PETE BEACH COMMUNITY CENTER The St. Pete Beach Community Center has new Senior Excursions on the schedule for the fall. The excursions are a great way for local seniors to travel with friends. The next trip will be December 15 Holiday Lights in the Gardens 4:30-9:30p. All excursions will depart from St. Pete Beach Community Center, 7701 Boca Ciega Dr. All participants must pre-register the Wednesday prior to the excursion. Each trip is $15. As the only form of voluntary government, Florida s municipalities are the embodiment of this right. A city is created by its citizens to provide additional functions and services for the particular benefit of the community. Local citizens develop a charter to specify the form, functions and power of their city government. The incorporation and city charter are approved by voters in a local referendum. Home Rule authorizes all governmental, corporate and propriety powers necessary to conduct municipal government, perform municipal functions, and render municipal services. Home Rule is why not two cities are alike. City residents take pride in this diversity and responsibility. Strong Home Rule powers ensure that government stays close to the people it serves. Intrusion on Home Rule from the state or federal government undermines the constitutional right of citizens to govern themselves. ------------------------------------------------------------------------------------------------------------------ If you are like me, I am sure you are glad the elections are finally over. I would like to thank all of you who read my articles on Amendment #1 and listened to my presentations, as well as, Mike Twitty s (our Pinellas County Tax Appraiser) and voted NO. All the Amendments passed except Amendment #1!! Now we begin to move into the 2019 Legislative Session which starts on March 5 and ends on May 3, 2019. As a result, two weeks ago I attended the 3 day 58 th Annual Florida League of Cities Legislative Conference in Orlando. It is a meeting at which 5 legislative committees meet to establish their priorities for the upcoming legislative session. The five committees are: Finance, Taxation and Personnel, Land Use and Economic Development, Municipal Administration, Transportation and Intergovernmental Relations and Utilities, Natural Resources and Public Works. I represent the Suncoast League of Cities and St. Pete Beach on the Municipal Administration committee. The main objective of the conference is for each committee to identify one priority statement and up to 3 policy position statements. Each was voted on during the business meeting on Friday and established as the Florida League of Cities proposed priority and policy position recommendations to be considered by our legislators. Therefore, before and during the legislative session of 2019 we will be meeting with our legislators and will advocacy for these issues. Here is a list of those priority statements and policy position recommendations: Finance, Taxation and Personnel Priority: Communications Services Tax Protection The Florida League of Cities SUPPORTS legislation to reform the Communications Services Tax in a manner that is revenue neutral; provides for a broad and equitable tax base; provides for enhanced stability and reliability as an important revenue source for local government; and provides a uniform method for taxing communication services in Florida. Reform should promote a competitively neutral tax policy that will free consumers to choose a provider based on tax-neutral considerations. Commission meetings replay on Ch. 642 on a continuous loop

These revenues are used to provide essential municipal services, such as public safety and constructing and maintaining roads and bridges, public parks and open spaces. Maintaining a diversified revenue base strengthens the fiscal stability of local governments and improves their ability to serve citizens and businesses. Policy Position: Sales Tax Fairness The Florida League of Cities SUPPORTS legislation to reform Florida s sales tax laws that apply to online/e-commerce sales from out-of-state retailers. Changes to these laws are needed to ensure retailers are treated equitably. Transportation and Intergovernmental Relations Priority: Transportation Funding The Florida League of Cities SUPPORTS legislation that preserves local control of transportation planning. The legislation should create an equitable transportation funding formula between the state, municipalities, and counties, while providing for additional transportation revenue to support innovative infrastructure and transit projects to meet the surging transportation demands driven by dramatic growth throughout Florida. Policy Position: Affordable Housing The Florida League of Cities SUPPORTS legislation that requires all funds from the Sadowski State and Local Housing Trust Fund be used only for Florida s affordable housing programs. Utilities, Natural Resources and Public Works Priority: Water Supply and Water Quality The Florida League of Cities SUPPORTS legislation to address the state s critical water resource and water quality deficiencies to mitigate the negative economic impact of these issues through priority corrective actions and finding. The legislation should include: Establishment of a dedicated and recurring source of state funding to meet current and projected local government water supply and water infrastructure needs; Annual assessment by the State of the state, regional and local water resource and water quality infrastructure improvement needs; and Development of regional plans to prioritize actions and schedules for addressing integrated water quality and water supply needs based on objective criteria. Next week I will present the priority and policy position recommendations from the Land Use and Economic Development and Municipal Administration committees since they are both quite lengthy.
