating a rapport for decision makers. 01-03-2017 Nordic Centre for Welfare and Social Issues 10

What would this process look like? Bottom-Up, means it was decided by the municipalities The nine step process includes: Vision Strategy Communication plan Needs assessment Technology Screening Evaluation model Procurement model implementation model Effect Monitoring www.nordicwelfare.org/connect 01-03-2017 Nordic Centre for Welfare and Social Issues 11

Who is participating? Sweden: Västerås, Göteborg, SKL and Myndigheten for Delagtighet Denmark: Odense, Aarhus and KL Norway: Lindås, Lister, KS and Helsedirektoratet Finland: Oulu, South Karelia and THL Iceland: Reykjavik, Akureyri and Ministry of Welfare 10 municipalities and 7 national authorities University of Lund AND YOU?? 01-03-2017 Nordic Centre for Welfare and Social Issues 12

GOALS / AMBITIONS? A validated Nordic process and toolbox would make it easier to get startet. There are 1200 nordic municipalities, many of which has not yes started working with wefare technology. A common framework a common process would make knowledgesharing easier, not only nationally, but across the Nordic region. If the Nordic demand side use the same framework, suppliers would have easier acces across borders as the quesitons would be the same. 01-03-2017 Nordic Centre for Welfare and Social Issues 13

Practical information: The project is completed all steps available on our webpage. All Nordic languages will be available online by end febuary. Publications in all Nordic languages will be available end Febuary. NORDIC TOUR 2017 comming up!..
