A Resolution to Restore Ethics to Congress WHEREAS, the Office of Congressional Ethics is under attack; and WHEREAS, rules under consideration would strip the office of its ability to investigate members of Congress; and WHEREAS, these rules would also limit the types of behavior which would be considered unethical; and WHEREAS, this office was created in the wake of several ethical scandals in the House of Representatives; and WHEREAS, this office has identified numerous examples of wrongdoing, both criminal and ethical; and WHEREAS, the office is intended to be non-partisan; and WHEREAS, limiting the ability of the ethics office to investigate wrongdoing of members of Congress gives the appearance of a culture absent of ethics; now, therefore, be it RESOLVED, By the Congress here assembled that the Office of Congressional Ethics maintain its position as an independent watchdog of ethical standards.
A Bill to Bar Paid Information SECTION. The Drug Enforcement Agency (DEA) is explicitly barred from providing compensation for information leading to the arrest of suspected drug traffickers or the seizure of contraband. SECTION. Information from paid informants which may be relevant to current cases may not be used in court to convict or sentence accused persons. SECTION. The DEA shall be responsible for monitoring its use of paid informants, and shall issue a report to Congress no later than January, 0 detailing the scope of its prior use of such informants. SECTION. A Bill to Study School Start Times SECTION. The Department of Education will commission a study to determine the ideal starting time for schools. SECTION. Upon the completion of this report, the DOE will provide financial incentives in the form of block grants for states which choose to follow the recommendations in this report. SECTION. The Secretary of Education will determine which states qualify for the block grants based upon school starting times. Funding shall be provided by reallocating extra funding from the Race to the Top grant program. SECTION. This shall take effect immediately, with a final report due no later than December, 0. A Bill to Provide Local Law Enforcement With Encryption Assistance SECTION. The Federal Bureau of Investigation (FBI) shall create a division dedicated to assisting local law enforcement agencies (LEA) with accessing encrypted information on electronic devices. The LEA shall request assistance from the FBI in cases where they are unable to access information crucial to an investigation. SECTION. Electronic devices covered under section one may include handheld devices, computers, or remote servers. SECTION. The FBI shall determine personnel and funding for this program from their normal staffing. SECTION. This shall take effect on March, 0. SECTION. A Resolution to Support the Peace Process WHEREAS, United Nations Resolution has been approved; and WHEREAS, current Israeli settlements have inflamed tensions between the Palestinians and the Israelis; and WHEREAS, the current peace process has stalled; and WHEREAS, Prime Minister Netanyahu has shown no interest in negotiating for peace within the two-state solution framework; and WHEREAS, the United States has previously held that settlements in the West Bank and Gaza Strip are obstacles to peace; and WHEREAS, current United States influences have not provided sufficient motivation for the Israeli government to engage in the peace process; and WHEREAS, stronger rhetoric is necessary for the governments to begin to work together; now, therefore, be it RESOLVED, By the Congress here assembled that the United States believes that the current Israeli settlements are illegal, and that future settlements in the Palestinian Territories are incompatible with any peace process.
A Bill to Open up America s Resources SECTION. All current land controlled by the federal government shall be opened for private agricultural development. SECTION. Sanctions may include economic sanctions, military sanctions, change of favored nation status, expulsion of diplomats, and other actions designed to force Russia to act in a certain way or punish them for actions they may have taken. A Bill to Prohibit Sanctuary Campuses SECTION. Title IV of the Higher Education Act of is amended to add the following: A. No institution of higher education may institute a policy which knowingly provides education to persons not legally in the United States, or B. Refuses to provide information to the Department of Homeland Security regarding their knowledge of the lawful status of attending students. SECTION. Institutions of higher education will include any year or year college or university which receives federal funding for any program under Title IV. SECTION. If the Secretary of Homeland Security determines that a campus is in violation of Section A, they will notify the Secretary of Education, who shall notify the institution of said violation and potential loss of federal funding. Organizations designated as 0(c) groups are prohibited from providing service to a for-profit entity regardless of whether such service fits with their mission statement. SECTION. 0(c) designation is reserved for social clubs which charge a fee for membership and often provide public service, through volunteerism or other activities, consistent with an official mission statement. SECTION. The Internal Revenue Service will review organizations designated as 0(c) and shall identify activities which are for the benefit of for-profit entities. Such activities shall result in the 0 designation being revoked, and all services provided shall be taxed as employment according to the minimum prevailing wage. SECTION.
