1- GENERAL INFORMATION Main objective: Specific objectives: The main objective of this rapid assessment was to identify the Education needs of Returnees & Prolong IDPs children in Dand & Arghandab Districts of Kandahar province To collect the required data and carry out the assessment focused on the followings: number of Returnees Children (Girls & Boys) whom are in need of Education Number of IDPs children (Girls & Boys) whom are effected by the internal conflict and are in need of emergency education Location: Kandahar province Dand & Arghandab Districts Sample: Key informant interviews ( PED, DED, Focus Group, DoRR ) Date of survey Period of field assessment: 1 7 March 2. SUMMARY As a result of this rapid need assessment in Kandahar province a number of factors about the needs of Returnees and IDPs children were identified that were mainly related to EiE, shelter, NFI and food security. According to CoAR assessment in the first week of March-2017 with support of DoRR, DoEc & PED, & with interview of focus group of the Returnees and IDPs Committees in four villages ( Nagahan, Faqiran, Marjan & Sarkari Bagh) in Arghandab and in three villages ( Yakh Kariz, Kariz Bazar & Sheen Ghazi As habi) in Dand District of Kandahar conducted, that currently in Dand and Arghandab districts of Kandahar no EiE - primary education program or any nearby premise(s) are available; there were no facilities for the start and/or continuation of their further education, thus they might be trapped by the insurgent groups or they will be involved in other crimes and/or loitering here and there for nothing, to prevent this situation it is necessary to continue this education program at primary level (especially, for Grade 1 to 5) as a first initiation/start forward the EiE program in the target districts of Kandahar province. During CoAR assessment in target districts among returnees and IDPs, we have received some information that warlords have already recruited these IDPs and Returnees children and teenagers and sent to the terror training camps. So we felt that the starting of emergency education program for the IDPs and returnee s children is urgently needed. As a result of the assessment, CoAR team has found that school age children between 6-17 years old in families are as below; in Dand District School boys are 793 and school girls are 421 and at Arghandab district school boys are 389 and school girls are 221 individuals. By implementation of this proposed project under envelop 2 -CHF first allocation 2017, CoAR deems to ensure that 1824 children of IDP, Returnees families in Dand and Arghandab districts of Kandahar province access to primary education. Under this project CoAR will work on two main components: Establishment of 46 CBSs/TCs for 1824 students: Establishment of Community Based Schools (CBSs) and Temporary Classrooms (TCs) including the recruitment of 55 male and female teachers and the provision of classroom equipment and teaching and learning supplies to Returnees, IDPs & Provision of accelerated learning classes for children.

Based on the information from the targeted areas 27 of the classes will be Community based and 19 of the classes planned for Accelerated learning. 3. METHODOLOGY OF THE ASSESSMENT: CoAR has conducted the survey through direct observation of the area where the number of Returnees and IDPs were high (Dand & Arghandab Districts), discussion with the Returnees & IDPs committees and through a focus group discussion (FGD) using questionnaires. Also the team held meetings with governmental officials both in Kandahar province. The team has studied the result of the recent surveys which were done by a joint team of government and aid organization. 4. SAMPLE size of report: This rapid needs assessment focused on the most affected districts Kandahar provinces that are the recent Afghan Returnees from Pakistan IDPs affected by recent internal conflict in Helmand, Farah & Badghiz provinces. The sampling distribution was based on the preliminary figures estimating the numbers of Returnees and IDPs (DoRR, PED). The assessment has been done in two district of Kandahar province: Sample Size: Total population was targeted 622 families in two district of Dand and Arghandab the Returnees and IDPs Committee Members were, targeted for FG meeting and interviews for data collections. OBJECTIVES: The objectives of this assessment were to determine the Education in Emergency - EiE needs of the Returnees and Internal displaced people in Dand and Arghandab Districts of Kandahar Province. The assessments were conducted in the main affected with IDPs and Returnees populated districts of Kandahar province. 5.1 TOOLS: The assessment used three tools to collect the data: FGD, around 6 FGD (Returnees & IDPs committees) has been conducted two districts of Kandahar province.

FINDINGS: This section discusses findings from all districts of two provinces which were surveyed in the areas of: Humanitarian needs shelter and non- NFI, food security, Education Needs. The assessment fund that misusing of warlords as laboring and purposes or terror training camps, depriving from schools due to negatives coping strategies in poor families and early marriages are risks faced by children of returnees and IDPs which prevent them from accessing or completing their education. In result of discussions and interview with IDPs and returnee s elders in Kandahar more than 90% of children in the targeted population are deprived from schools specified that early Lack of unavailability of schools, Child labor and warlord abuse and early marriages are the major problems faced by children currently out of school. Respondents also talked about harmful traditional practices but did not specify what these were and also indicated that the context of conflict in Afghanistan was a major risk for children. In terms of the conflict, they mentioned unexploded mines and devices, conflicts among militia (which included clan wars), and the possibility of children being recruited by warring parties. The below figures shows the percent of case that children deprived from schools. Status of school age children among targeted populations shown in below figures. Below provides data for school-aged children among the returnee and IDP population surveyed. A total of 1824 school-aged children were counted in the survey. The probable indicators listed for the priorities and asked respondents for their preferences. The comities and other individuals from the targeted communities allowed to make multiple choices from the list of activities on the basis of what was urgent and critical for immediate action, taking into account the child s longer-term education interest. RECOMMENDATION: the survey has indicated that there are immediate needs among IDPs and Returnees to be responded through humanitarian assistance. The assessment team recommends providing CBSs / ALCs, establishing of temporary spaces for learning including establishment of community Based School (CBSs) recruitment of teachers and provision of classroom equipment s and teaching learning supplies/education in Emergencies for returnees girls & boys other social assistance to the Returnees and IDPs Children during these time in order to avoid the child laboring, & recruiting of these IDPs and Returnees children and teenagers from terror training camps. Conclusion: As the report clearly indicate the Education is one of the most urgent needs of the Returnees and IDPs Children in both districts Arghandab and Dand of Kandahar provinces, as the team has observed that the situation of Returnees from Pakistan and IDPs from the recent conflict affected provinces like Helmand, Farah and Badghis provinces are worse and there is no education facilities for their children, because of that CoAR is planning to Established Community based schools and Accelerated classes in the areas and currently that is our priority to offer our services to them.
