Record Note of the Meeting of the National Commission for Minorities held on 14 th November, 2018 A meeting of the National Commission for Minorities was held at 11:30 A.M. on 14 th November, 2018 in the Conference Room. The following were present: (i) Shri Syed GhayorulHasanRizvi Chairman (ii) Shri George Kurian Vice Chairman (iii) Shri Sunil Singhi Member (iv) Ms.SulekhaKumbhare Member (v) ShriKhurshed K. Dastoor Member (vi) ShriManjitSingh Rai Member 2. Shri J. Ramakrishna Rao, Secretary assisted the Commission. 3. In Attendance: Shri A. Sengupta and ShriShariqSaeed,Under Secretaries. Agenda Item No. 1 : Confirmation of the record notes of the Meeting of the Commission held on 10.10.2018. 4. Confirmed. As far as Agenda No. 19(ii) is concerned, Secretary, NCM informed the Commission that he had a discussion with Secretary, MoMA in this regard. Secretary, MoMA assured that a meeting with NCM will be held after the festive season is over. Noted. The tour report was approved by the Commission and it was Agenda Item No. 13:Recommendation of ShriManjit Singh Rai, Member, NCM regarding Anganwari centres. 16. Noted. Member (MSR) appreciated the effort of the Commission/office in this matter. Agenda Item No. 14: Follow-up actions of Tour Reports. 17. Noted. Member (MSR) desired that the copies of letters received from the authorities on the tour reports may be shown to concern Members. Agenda Item No. 15:Discussion on Ram Mandir issue at Ayodhaya. 18. The representation submitted by Minority Development of India (MDI) was placed before the Commission. After due deliberations, the NCM is of the view that since the matter is before the Hon ble Supreme Court of India (subjudice), the NCM desires that all parties should await the decision of the Hon ble Supreme Court of India. All the threepillars of Constitution namely the Legislature, the Executive and the judiciary should endeavour for early disposal of the matter, amicably and peacefully. With that the representation was disposed off. 3

Agenda Item No. 16: Receipt and Disposal Report of G&R Section from 08.10.2018 to 12.11.2018. 19. Noted Supplementary Agenda No. 1: Regarding channel of submission of files in National Commission for Minorities. 20. The Commission in all humility and good faith accepted the letter from Ministry of Minority Affairs regarding the channel of submission of files in National Commission for Minorities. Supplementary Agenda No. 2 :Proceedings of meeting dated 25.10.2018 regarding the review of Prime Minister 15 Points Programme. 21. Noted Any Other Item with the permission of Chairman: Proposal of Research Study on Bhoti Language 22. Secretary informed that a proposal has been received for Research Study on Bhoti language, as desired by Member (SK) earlier. The proposal has been received from Visva-Bharati University, Santiniketan, West Bengal. It was decided that a detailed proposal will be called from the University for taking formal approval from MoMA before commissioning the Study. ******** 4
